On the morning of September 16, the Politburo and the Secretariat held a national conference to disseminate and implement four new resolutions of the Politburo, including Resolution 59 on international integration; Resolution 70 on ensuring national energy security; Resolution 71 on breakthroughs in education and training development; and Resolution 72 on breakthroughs in strengthening the protection and care of people's health.

Implementing Resolution 71 on breakthroughs in education and training development, Prime Minister Pham Minh Chinh said that Resolution 71 sets out stronger policies and decisions to clear bottlenecks, create breakthroughs in development, modernize and revive the country's education system, contributing to promoting the implementation of new policies of the Politburo on science and technology, innovation, digital transformation, international integration, law-making, private economic development... towards the successful implementation of the two 100-year strategic goals.

Accordingly, Resolution 71 identifies 8 groups of tasks and solutions, including 5 general groups and 3 specific groups for each level of education. In particular, the Prime Minister emphasized 2 important groups of tasks: innovation in thinking and action and strong institutional innovation, creating unique and outstanding mechanisms and policies for education and training development.

The Prime Minister also said that another task is to comprehensively transform digitally, popularize and strongly apply digital technology and artificial intelligence in education and training.

Another task is to focus on building a team of teachers and standard school facilities, improving the quality of preschool and general education; enhancing foreign language teaching and learning, gradually making English the second language in schools.

At the same time, according to the Prime Minister, it is necessary to introduce artificial intelligence (AI) into teaching in general schools, starting from primary school with the spirit of "learning while playing". "This is a very important innovation", the Prime Minister stated.

At the same time, reform and modernize vocational education, creating a breakthrough in developing human resources with high vocational skills.

Urgently review and adjust general education programs

The Prime Minister said that immediately after the Politburo issued Resolution 71, the Government organized research and developed an action program to implement Resolution 71 in Resolution No. 281 dated September 15.

Accordingly, the Government's action program includes 8 groups of major tasks and solutions, concretized into 36 goals and 151 tasks. Specifically, tasks have been assigned to each ministry, branch and locality.

Regarding the tasks to be implemented in 2025, the Prime Minister said that he will continue to promote the improvement of institutions and policies. In particular, ministries, branches and localities will focus resources on urgently reviewing and perfecting the legal system, promptly removing bottlenecks and bottlenecks in institutions, mechanisms and policies for education and training development.

The Ministry of Education and Training urgently completes draft laws and develops resolutions of the National Assembly on specific mechanisms and policies to implement Resolution 71 and the resolution of the National Assembly on the national target program on modernization and improvement of education and training quality for the 2026-2035 period, and submits them to the National Assembly for approval at the 10th session.

In particular, according to the Prime Minister, the Government urgently reviews and evaluates the implementation of the General Education Program to make appropriate adjustments.

At the same time, the Government will develop a roadmap and immediately implement policies on salary and allowance regimes for teachers, managers, and employees in the education sector.

The Prime Minister also stated that in 2025, the Government will review, arrange, and restructure higher education and vocational training institutions; merge and dissolve substandard training institutions.

Amend and supplement legal regulations on implementing the policy of not organizing school councils in public educational institutions (except for public schools with international agreements). Implement the policy of having the Party Secretary concurrently be the head of the educational institution. Educational institutions nationwide will implement this as soon as there are guidelines, and complete it before September 2026.

Urgently allocate capital, carry out public investment procedures, select contractors, and strive to start construction of 100 primary and secondary boarding schools in October 2025 and complete them before August 30, 2026.

At the same time, resolutely implement the Politburo's policy on investing in the construction of primary and secondary boarding schools in 248 land border communes; in the immediate future, pilot investment to complete the construction or renovation of 100 schools in 2025...
