During his working program in Quang Binh , on June 2, Politburo member and Prime Minister Pham Minh Chinh inspected, surveyed, encouraged and urged the forces working on construction sites of socio-economic infrastructure projects in Quang Binh province; at the same time, he offered incense to commemorate and pay tribute to those who have dedicated and sacrificed for the Fatherland and the people; visited and presented gifts to policy families in Quang Binh province.
Accompanying him were Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac; Minister of Transport Nguyen Van Thang; Secretary of Quang Binh Provincial Party Committee Vu Dai Thang; leaders of several central ministries, branches and Quang Binh province.
Contribute to ensuring electricity supply during peak season
Prime Minister Pham Minh Chinh inspected the Quang Trach Power Center Project, with a total investment of about 100 trillion VND, including 3 component projects: Infrastructure; Quang Trach I Thermal Power Plant and Quang Trach II LNG Project. Of which, Quang Trach I Thermal Power Plant has an investment of more than 41 trillion VND, including 2 units, with a capacity of more than 1,400MW.
Presenting gifts and encouraging the forces constructing the Quang Trach I Thermal Power Plant project in hot weather conditions, the Prime Minister commended Quang Binh province, Vietnam Electricity Group and relevant ministries and branches for their efforts and promotion of work, basically completing site clearance work; focusing on completing about 60.5% of the main items of the Plant.
Informing that the project plays a role in supplying electricity to the national power system, contributing to ensuring electrical safety for the system; developing the socio-economy, increasing budget revenue for Quang Binh province, creating jobs for people in the area, the Prime Minister requested Vietnam Electricity Group to coordinate with Quang Binh province to speed up the progress of compensation and site clearance, especially the scope of the freshwater pipeline, resettlement arrangement and waste disposal planning; promote project implementation to ensure progress and quality; strive to exceed the schedule to complete and generate electricity on the occasion of the 80th National Day Anniversary (September 2, 1945 - September 2, 2025).
Next, the Prime Minister inspected and encouraged the construction force at the construction site of the 500kV transmission line, circuit 3, Quang Trach-Quynh Luu section, part of the 500kV transmission line, circuit 3, Quang Trach (Quang Binh)-Pho Noi (Hung Yen).
The 500kV Quang Trach (Quang Binh) - Quynh Luu (Nghe An) Power Transmission Line component project is about 225.5km long, passing through the provinces of Quang Binh - Ha Tinh - Nghe An.
As in other component projects of the Project, implementing the direction of the Prime Minister, the bidding packages of the Quang Trach - Quynh Luu component project are being focused on construction; basically completing site clearance, casting column foundations; focusing on erecting columns and pulling wires.
Giving gifts to encourage officers, engineers and workers who are installing column No. 2 of the project, under package No. 9 of the project in Quang Trach district, the Prime Minister commended ministries, branches, localities, especially contractors who have focused highly, mobilized human resources, equipment and machinery to synchronously construct at all locations, stages and tasks within the scope of the project.
The Prime Minister requested local authorities at all levels and relevant agencies to mobilize available resources, provide maximum support, and create all conditions for investors, contractors, and construction units to best organize logistics, food, accommodation, living, and travel to ensure convenience, hygiene, safety, and health for cadres, engineers, workers, and laborers, especially newly mobilized forces.
Along with that, closely coordinate with investors and construction units to mobilize youth union members at all levels, promote the spirit of shock and Vietnamese youth, implement "wherever needed, there are youth, where there are difficulties, there are youth", organize public service labor, participate in construction works, create new momentum, enthusiastic labor movement, speed up progress, and complete the 500kV line 3 circuit project before June 30, 2024.
Also on June 2, the Prime Minister inspected the construction of the North-South Expressway project, the eastern section through Quang Binh province.
The North-South Expressway construction project in the Eastern phase 2021-2025, the section through Quang Binh province, includes 3 component projects with a length of 126.43km. Of which, the Vung Ang-Bung section is about 42.95km long, the Bung-Van Ninh section is 49.93km long, and the Van Ninh-Cam Lo section is more than 33.5km long.
In the project area, 3,227 households are affected, of which 580 households are subject to resettlement. Along with that, on the route, there are 15 500kV power line locations, 15 220kV line locations and 15 110kV line locations intersecting with the expressway and many medium-voltage, low-voltage power lines and telecommunications systems.
The Prime Minister commended Quang Binh province for focusing on site clearance to hand over more than 96% of the cleared site to the investor for construction on the sections, and organizing the construction of 26 resettlement areas to welcome 551 households subject to resettlement; and thanked the people for giving up land for the project.
Praising the construction forces at the construction site in Quang Thanh commune, Quang Trach district, part of the Vung Ang-Bung section, the Prime Minister requested the construction contractor and supervision consultant to proactively and actively implement the project, ensuring exemplary criteria on progress management, quality, techniques, aesthetics, labor safety, environmental sanitation, anti-negativity and corruption during the project implementation; organizing construction in "3 shifts and 4 shifts", "through days off", "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently", "only working, not backing down" to complete the entire route to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).
The Prime Minister also noted the arrangement of reasonable intersections, approximately one intersection every 10km, and the locality allocates the budget to build these intersections, thereby creating convenience for people and creating new development space.
On the same afternoon, Prime Minister Pham Minh Chinh inspected the coastal road project and Nhat Le 3 bridge - two key projects of Quang Binh province. Of which, the coastal road project has a total length of 80km, passing through 16 communes and wards of 6 districts and towns, with a total investment of nearly 2,200 billion VND, and the implementation period is from 2021 to 2026. Currently, the project has approved the plan and paid compensation for site clearance reaching 89%.
