The Prime Minister requested Ministers and Chairmen of People's Committees of provinces and cities to promptly deploy measures to respond to storms and floods to ensure safety of people's lives and minimize property damage.

Deputy Prime Minister Tran Luu Quang has just signed Official Dispatch No. 70/CD-TTg dated July 21, 2024 of the Prime Minister on focusing on responding to storm No. 2 and floods.

Telegrams sent to the Chairmen of the People's Committees of the following provinces and cities: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien-Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Lang Son, Ha Giang, Tuyen Quang, Lao Cai, Yen Bai , Phu Tho, Hoa Binh, Cao Bang, Bac Kan and Thai Nguyen.

The telegram was also sent to the Ministries of Agriculture and Rural Development, National Defense, Public Security, Industry and Trade, Transport, Natural Resources and Environment, Foreign Affairs, Information and Communications, Culture, Sports and Tourism.

The dispatch stated that this morning (July 21, 2024), the tropical depression in the East Sea has strengthened into a storm (storm number 2 in 2024). At 1:00 p.m. this afternoon, the center of the storm was at about 16.8 degrees North latitude, 112.2 degrees East longitude in the sea west of the Hoang Sa archipelago, the strongest wind near the center of the storm was level 8, gusting to level 10, tomorrow afternoon and afternoon (July 22, 2024) the storm will directly affect the Gulf of Tonkin causing strong winds at sea; the storm may cause heavy to very heavy rain in localities in the Northern region and Thanh Hoa, especially the Northeast region in the coming days; there is a high risk of localized major flooding on small rivers and streams, inundation in low-lying areas and urban areas, flash floods, landslides in mountainous areas and steep slopes.

To proactively respond to storm No. 2 and floods, the Prime Minister requested Ministers and Chairmen of People's Committees of provinces and cities to continue to direct and promptly and effectively implement measures to respond to storms and floods to ensure safety of people's lives and minimize property damage, focusing on the following main tasks:

Chairmen of People's Committees of provinces and cities: continue to closely monitor developments of storms, floods, and inundations to direct and deploy timely response measures, appropriate to the specific situation in the locality, ensuring the safety of people's lives, including:

Continue to guide ships and vehicles (including cruise ships) still operating at sea and along the coast to proactively escape from dangerous areas or return to safe shelters;

Review and proactively evacuate people from dangerous areas to ensure safety, especially households in areas at risk of landslides and flash floods;

Arrange forces to guard, control, guide, and support traffic safety through culverts, landslide areas or areas at risk of landslides, deeply flooded areas, and areas with strong currents; resolutely do not allow people and vehicles to pass through if safety is not ensured. Proactively arrange forces on duty at key and vulnerable areas to be ready to respond to and rescue when situations arise;

Implement measures to ensure safety of dams, dykes, and limit damage to aquaculture, agricultural production, industry, and infrastructure works;

Timely organize visits, encouragement and support to affected families, especially those with dead or missing members; mobilize local forces to support people to quickly overcome the consequences of natural disasters.

The Ministry of Natural Resources and Environment continues to closely monitor the developments of storms, floods, and forecasts, and promptly inform authorities and people to proactively direct and deploy response work.

The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade, according to their assigned State management functions, coordinate with localities to: direct the regulation of irrigation and hydroelectric reservoirs to ensure scientific operation and absolute safety for the works, prevent artificial floods, and contribute to flood reduction downstream, in which it is necessary to notify people early before operating flood discharge; direct the work of ensuring safety for aquaculture activities, agricultural and industrial production, and power system safety.

The Ministry of National Defense and the Ministry of Public Security directed relevant units and forces stationed in the area to closely coordinate with localities, proactively arrange forces and means to support the evacuation and relocation of residents from dangerous areas, organize rescue, and overcome consequences when requested by localities.

The Ministry of Transport directs the work of ensuring safety for means of transport at sea and along the coast; directs, coordinates, and supports localities to quickly overcome landslides on traffic routes, especially on main traffic axes.

Other ministries and branches, according to their assigned state management functions, shall proactively direct competent agencies to coordinate with localities in implementing storm and flood response work according to regulations.

Vietnam Television, Voice of Vietnam and other media agencies should increase reporting so that people can grasp information about the developments and forecasts of natural disasters, instructions from authorities, and guide people in response skills to reduce damage caused by natural disasters.

The Ministry of Agriculture and Rural Development continues to closely monitor the natural disaster situation, proactively direct and urge the implementation of response work in accordance with natural disaster developments according to assigned tasks, promptly report and propose to the Prime Minister to direct issues beyond its authority./.
