Prime Minister chairs meeting on private economic development

(Chinhphu.vn) - On the evening of August 4, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development, chaired the first meeting of the Steering Committee.

Attending the meeting were Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Steering Committee; Minister of Finance Nguyen Van Thang, Deputy Head of the Steering Committee; members of the Steering Committee, leaders of ministries, localities and representatives of associations and private enterprises.

Reports and opinions at the meeting evaluated Resolution No. 68-NQ/TW on private economic development as one of the four Resolutions of the Politburo that have "pillar" significance for the country's development in the coming time.

The Resolutions of the Politburo, the National Assembly, and the Government have been synchronous, complete, organized, implemented drastically, synchronously, methodically, scientifically, and received special attention and strong support from the whole society, Associations, Vietnamese enterprises, and international public opinion.

Less than 02 weeks after General Secretary To Lam signed and issued Resolution 68-NQ/TW, on May 16, 2025, the Government urgently directed the development and issuance of Resolution 138/NQ-CP on the Government's Action Plan to implement Resolution 68.

The Government reported to the National Assembly to issue Resolution No. 198/2025/QH15 on a number of special mechanisms and policies for private economic development right at the 9th Session, focusing on institutionalizing groups of solutions with clear content and urgency. At the same time, the Government issued Resolution 139 on the Action Plan to implement Resolution 198 of the National Assembly.

On May 18, 2025, the Politburo and the Secretariat held a national online conference to disseminate and implement this Resolution to all levels of Party committees (along with Resolution No. 66-NQ/TW on innovation in law-making and enforcement).

On May 30, 2025, the Prime Minister issued a Decision to establish a National Steering Committee to implement Resolution 68. On May 31, 2025, the Prime Minister chaired a direct dialogue with enterprises, cooperatives, and business households to effectively implement Resolution 68.

At the meeting, the Ministry of Finance - the Standing Agency of the Steering Committee reported on the implementation of Resolution 68. Delegates focused on reviewing the implementation of tasks and solutions under the authority of the Government's Action Plans, Action Plans of Ministries, branches and localities; achieved results, existing limitations and causes.

Delegates also assessed the level of trust of businesses and society in implementing the Resolution; identified barriers and bottlenecks in related institutions and laws that need to be removed; reviewed administrative procedure reform, improved investment and business environment, decentralization along with resource allocation and strengthened inspection and supervision; proposed solutions to meet practical requirements and identified key tasks to be implemented in the last 6 months of 2025.

The Ministry of Finance assessed that the most obvious impact after 3 months of issuing the Resolution is the extremely positive transformation, the significant change in the thinking and awareness of the whole society about private economic development.

Many associations and businesses have assessed that Resolution No. 68-NQ/TW has truly aroused the entrepreneurial spirit, helping businesses feel encouraged, accompanied and listened to. The spirit of starting a business and establishing a career is high with the number of newly established businesses and business households returning to operation increasing to the highest level ever, the wave of startups is increasing strongly.

In particular, June 2025 recorded a historic milestone when the number of newly established enterprises reached more than 24.4 thousand, an increase of 60.5% over the same period in 2024, twice as high as the average level in the period 2021 - 2024. In July 2025, the whole country had more than 16.5 thousand registered enterprises, bringing the total number of enterprises established in the first 7 months of the year to 107.7 thousand, an increase of 10.6%; the additional capital of operating enterprises reached more than 2.4 million billion VND, an increase of more than 186% over the same period in 2024.

In July 2025, the whole country had 61,460 newly established business households with registered capital reaching 12.4 trillion VND, bringing the total number of business households established in 7 months to nearly 536,200 households, an increase of 165% over the same period.

In the first 6 months of 2025, nearly 13,700 business households paying lump-sum tax converted to paying tax by declaration method and nearly 1,480 business households converted into enterprises.

The first 7 months of the year also recorded more than 66,300 businesses returning to operation, an increase of nearly 50% over the same period, of which in July alone, nearly 15,000 businesses returned to operation, an increase of more than 78% over the same period.

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized the highlights and positive results in the implementation of Resolution 68 over the past time: Innovative thinking, more drastic actions; trust spread; more institutions and policies issued, focusing on solving difficulties and problems of enterprises; the number of newly established enterprises increased; large enterprises boldly proposed major projects of the country such as railways, nuclear power, highways, airports, and ports.

