The meeting focused on discussing the Outline of the Report on the assessment of 5 years of implementing the Socio-Economic Development Strategy for the period 2021-2030, and the directions and tasks for socio-economic development for the 5 years 2026-2030 (Outline of the Report).
Also attending the meeting were: Politburo member, Permanent Vice Chairman of the National Assembly Tran Thanh Man; Politburo member, Minister of Public Security, General To Lam; Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Party Central Committee Secretary, Deputy Prime Minister Le Minh Khai; Party Central Committee member, Deputy Prime Minister Tran Hong Ha; Party Central Committee members, leaders of ministries, branches, localities, and members of the Subcommittee.
The Draft Report Outline consists of 3 parts: Evaluation of the results of 5 years of implementing the Socio-Economic Development Strategy for the period 2021-2030; directions and tasks of socio-economic development for the 5 years 2026-2030; implementation organization.
In an atmosphere of lively, democratic and frank discussion, the Subcommittee members focused on contributing many opinions to the draft Outline of the Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030, and the directions and tasks for socio-economic development for the 5 years 2026 - 2030.
Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Subcommittee, acknowledged and highly appreciated the dedicated, intelligent and responsible opinions of the Subcommittee members and delegates attending the meeting; requested the Editorial Team to seriously study and absorb the contributions of the Subcommittee members, and promptly complete the detailed Draft Outline before submitting it to competent authorities.
The Prime Minister, Head of the Subcommittee, emphasized that the Subcommittee's task is to develop a 5-year report on the implementation of the 10-year socio-economic development strategy for 2021-2030, a 5-year socio-economic development plan for the period 2026-2030 to submit to the 14th National Party Congress; the final product of the Subcommittee is the report approved by the 14th National Party Congress with the requirement that "the Party accepts, the people are excited, the international community highly appreciates", creating an exciting atmosphere, mobilizing all resources and strengths to continue to move our country forward, develop rapidly and sustainably.
The Prime Minister assessed that the draft Report Outline has a reasonable structure, clearly demonstrating the spirit of innovation and highlighting core issues; basically highlighting new features in the leadership and direction of the implementation of the 10-year Strategy; the results of 5 years of implementing the Strategy in the context of many new difficulties and challenges, exceeding forecasts; identifying causes and lessons learned; basically forecasting the situation in the coming time to, on that basis, propose orientations, viewpoints and tasks and solutions for the coming period.
Requesting to continue perfecting the draft Report Outline, the Prime Minister stated that the assessment of the 5-year implementation of the 10-year Socio-Economic Development Strategy 2021-2030 needs to closely follow the goals and tasks stated in the Resolution of the 13th National Party Congress, evaluate objectively, honestly, and realistically, "not beautifying but not blackening", clearly pointing out the difficulties, advantages, what has been done, what has not been done.
The goal remains unchanged, but what tasks and breakthrough solutions need to be added to create new motivations and new impulses for the 2026-2030 period to achieve the goal of becoming a developing country with modern industry and high average income by 2030. The Prime Minister noted that it is necessary to find breakthrough solutions, turn the situation around, and change the state.
The Prime Minister emphasized that the situation has changed a lot in recent times, so it is necessary to change thinking, methodology, and approach to problems to be closer to the world and domestic situation and closely follow the directions of General Secretary Nguyen Phu Trong.
The Prime Minister suggested that it is necessary to further analyze issues in the 2021-2026 period through "telling" data, such as the COVD-19 pandemic and overcoming the consequences of the pandemic; the complicated world situation with many conflicts and wars affecting the country; results in the development of transport infrastructure, especially the expressway system; preparing resources for salary reform in difficult conditions (up to now, more than 600 trillion VND has been set aside, ensuring enough resources for salary reform in the 3 years 2024-2026); at the same time, analyze data such as the increased economic scale, increased national brand value, increased human development index, good performance in social security work... to see the efforts of the entire political system.
The Prime Minister noted that the Report must forecast, analyze, evaluate more deeply, more thoroughly and more closely follow the situation; policy responses must be faster and more timely. In particular, it is necessary to pay attention to new factors that have a direct impact on the socio-economic development of our country in the next 10 years and the consequences of conflicts and competition between major countries, the comprehensive impact on the 4.0 industrial revolution, the issue of population aging, climate change prevention, resource depletion, etc.
Regarding the viewpoints and development goals, the Prime Minister suggested that they need to be researched and supplemented to be both feasible, realistic and aspirational. In the 2026-2030 period, the country's socio-economic development requires new development thinking, viewpoints and breakthrough solutions on strengthening decentralization and reducing administrative procedures; promoting the 3 strategic breakthroughs more effectively; having appropriate methods and policies to mobilize maximum resources from people and businesses; promoting macroeconomic space; taking advantage of competitive advantages; researching and distilling good experiences from the world, while not being negligent or subjective about the achievements but always having backup plans.
Regarding some tasks that need to be focused on in the upcoming implementation of the Subcommittee, the Prime Minister requested the Standing Editorial Board and the Editorial Board to continue to research the contents in depth; monitor and closely follow the instructions to continue to complete the Draft Detailed Outline of the Socio-Economic Report, and at the same time have appendices and specialized reports on issues such as security, defense, social security, health, etc.
Emphasizing that the Subcommittee's task is very heavy, Prime Minister Pham Minh Chinh requested to mobilize the intelligence and strength of all members for the construction of the Report Outline; believing that with efforts, intelligence, experience and a spirit of learning, the Subcommittee will build a Report of the highest quality, excellently completing the tasks assigned by the Central Executive Committee, contributing to the successful organization of the 14th National Party Congress.
