Prime Minister: Shift from administrative management to serving the people and creating development

(Chinhphu.vn) - On July 21, during his working program in some localities in the Mekong Delta, Prime Minister Pham Minh Chinh visited and inspected the arrangement, organization of the apparatus, administrative units, operation of two-level local governments, and the operation of public administrative service centers serving people and businesses in Thoi Son ward, An Giang province (border ward) and My Hiep commune, Dong Thap province.

Accompanying the Prime Minister were Party Central Committee members: An Giang Provincial Party Secretary Nguyen Tien Hai, Dong Thap Provincial Party Secretary Le Quoc Phong; leaders of ministries, branches, central and local agencies.

The Prime Minister encouraged the staff and civil servants on duty and visited people who came to complete procedures at public administrative centers. On the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), the Prime Minister presented gifts to some meritorious people in the area.

Thoi Son Ward, An Giang Province has a natural area of over 49 km2, a population of over 33,000 people; 81 officials, civil servants and 42 part-time workers. From July 1 to July 18, the ward's Public Administration Center received and processed 660 records, of which more than 83% were online records.

My Hiep Ward, Dong Thap Province has an area of over 79 km2, a population of nearly 55,000 people; 70 officials, civil servants and 26 part-time workers. Since July 1, the commune has received and processed 311 administrative procedure files for people, of which 283 files were online.

According to reports, the work of reorganizing the organization, apparatus and local government at the two levels at the above-mentioned establishments was carried out in the right direction; the organization was more streamlined, effectiveness and efficiency were improved; the staff and civil servants were stable, promoting responsibility; facilities and equipment were arranged to basically meet requirements; and people agreed and supported.

Public administrative service centers perform their functions and tasks correctly. The staff and civil servants basically meet the professional qualifications, work capacity and responsibility in their work, have skills, flexible communication attitudes, and are friendly with organizations and citizens.

In addition, some officials and civil servants are still confused in coordinating and performing tasks; infrastructure and equipment in My Hiep commune are not really guaranteed; some people do not have level 2 electronic identification...

After listening to reports and conducting field inspections, Prime Minister Pham Minh Chinh assessed that the operation of the two-level apparatus at the local level and the operation of public administrative service centers were basically smooth.

Giving directions and suggestions to remove obstacles and difficulties that some localities are facing, such as those related to job placement; The Prime Minister requested that localities continue to grasp the situation, seriously, synchronously and effectively implement resolutions, conclusions and directions of the Politburo, the National Assembly, the Government and higher levels on the organization of two-level local governments, promote the spirit of initiative, creativity, not waiting, relying on, applying creatively, flexibly, appropriately and effectively to local conditions and circumstances; promptly handle arising issues within their authority, if beyond their authority, report to higher levels. For example, in the face of the difficulties of My Hiep commune in terms of facilities, the Prime Minister suggested that the headquarters of old communes could be used for the time being, while promoting online connections.

Party committees, authorities and the Fatherland Front must operate in the spirit of development creation, wholeheartedly serving the people, resolutely shifting from a management administration, passively waiting for people to come and handle work, "going home when the time is up" to a service and creation administration, close to the people, creating the most open and convenient conditions, reducing time, costs, travel, troubles and negativity for people and businesses, absolutely avoiding the situation of "overbearing" officials and people having to "rely on them", the Prime Minister emphasized.

Governments at all levels and public administrative centers need to quickly stabilize operations, promote the "Digital Education for All" movement, mobilize community digital technology teams, high school students, and students returning to their localities on summer vacation... to support people when many are not familiar with the new model and are not proficient in procedures, especially in online procedures; quickly invest in infrastructure and information technology equipment to ensure work requirements, promote digital transformation while protecting personal data, ensuring network safety and security.

Along with that, the Prime Minister noted that localities should organize Party Congresses at all levels well with the spirit of constant innovation and drastic action; constantly consolidate, strengthen and promote solidarity and unity; arrange and screen cadres, select qualified, enthusiastic and service-minded people; encourage and motivate people to participate in building and implementing the Party's guidelines and policies, the State's policies and laws; continue to promote local socio-economic development, contributing to the country's growth of 8.3-8.5% in 2025.

At the same time, it is necessary to ensure social security, not to let the apparatus arrangement affect people's lives; take care of health care, education, culture, especially strengthening grassroots health care, health stations, building semi-boarding and boarding schools for students in border areas and difficult areas; do a good job of foreign affairs, build a peaceful, friendly, cooperative and developing border.

The Prime Minister requested maintaining national defense and security, always keeping a close eye on the people's situation to promptly resolve arising issues; propagating and raising people's awareness of preserving and promoting good customs and traditions, eliminating backward customs and focusing on protecting a clean, green and beautiful environment.
