On the morning of October 19, Prime Minister Pham Minh Chinh and National Assembly deputies from Can Tho City had a meeting with voters who are key officials of 103 communes and wards in the city.
Many problems and difficulties in communes and wards
Speaking to the National Assembly delegates, representatives of the leaders of the communes and wards said that after more than three months of operating the two-level local government, activities in the communes and wards have gradually become orderly and stable. Although the workload is large, the localities have received, processed, and implemented it in accordance with regulations, in a timely manner for the people and businesses. However, in reality, there are still many difficulties that need to be resolved.
Voter Tran Thi Thien Thu, Party Secretary of Truong Thanh commune, proposed that National Assembly delegates propose that the Ministry of Health promulgate the functions and tasks of commune, ward, and special zone health stations to create a unified legal basis for the model nationwide and soon stabilize the health station apparatus, meeting the requirements of care and improving people's health.
Voter Le Thi Cam Tu, Secretary of the Long Binh Ward Party Committee, reflected that the cultural and broadcasting centers had been transferred from the previous district level to the commune level for management, but currently the centers' operations follow the old district-level public service unit model, causing a number of difficulties and problems.
Ms. Tu recommended that National Assembly deputies propose that the Ministry of Culture, Sports and Tourism soon advise the Government to issue a guiding document stipulating specific contents on the functions, tasks and powers of commune-level public service units in the field of information and tourism to ensure consistency and synchronization with the new commune-level model.
Voter Nguyen Van Ngan, Chairman of the People's Committee of Phu Loc commune, reflected that the certification overload at the People's Committee at the commune level is increasing, especially in communes with large populations and communes that were formerly the center of the district level.
To ensure a synchronous and unified legal basis for certification activities and reduce workload, it is recommended that the Government soon supplement a decree expanding the subjects of certification to include: chairmen and vice chairmen of People's Committees of communes, wards and special zones; chief of office, deputy chief of office of People's Councils and People's Committees of communes; directors and deputy directors of public administration centers at commune level; civil servants authorized by chairmen of People's Committees at commune level.

Meanwhile, voter Trinh Thi Bao Khuyen - Secretary of Dai Hai commune - reflected that after more than three months of implementing the two-level local government model, the key task in the field of basic construction has been well implemented, meeting the requirements of people and businesses.
However, there are still difficulties and obstacles when the workload is quite large while the capacity of commune-level officials is limited. In addition, some newly issued specialized regulations make updating and implementation still confusing.
"Recommend that the National Assembly soon amend the Construction Law in the direction of clearer decentralization and delegation, especially administrative procedures, to improve the investment and business environment and promote private enterprises in the construction sector," she said.
Can Tho must be a pioneer and lead by example.

On behalf of the National Assembly deputies responding to the opinions and recommendations of voters, Prime Minister Pham Minh Chinh commented that after more than three months of operating the two-level local government, the set goals have been basically achieved; the people, businesses, and public opinion in general agree with the two-level government: closer to the people, for the people, and closer to the people. Besides, because it is new, there are difficulties.
The Prime Minister said that to operate synchronously and smoothly, it takes time, plus the efforts of the entire political system and the implementation of personnel work (arranging and reassigning staff) in addition to strengthening decentralization and improving implementation capacity.
From there, the Prime Minister requested Can Tho city to continue reviewing and streamlining the apparatus, ensuring that the two-level government operates smoothly, with the spirit that the new must be better than the old, more effective than the old, must serve the people, must develop better, words must go hand in hand with actions, solidarity and unity, all for the interests of the nation, people and nation.
" I really hope that Can Tho, which has many advantages, has different potential, outstanding opportunities, and more competitive advantages than other provinces in the Mekong Delta. Can Tho, as the center, must be a pioneer and a model leader in all activities, not to be slow or inferior to other provinces, especially in development issues, including human development, cultural development, socio-economic development, infrastructure, maintaining political stability, ensuring social order and safety, especially social security," the Prime Minister noted.
'It is unacceptable that National Highway 91 has not been completed for decades'
Regarding the National Highway 91 upgrade project, the Prime Minister said: "It is unacceptable that it has not been completed for decades. I really hope that the new leaders of the city will overcome the limitations and shortcomings that have lasted for many years."
According to the Prime Minister, the above National Highway 91 project is very important, "if all the money is allocated and it cannot be done, then we don't know what to do, we cannot do it for you", he said.
Previously, after many years of "inaction", in September 2025, the project to upgrade and expand National Highway 91 from km0 to km7 was started with a total investment of more than 7,200 billion VND. However, up to now, this project has not made any progress in reality due to problems in site clearance.
