Prime Minister asks Sun Group to conquer new record in Gia Binh airport construction

On the morning of December 10, speaking at the groundbreaking ceremony of the Gia Binh airport construction project (Bac Ninh province), Prime Minister Pham Minh Chinh affirmed that the airport has completed legal procedures and cleared the land quickly, and is built according to the three most criteria: "Fastest construction, best quality, cheapest price".

The contractor representative -Sun Group Corporation committed to "complete the airport construction within 12 months according to three criteria assigned by the Prime Minister".

Gia Binh Airport Project is a specialized airport, a national key project, playing a particularly important role in the system of national defense and security projects. With the goal of developing into a 4E-class dual-use airport, Gia Binh Airport is identified as a project aiming to achieve achievements to welcome the 14th National Party Congress.

The project is invested by the Mobile Police Command and constructed by Sun Group Corporation - the first private enterprise in Vietnam to successfully build a "classy - quality" Van Don international airport in a short time.

General Luong Tam Quang, Politburo member and Minister of Public Security , chaired the groundbreaking ceremony. Also attending were members of the Party Central Committee: Minister of Planning and Investment Nguyen Chi Dung, Minister of Finance Nguyen Van Thang, Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan; leaders of ministries, departments, branches, central and local agencies and people of Gia Binh (Bac Ninh).

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that the country is currently building an airport system in all three regions of the North, Central and South, which, in addition to economic significance, also contributes to ensuring national defense and security, with dual-use airports (both for civil use and serving national defense and security).

Implementing these 3 most will contribute to fighting negativity, fighting waste, quickly putting the project into operation, becoming a model project to be replicated in ministries, branches and localities,” the Prime Minister emphasized.

Regarding the construction contractor Sun Group, the Prime Minister expressed his confidence: “Sun Group is a unit that has experience in building Van Don airport in record time, but now Sun Group must conquer a new record. I request Sun Group to focus on implementing construction to ensure quality, on schedule within 18 months, and not to exceed budget, not to allow negativity or corruption to occur, to ensure hygiene, safety and environment according to the standards of an international airport, such as the current level of 4E,” said the Prime Minister.

Airport sets record for completion time of legal procedures and site clearance

In recent times, the completion of legal procedures and site clearance for the Gia Binh airport project has been carried out "quickly, lightning fast, record-breakingly". According to Prime Minister Pham Minh Chinh, this is all thanks to the participation of the entire political system. First, thanks to the attention of General To Lam since he was the Minister of Public Security and in his current position as General Secretary of the Party Central Committee, the agencies have promptly submitted to competent authorities and carried out procedures according to regulations. Next, thanks to the close direction of Minister of Public Security Luong Tam Quang, Deputy Minister of Public Security Nguyen Ngoc Lam and the close supervision of ministries and branches, the determination of the Bac Ninh government and the consensus of the people of Gia Binh district, the investment procedures for the airport as well as the site clearance work have been carried out urgently, quickly, and completed in 3 months, instead of the usual 2-3 years.

The construction of Gia Binh airport is part of the roadmap to implement the Politburo's policy stated in Resolution No. 12-NQ/TW, dated March 16, 2022 on the orientation of building a clean, strong, disciplined, elite, and modern people's police force to meet the requirements and tasks in the new situation. Accordingly, the police force will be invested in modern facilities, vehicles, and equipment.

Based on the Politburo Resolution, on June 29, 2024, the National Assembly passed Resolution No. 142 allowing investment in the project from the state budget and other sources of capital. On September 17, 2024, the Prime Minister signed Decision No. 98 approving the investment policy of Gia Binh airport. On December 5, 2024, the People's Committee of Bac Ninh province decided to allocate land to the Mobile Police Command, Ministry of Public Security to build Gia Binh airport (phase 1).

“We are very grateful to the people of Gia Binh district for giving up their farming land, accommodation, places of worship, and kindergartens for the government to build projects. We welcome Bac Ninh for handing over the land in such a short time. We hope that authorities at all levels will quickly stabilize and take care of people’s lives, ensuring that their new place of residence is better,” Prime Minister Pham Minh Chinh affirmed.

Reporting on the "lightning-fast" progress of site clearance in a record short time, a representative of the Gia Binh District Construction Project Management Board (Bac Ninh) affirmed: "The reason this is a rare project that 100% of the people agreed to hand over the site is because the people all understand the role and significance of Gia Binh airport, which is to make Gia Binh rich and strong like other localities in the province. Not only serving the national defense and security mission, Gia Binh airport also helps Bac Ninh develop its economy. Connecting Bac Ninh with the whole country will open up opportunities for economic, social and trade development. It can be said that the secret to rapid site clearance is thanks to the Ministry of Public Security's strong direction, the government's strict compliance with legal regulations, and persistent explanation, mobilization and persuasion of the people. When the people unanimously trust and support, everything goes very smoothly, without any complaints."

Accordingly, within just 1.5 months, 697 households volunteered to donate land to build an airport, relocate 982 graves, 4 martyr cemeteries as well as the entire infrastructure of electricity, water, and schools. It is expected that the resettlement arrangement will be completed quickly in the next 6 months. People will move to a new place with more spacious and clean electricity and water infrastructure, schools, as a way for the Bac Ninh government to "show gratitude" for the people's contributions and sacrifices to the project.

As directed by the Prime Minister, an airport ecosystem will be developed in Gia Binh, including a high-tech industrial ecosystem. Gia Binh Airport will help Bac Ninh's high-tech products from factories and industrial parks reach consumers nationwide and export internationally more quickly and conveniently.

Promoting that spirit of speed, the Prime Minister requested the Ministry of Public Security and relevant agencies to quickly deploy phase 1 of the Gia Binh airport project, while at the same time immediately completing documents and procedures to continue with phase 2. The Ministry of National Defense coordinates with the Ministry of Public Security to deploy dual-use projects.

Along with the airport construction process, Prime Minister Pham Minh Chinh requested Bac Ninh and the Ministry of Transport to study the shortest route connecting the capital Hanoi; build the most modern; the most beautiful and the widest; The route is expected to be 30km long and 80-100m wide. No later than June 2025, there must be a construction investment plan.

Gia Binh Airport is a specialized airport, with an expected scale of 245 hectares, a runway length of 3,050m, and a total investment of approximately 9,000 billion VND. The airport will serve the training and combat readiness missions of the People's Public Security Air Force, reserve for flight operations of the Air Defense - Air Force Service (Ministry of National Defense), reserve for airports and airports in the region in case of emergency; orient to ensure the operation of special flights serving Party and State leaders, international politicians on large fixed-wing aircraft; and transport goods and passengers when required and qualified. In addition to the runway, parking lot, and flight management and operation works, there will be a barracks area of ​​the People's Public Security Air Force Regiment.
