The Food Safety Department has sent documents to the Department of Health of provinces and centrally-run cities; the Department of Food Safety of Ho Chi Minh City; the Food Safety Management Board of Da Nang City; and the Food Safety and Hygiene Sub-Departments of provinces and cities requesting to review, inspect and recall all "Hai Be Delicious Syrup" products still circulating on the market.
At the same time, these units were also asked to coordinate with the Investigation Police Agency of Ninh Binh Provincial Police to handle the case according to the law.

The decision to recall the product was made after the product quality assessment results showed that the content of key ingredients such as vitamin A, vitamin C and calcium. These are substances that determine the product's effectiveness, but only reached less than 70% of the declared amount. Based on that, the Food Safety Department determined that this was a counterfeit product, did not ensure quality and posed a potential risk to consumers' health.
Previously, on the evening of June 17, the Food Safety Department issued a warning to people not to use the product "Hai Be Delicious Syrup" while waiting for the authorities to complete the investigation and verification of the incident.
Regarding the incident, on June 14, the Investigation Police Agency of Ninh Binh Provincial Police issued a decision to initiate criminal proceedings and prosecute Tran Dai Phuc, Director of Hai Be Company Limited (located in Thanh Tay village, Van Phu commune, Nho Quan district, Ninh Binh), and Le Van Hai, co-founder of the company and owner of the TikTok account "Gia Dinh Hai Sen".
According to information from the police, the TikTok account “Gia Dinh Hai Sen” regularly posts videos selling products online, including the product “Hai Be Delicious Syrup” which is promoted as a health food for children. However, this product has received many negative comments from consumers about its actual quality.
During the investigation and inspection at the headquarters of Hai Be Company Limited, the authorities discovered many cosmetic and functional food products without invoices or documents proving their origin. In particular, the test results of the product “Hai Be Delicious Syrup” confirmed that the quality indicators did not meet the minimum level as announced, seriously violating food safety regulations.
According to statistics from the investigation agency, from the beginning of 2024 to now, Hai Be Company Limited has sold more than 800,000 products through e-commerce platforms such as TikTok Shop, Facebook, Shopee with the account names "Gia Dinh Hai Sen" and "Hai Sen". The product "Hai Be Delicious Syrup" alone has sold over 100,000 boxes to the market.
The Food Safety Department warns consumers to immediately stop using the product “Hai Be Delicious Syrup”, and requests businesses and distributors to recall the product according to regulations. Organizations and individuals who discover the product still in circulation should immediately notify the nearest authorities for coordination in handling, ensuring safety for the community.
