At the talks, Prime Minister Pham Minh Chinh respectfully conveyed the warm regards of General Secretary To Lam, President Luong Cuong, National Assembly Chairman Tran Thanh Man , and Standing member of the Secretariat Tran Cam Tu to General Secretary and President Xi Jinping and senior Chinese leaders.
Prime Minister Pham Minh Chinh affirmed that the recent visit to Vietnam by General Secretary andPresident Xi Jinping is a new milestone of historical significance and long-term strategic orientation for the development of relations between the two Parties and two countries.
Emphasizing the importance of the first meeting between the two Prime Ministers after the visit, Prime Minister Pham Minh Chinh affirmed that the Vietnamese Government and the Prime Minister himself are ready to closely coordinate and maintain regular exchanges with the Chinese State Council and Premier Li Qiang, promptly and effectively implementing the high-level common perception between the two General Secretaries of the two Parties.
The Prime Minister suggested that the two sides maintain regular high-level exchanges; strongly promote economic, trade and investment cooperation, with a focus on promoting balanced trade; and expand cooperation in science, technology and innovation so that these areas become bright spots and new driving forces in bilateral relations. The Prime Minister suggested giving top priority to promoting railway cooperation, determined to start construction of the Lao Cai - Hanoi - Hai Phong route in 2025; and asked the Chinese side to pay attention to supporting preferential credit, technology transfer and human resource training.

Prime Minister Li Qiang congratulated the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the founding of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam), and the 50th anniversary of the liberation of the South and national reunification. Prime Minister Li Qiang respectfully conveyed the greetings of General Secretary and President Xi Jinping to General Secretary To Lam and other senior leaders of Vietnam; and expressed his appreciation for the thoughtful and respectful reception with the highest ceremony that the Party and State of Vietnam accorded to the recent visit of General Secretary and President Xi Jinping.
Agreeing with the cooperation focuses that Prime Minister Pham Minh Chinh mentioned, Prime Minister Li Qiang affirmed that the Chinese Government is determined and ready to work with the Vietnamese Government to implement and concretize the common perception between the top leaders of the two Parties and two countries; strengthen high-level strategic exchanges, consolidate political trust; promote substantive cooperation to achieve concrete progress, especially in areas of interest to both sides such as high-quality trade, investment, and railway connectivity.
The two Prime Ministers discussed and reached a common understanding on continuing to closely coordinate with ASEAN countries to maintain peace and stability in the region, promoting the early achievement of an effective and substantive COC in accordance with international law and the 1982 UNCLOS. On this occasion, the two leaders also discussed a number of international issues of mutual concern.