Along with that, 3 strategic breakthroughs (institutions, infrastructure, human resources) serving business development are promoted; 3-level government (central, provincial and grassroots) operate to reduce administrative procedures, reduce compliance costs, and make it more convenient for people and businesses; public-private cooperation is promoted with the revised Law on Investment under the public-private partnership model; ministries and branches coordinate more closely to solve business difficulties.

However, the Prime Minister frankly pointed out that in general, changes are still slow compared to requirements, especially mechanisms and policies to meet stronger, faster and more effective development of enterprises; administrative procedures and decentralization are still entangled at the central and local levels; support resources are still limited in terms of mechanisms, policies and financial resources.

In the coming time, the Prime Minister requested to firmly follow the goals set out in the Resolutions of the Politburo, the National Assembly, and the Government, in accordance with specific circumstances and conditions, meeting the requirements and demands of enterprises, and realizing the general goal of making the private economy the most important driving force of the economy.

  Specifying 15 groups of tasks and specific solutions , the Prime Minister directed to continue to raise awareness, change thinking, and take more drastic and stronger actions to create motivation, inspiration, movement, and trend for private economic development in the new context; spreading trust among people, businesses, and international friends.

Ministries and sectors continue to promote the resolution of institutional bottlenecks; review, amend, supplement and perfect laws, decrees and circulars related to taxes, fees, charges, access to land, resources, minerals, interest rate support, human resource training, administrative sanctions on competition, science and technology, digital transformation, etc., turning institutions into competitive advantages.

The Government Office builds a roadmap to cut procedures, time, and costs for administrative procedures; promotes decentralization and delegation of authority to localities in handling administrative procedures.

Localities supplement and complete planning to develop new projects, publicly calling for investors to access equally, publicly and transparently.

The Prime Minister requested to promote more strongly the 3 strategic breakthroughs, the institution must be open, reduce compliance costs, the infrastructure must be smooth to reduce input costs, create new development space, new added value; train human resources to meet the transformation requirements for enterprises. There must be a mechanism to mobilize preferential capital sources for private enterprises, especially for science and technology development, innovation, digital transformation according to Resolution 57 of the Politburo.

The Ministry of Finance builds a group of policies to support small and medium enterprises and business households in terms of taxes and tax procedures, tax connections, promoting business households to become enterprises, small enterprises to become large enterprises, large enterprises to become global and multinational enterprises. The Ministry of Finance is also assigned the task of building a mechanism to support infrastructure (electricity, land rent, fees, charges).

The Prime Minister also requested the development of criteria to assess the satisfaction of people and businesses, and criteria to measure and reflect the results of serving people and businesses. The Ministry of Home Affairs will provide guidance and propose rewards on the occasion of the 80th anniversary of National Day and Vietnam Entrepreneurs Day (October 13).

The Prime Minister directed 18/34 localities that have not yet developed an action plan to develop an action plan to implement the Resolution. Along with that, the Private Economic Development Research Board of the Administrative Procedure Reform Advisory Council continues to grasp and evaluate the implementation of the Resolution, ensuring accuracy, no embellishment, no blackening.

Emphasizing that the tasks to be completed from now until the end of the year are very heavy, the Prime Minister requested ministries, branches and localities to promote responsibility, strengthen supervision, inspection and urging, and that each level must resolve its own tasks.

Along with that, strengthen dialogue, listen to each other's opinions and participate in building institutions, mechanisms, and policies of enterprises, business households and people; build monitoring mechanisms, strengthen monitoring of the Vietnam Fatherland Front and socio-political organizations; build monitoring plans for localities.

Assigning the Ministry of Finance to develop an implementation plan from now until the end of the year, the Prime Minister requested all levels, sectors, and members of the Steering Committee to continue to promote the spirit of responsibility, solidarity, unity, and unity, "the whole country is an army, marching to the target must be fast and bold, once fought, must win, must win surely, both ensuring immediate requirements and ensuring long-term development requirements", implementing more synchronously, comprehensively, effectively, and urgently the tasks and solutions set out in the resolutions, "turning nothing into something, turning difficult into easy, turning impossible into possible", "resources originate from thinking, motivation originates from innovation and creativity, strength originates from people and businesses".

The Prime Minister emphasized the requirement for substantial and drastic implementation, saying is doing, committing is implementing, doing is creating products, organizing implementation in the spirit of "6 clear": clear people, clear work, clear responsibility, clear time, clear products"; bringing the Resolution into life, creating movements, trends and the ultimate measure is the effective contribution of private enterprises and the private economy to socio-economic development, contributing more and higher to GDP, making breakthroughs in science and technology development, innovation, increasing labor productivity, and entering a new era with the whole country./.
