Deputy Minister Tran Duy Dong received the Chairman and CEO of the Information Technology Industry Council (ITI)

(MPI) - At the meeting with Mr. Jason Oxman, Chairman and CEO of the Information Technology Industry Council (ITI Council) and members of the Council's working delegation on June 18, 2024, Deputy Minister of Planning and Investment Tran Duy Dong informed about Vietnam's development priorities; about the possibility of cooperation in the fields of science and technology, innovation, building sustainable supply chains as well as the investment and business environment in Vietnam.

Deputy Minister Tran Duy Dong welcomed Mr. Jason Oxman to visit and work at the Ministry of Planning and Investment and said that the bilateral relationship between Vietnam and the United States has had many positive developments. In particular, in 2023, on the occasion of President Joe Biden's visit to Vietnam, the two countries upgraded their relationship to a Comprehensive Strategic Partnership. Also on this visit, the Vietnamese Ministry of Planning and Investment and the US Department of State signed a Memorandum of Cooperation, emphasizing cooperation in the fields of science, technology, and innovation. The United States will help Vietnam develop the semiconductor industry ecosystem.

Vietnam has identified the development of science and innovation as a priority strategy and is defined in the Resolution of the 13th National Party Congress and is the main driving force for Vietnam's development in the coming time. Accordingly, Vietnam focuses on attracting investment for the development of the semiconductor and AI industrial ecosystem. Recently, many leaders of large US enterprises have visited and worked in Vietnam and made certain statements about investment in Vietnam.

Regarding Vietnam's investment attraction, the Deputy Minister said that Vietnam continues to prioritize attracting investment in the fields of science, technology, and innovation. Accordingly, regarding the development of incentive mechanisms and policies, the Ministry of Planning and Investment is being assigned to preside over the development of a Decree on the establishment, management, and use of the Investment Support Fund to encourage and attract strategic investors, multinational corporations, and support domestic enterprises in a number of areas that need investment incentives; prioritizing projects with advanced technology, new technology, high technology, clean technology, modern management, high added value, environmentally friendly, with spillover effects, and connecting global production and supply chains.

Regarding priorities and focus on developing the semiconductor industry, Vietnam is focusing on building, completing and promulgating the Semiconductor Industry Development Strategy and the Semiconductor Industry Human Resource Development Project to 2030, with a vision to 2045, which sets the goal of training 50,000 semiconductor industry engineers. Accordingly, to meet the demand, Vietnam is currently training for conversion first, then implementing new training; the first phase focuses on training human resources for chip design, packaging and testing.

The Prime Minister has established the National Innovation Center under the Ministry of Planning and Investment to attract and develop an innovation ecosystem with 9 priority sectors. Accordingly, the Deputy Minister proposed that the ITI Council consider cooperating with the National Innovation Center to train, incubate, research and develop cybersecurity and other information technology fields.

Speaking at the reception, Mr. Jason Oxman thanked Deputy Minister Tran Duy Dong for taking the time to welcome the delegation and for sharing information very openly; at the same time, he expressed his belief that upgrading the Vietnam - US Comprehensive Strategic Partnership will contribute significantly to enhancing investment cooperation opportunities in the coming time.

Mr. Jason Oxman also expressed his impression of Vietnam's priorities in attracting investment in general and in science and technology, semiconductor industry, and digital transformation in particular. At the same time, he said that the ITI Council is a global trade association in the technology sector, representing 80 technology and communications corporations in the world (including DELL, HP, Amazon, Intel, Visa...) with the goal of promoting innovation. To date, many member enterprises of the ITI Council have been present in Vietnam in the fields of information technology, services, finance, semiconductor industry, etc.

In the coming time, the ITI Council will provide information and resources for member businesses to continue researching and making cooperation decisions in the field of innovation and building sustainable supply chains; wishing to continue cooperation in areas of mutual interest, including science and technology, digital transformation, and development of the semiconductor industrial ecosystem, Mr. Jason Oxman emphasized.

Agreeing with Mr. Jason Oxman's sharing, Deputy Minister Tran Duy Dong also emphasized the issues of concern related to priorities to promote investment attraction; investment incentive policies; digital transformation. In particular, regarding digital transformation, Vietnam identified this as a key task and achieved positive results; established a Steering Committee for Digital Transformation headed by the Prime Minister. On that basis, all ministries, branches and localities of Vietnam have a working group on digital transformation headed by the head. Vietnam has allocated resources to invest in digital transformation; is building a National Data Center; developing data applications on population, identification and electronic authentication; ministries, including the Ministry of Planning and Investment, have issued the e-Government 3.0 architecture framework;...

Deputy Minister Tran Duy Dong hopes that US businesses in general and member businesses of the ITI Council in particular will continue to pay attention to and carry out investment activities in Vietnam to contribute to the successful implementation of the contents signed between the two countries; thereby contributing to further strengthening the Vietnam - US investment cooperation relationship in the coming time./.
