Prime Minister attends the High-level Forum and International Exhibition on Industry 4.0 in 2023

On the afternoon of June 14, in Hanoi, the Central Economic Commission coordinated with the Ministry of Industry and Trade and relevant ministries and branches to organize the High-level Forum and International Exhibition on Industry 4.0 in 2023. Politburo member, Prime Minister Pham Minh Chinh and Politburo member, Head of the Central Economic Commission Tran Tuan Anh co-chaired the forum.

The 2023 Annual Summit is an event of important political , economic and social significance, contributing to the implementation of the Resolution of the 13th National Party Congress, and at the same time is a practical activity to implement Resolution 29-NQ/TW on continuing to promote the country's industrialization and modernization to 2030, with a vision to 2045.

The forum has the theme "Promoting digital transformation and rapid green transformation to create breakthroughs to shorten the country's industrialization and modernization process by 2030, with a vision to 2045".

In his opening speech, Head of the Central Economic Commission Tran Tuan Anh said that Resolution No. 29-NQ/TW dated November 17, 2022 on "Continuing to promote the country's industrialization and modernization to 2030, with a vision to 2045" (Resolution 29) of the 13th Party Central Committee has identified Vietnam's industrialization and modernization model as a model based on the foundation of science, technology and innovation; considering the development of manufacturing and processing industry as key; digital transformation and green transformation as key transformation processes, new breakthrough methods to shorten the country's industrialization and modernization process.

Identifying domestic resources as fundamental, strategic, long-term and decisive, external resources as important and breakthrough; domestic enterprises including state-owned enterprises and private enterprises as the main and leading driving force; FDI enterprises play an important and breakthrough role in the industrialization and modernization process. At the same time, the Resolution has set out general viewpoints and goals and 24 specific goals, 10 groups of tasks and solutions.

“To contribute to promoting the implementation of Resolution 29, this year, the Industry 4.0 Forum has chosen the theme of the Plenary Session as 'Promoting digital transformation and green transformation to create breakthroughs to shorten the industrialization and modernization process of the country by 2030, with a vision to 2045'. The scale of the Forum includes 1 Plenary Session, 6 thematic seminars and exhibition activities; over 2,000 delegates attended the Forum's activities", Mr. Tran Tuan Anh informed.

The Head of the Central Economic Commission suggested that in the high-level plenary session, delegates focus on discussing the following contents:

Firstly, exchange and clarify international experience in industrialization and modernization based on science, technology and innovation; the basis for promoting digital transformation and green transformation and drawing lessons and policy implications for Vietnam.

Second , clarify the current status of digital transformation and green transformation in Vietnam; results and limitations, shortcomings, causes, especially subjective causes in implementation organization.

Third, discuss and propose solutions and policies to institutionalize and concretize the viewpoints, tasks and major solutions stated in Resolution 29; especially on issues related to digital transformation and green transformation to create breakthroughs for industrialization and modernization.

The leaders of the Central Economic Committee proposed focusing on groups of contents such as: Building and perfecting institutions and policies to promote industrialization and modernization of the country; in which priority should be given to building and perfecting the specialized legal system on national industrial development and specific industrial fields such as digital technology industry, defense industry, security, energy, etc.

Create a legal framework for the development of smart manufacturing, smart factory models, build and promulgate national standards on smart manufacturing; build a roadmap, perfect mechanisms and policies for implementing green and sustainable energy conversion, in line with world trends, firmly ensuring national energy security;

Review and complete policies to encourage the development of foundational industries, priority industries, and spearhead industries in the direction of not providing incentives on a large scale, spreading to industrial sub-sectors, focusing on areas identified according to appropriate criteria for each stage.

In addition, develop and implement a national program to enhance the independence, autonomy, self-reliance and self-strengthening capacity of Vietnam's production sector by 2045 (Make in Vietnam 2045) with a focus on enhancing autonomy in raw materials, technology, production and markets, enhancing innovation and design capacity, developing technology-intensive, high-value-added and low-carbon industries; encourage enterprises to invest in innovation, absorption and mastery of technology, especially core and source technologies; prioritize resources and have strong enough incentive mechanisms and policies to develop priority areas of foundational industries;

On industrialization and modernization of agriculture and rural areas; continuing to restructure the service sector based on science - technology and innovation; on developing science - technology, innovation and high-quality human resources to meet the requirements of industrialization and modernization; developing synchronous and modern infrastructure; promoting rapid and sustainable urbanization, closely linking and creating momentum for the country's industrialization and modernization;

Developing economic sectors to promote industrialization and modernization; financial and credit policies to promote digital transformation and green transformation; effective management, use, and saving of resources, environmental protection, and proactive adaptation to climate change; strengthening deep and effective international integration while protecting and developing the domestic market

The Head of the Central Economic Commission affirmed that, based on the results of this Industry 4.0 Forum, the Central Economic Commission will synthesize opinions and send them to agencies and localities to serve the process of building Resolutions, Action Programs, and Projects to implement the Resolutions of government agencies and localities.

On the morning of June 14, a series of 4 thematic seminars took place focusing on topics revolving around the main theme of the Forum such as: "Improving smart manufacturing capacity and developing the digital technology industry in the direction of Make in Vietnam"; "Promoting the application and development of artificial intelligence technology in the process of industrialization and modernization"; "Technology trends and solutions for developing Vietnam's energy industry in the industrialization and modernization strategy to 2030, vision 2045"; "Digital transformation and green transformation of the service industry in the process of industrialization and modernization to 2030, vision 2045".