Meanwhile, the Nhat Le 3 bridge project and the roads at both ends of the bridge have a total investment of 1,300 billion VND. To date, the project has completed 100% of the construction of the Nhat Le 3 bridge's lower section.
Currently, the contractor is implementing the installation of arches, steel arches, and construction of girder casting yards with the completed volume reaching about 40% of the construction package value.
Appreciating Quang Binh's innovation in infrastructure development, both increasing connectivity to serve socio-economic development, ensuring national security and defense, and creating new development space, Prime Minister Pham Minh Chinh noted that the province must do a good job of site clearance and resettlement for people, with the principle of ensuring the legitimate and legal interests of the people, ensuring livelihoods and ensuring that the new place of residence for people is better, at least equal to the old place.
The Prime Minister requested Quang Binh to continue mobilizing, clearing and using all legal capital sources for strategic infrastructure projects, but must have a focus, not spread out, using short-term to support long-term, prioritizing projects that create great added value.
Requiring the province to fully utilize and make efforts to disburse the capital allocated for 2024, the Prime Minister said that the Central Government will review and transfer capital from ineffective projects to projects that are quickly implemented and have widespread impact.
Remembering those who sacrificed for the country and the people
Also on June 2, the Prime Minister and the delegation offered incense, commemorated and paid tribute to General Vo Nguyen Giap and other heroes and martyrs; visited and presented gifts to policy families, children and the disabled at the Quang Binh Provincial Social Work Center.
Offering incense to commemorate General Vo Nguyen Giap at his resting place in Vung Chua-Dao Yen, Quang Trach district, Quang Binh province, Prime Minister Pham Minh Chinh and delegates expressed their respect to the spirit of General Vo Nguyen Giap, the legendary general of the nation, an excellent and close student of President Ho Chi Minh, the eldest brother of the Vietnam People's Army, an excellent son of his homeland Quang Binh, and together expressed gratitude and remembrance of the General's great contributions to the glorious revolutionary cause of our Party and people.
Throughout his life, with 70 years of Party membership and more than 80 years of revolutionary activities, the General devoted and sacrificed for the independence, freedom, and longevity of the nation; dedicating his entire life to the Fatherland.
Offering incense to commemorate the heroic martyrs at Ba Doc Martyrs Cemetery in Bo Trach District, Quang Binh Province - the resting place of more than 3,000 martyrs who sacrificed their lives in the resistance wars against France, the US and to protect the Fatherland, Prime Minister Pham Minh Chinh and delegates expressed their deep gratitude to the martyrs who devoted their youth, blood and bones, heroically sacrificing for the cause of national liberation and reunification; vowing to continue promoting the nation's patriotic and heroic traditions, building the homeland of Quang Binh to become more and more prosperous and civilized.
On the same afternoon, Prime Minister Pham Minh Chinh visited and presented gifts to war invalid Nguyen Quang An, 84 years old, in Nam Ly ward, Dong Hoi city, Quang Binh province.
Inquiring about the health of war invalid Nguyen Quang An, the Prime Minister affirmed that the Party, State and people always remember the contributions and sacrifices of the families and the great merits that previous generations have devoted and sacrificed in the resistance wars for independence and freedom for the Fatherland; hoping that Mr. Nguyen Quang An will take care of his health, continue to be a shining example, encourage his descendants to preserve and promote revolutionary traditions, and actively contribute to the cause of building and developing the homeland and the country.
Prime Minister Pham Minh Chinh also requested that local Party committees and authorities continue to pay attention to and take care of the material and spiritual lives of policy families and people with meritorious services, demonstrating the nation's morality of "When drinking water, remember its source" so that policy families can have a life at least equal to, and strive to be better than, the living standards of people in their place of residence.
Visiting and presenting gifts to children and disabled people at the Quang Binh Provincial Social Work Center - which is caring for and nurturing 80 vulnerable people, disabled people, and children in special circumstances in the province, Prime Minister Pham Minh Chinh praised Quang Binh province in general and the Center in particular for implementing well the policies of the Party and the State, not sacrificing progress, social justice, social security, and the environment in exchange for mere economic growth.
The Prime Minister hopes that the children and people in difficult circumstances at the Center will constantly strive, persevere, be determined, and resilient, overcome adversity; always be optimistic and confident, not feel inferior because of their disabilities, strive to train and improve their mental and physical strength; at the same time, motivate and inspire people in similar circumstances to rise up in life.
On this occasion, Prime Minister Pham Minh Chinh visited My Ha village, My Thuy commune, Le Thuy district, to encourage people to unite in building new rural areas, especially building a cultural life.
Donating 200 million VND to the people of My Ha village to build a Cultural House, the Prime Minister stated that the Party and State always pay attention to developing rural areas, with the policy of "three agriculture", at the same time harmoniously developing the economy with culture, ensuring the environment and social security; hoping that people will continue to respond to emulation movements to build the lives of each family and build a more and more prosperous homeland.
In particular, the Prime Minister hopes that the young people of My Thuy commune will strive to overcome all difficulties, carry out well the three movements of learning foreign languages, information technology and maintaining environmental hygiene, both to establish themselves and their careers, and to contribute to building their homeland.
It is expected that on the same evening, before attending the ceremony to celebrate the 420th anniversary of the founding of Quang Binh province, the 75th anniversary of Quang Binh uprising and the 35th anniversary of the province's re-establishment, Prime Minister Pham Minh Chinh will offer incense to President Ho Chi Minh and the heroic martyrs at his temple in Ho Chi Minh Square, Dong Hoi city, Quang Binh province, to commemorate and express gratitude for the great contributions of the great President Ho Chi Minh; remember the heroic martyrs who heroically sacrificed for the independence and freedom of the Fatherland.
