On the afternoon of October 5, at the regular Government press conference, reporters asked about the problem of overcharging in schools and what solutions are there to completely handle this situation?
Responding to the above issue, Mr. Le Tan Dung - Deputy Minister of Education and Training - said that every school year, the Ministry has a document to rectify and remind educational institutions about the situation of overcharging. In response to this situation, he said that the Ministry has proposed 9 important solutions, both short-term and long-term.

First, the Ministry has issued a document requesting all levels and sectors to strictly implement the regulations on tuition exemption, reduction and support in accordance with the Government's Decree. "The National Assembly has issued a resolution, the Government has issued a decree clearly stipulating which subjects are exempted, reduced and supported with tuition fees," Mr. Dung emphasized.
In addition, the regulations on collection fees must be decided by competent authorities. All educational institutions are strictly prohibited from setting their own collection fees contrary to regulations.
According to Mr. Dung, the mobilization, management and use of resources must be in accordance with the regulations of competent authorities; regulations on posting and publicizing information about educational equipment and textbooks must be strictly implemented so that parents can understand.
Through monitoring, Mr. Dung said that in many localities, educational institutions have been directed to comply with the list issued by the People's Council. Schools are absolutely not allowed to combine multiple collections; and are not allowed to take advantage of the name of the parent-teacher association to collect fees in violation of regulations.
"We welcome localities that have implemented these solutions in recent times," Mr. Dung expressed.
According to Mr. Dung, in the coming time, the Ministry of Education will review the system of documents to make adjustments and supplements; at the same time, strengthen inspection and supervision and if discovered, it must be strictly handled according to regulations.
Besides, Mr. Dung also hopes that the National Assembly agencies and local authorities regularly monitor and inspect, contributing to rectifying this situation.
Also at the press conference, reporters asked about the orientation of merging and arranging universities in the coming time?
Answering this question, Mr. Le Tan Dung said that this is a major policy of the Party and must be implemented seriously and urgently. The policy of arrangement will give rise to thoughts and emotions, so it must be done very carefully, and at the same time, it must be implemented scientifically, methodically and decisively.
Mr. Dung also said that this cannot be done by the Ministry alone, but requires the cooperation and consensus of ministries, branches, localities, especially universities and vocational training institutions.
The Ministry was assigned to develop two projects, which will soon be submitted to competent authorities for consideration and decision, and will be implemented in 2026...
According to him, the restructuring of the university and vocational education system is expected to create a major change in training quality, better meeting the country's socio-economic development requirements in the new period.
Deputy Minister Le Tan Dung said that after the project is approved by competent authorities, the Ministry of Education and Training will widely publicize and provide full information to the press.
