Prime Minister: Complete the elimination of temporary and dilapidated houses for people with meritorious services before July 27

(Chinhphu.vn) - At noon on July 9, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide, chaired the 6th meeting of the Steering Committee.

Also attending the meeting were: Minister of Ethnic Minorities and Religions Dao Ngoc Dung, Minister of Construction Tran Hong Minh, leaders of ministries, branches and agencies under the Government.

The meeting focused on assessing the implementation of goals and tasks after the 5th meeting; implementing the goal of eliminating temporary and dilapidated houses nationwide, including eliminating temporary and dilapidated houses for people with meritorious services, relatives and families of martyrs; reviewing and perfecting the Steering Committees at all levels in accordance with the 2-level local government model.

According to the report of the Ministry of Ethnic Minorities and Religions - the standing agency of the Steering Committee, by the end of July 8, 2025, 18/34 localities had completed the elimination of temporary and dilapidated houses (reaching 52.9%).

These localities include: Hanoi, Lai Chau, Son La, Lao Cai (formerly Lao Cai, Yen Bai), Quang Ninh, Bac Ninh (Bac Ninh, Bac Giang), Hai Phong (Hai Phong, Hai Duong), Hung Yen (Hung Yen, Thai Binh), Ha Tinh, Quang Ngai (Quang Ngai, Kon Tum), Khanh Hoa (Khanh Hoa, Ninh Thuan), Dong Nai (Dong Nai, Binh Phuoc), Ho Chi Minh City (Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau), Tay Ninh (Tay Ninh, Long An), Dong Thap (Dong Thap, Tien Giang), Vinh Long (Vinh Long, Ben Tre, Tra Vinh), An Giang (An Giang, Kien Giang), Can Tho (Can Tho, Soc Trang, Hau Giang). The remaining 16/34 localities have not been completed.

Since the 5th Session, 07 more localities (names of previous localities are rearranged) have completed the target of eliminating temporary and dilapidated houses, including: Lai Chau (100% completed), Hue, Quang Ngai, Lam Dong, Dong Nai, Dong Thap, Bac Giang. Hue is expected to announce the completion of the target on July 18, 2025, bringing the total number of localities that have completed the elimination of temporary and dilapidated houses to 19/34.

According to the data reported by localities on the software updated by the end of July 8, 2025, the whole country has supported the elimination of 264,522 temporary and dilapidated houses (of which: 229,328 houses were inaugurated and construction started, 35,194 houses are under construction).

The remaining number of houses to be implemented from now until August 31, 2025 is 25,232 units (including: 18,799 units under construction and 6,433 units not yet started). On average, each locality needs to implement 26 units/day (including: nearly 7 new units/day to start construction and about 19 units/day to complete for handover).

Regarding funding, the total mobilized resources (central budget, local budget, social mobilization) up to this point is over 17,802 billion VND; mobilizing over 113,400 people with over 1 million working days for the work of eliminating temporary and dilapidated houses nationwide. The total source of saving 5% of regular expenditure of the state budget allocated to support localities in implementing the elimination of temporary and dilapidated houses is over 4,424 billion VND.

In his concluding remarks, Prime Minister Pham Minh Chinh stated that July and August 2025 will have many important anniversaries for the country: the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025) and the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025), the 80th anniversary of the People's Public Security Tradition Day; preparing to celebrate the 80th anniversary of National Day.

We are also promoting emulation movements, building key projects and works, and making achievements to welcome Party Congresses at all levels towards the 14th National Party Congress. Therefore, it is necessary to identify the advantages, the difficulties that need to be resolved, the key tasks, breakthrough solutions, the points that need to be accelerated and made breakthroughs to complete the assigned tasks, especially supporting localities with financial difficulties.

The Prime Minister acknowledged and commended the ministries, agencies, localities, and members of the Steering Committee for their efforts, with a positive spirit and high sense of responsibility, regularly urging, inspecting the work and proposing solutions to achieve the goal of shortening the time to eliminate temporary and dilapidated houses for people nationwide. The Prime Minister also sincerely thanked the organizations, individuals, and philanthropists who accompanied and actively contributed to the program.

Thanks to that, we have shortened the deadline 5 years earlier than planned (from 2030 as originally planned to 2025), then continued to shorten the timelines (from December 31, 2025 to October 30, 2025 and finally to August 31, 2025). This is a great effort of the entire Party, the entire army, and the entire people.

The Prime Minister requested to resolutely complete the goal of eliminating temporary and dilapidated houses nationwide before August 31, in time to celebrate the 80th anniversary of National Day on September 2; in particular, the elimination of temporary and dilapidated houses for people with meritorious services, relatives and families of martyrs must be completed before July 27, 2025 to express deep gratitude for the sacrifices and contributions of heroic martyrs and those who have contributed to the revolution through practical and specific actions.

The Prime Minister commended 18 provinces and cities that have completed the removal of temporary and dilapidated houses. For the remaining 16 provinces and cities that have not completed this work, the Prime Minister stated that the Secretaries and Chairmen of localities (at 2 levels of government) must directly direct this work, considering it an important political task, of great significance, of profound humanity, demonstrating the spirit and responsibility of Party members.

The Prime Minister requested to closely follow and grasp the situation of each household, update data, strengthen inspection and supervision, match words with actions, work for the people and the country with the highest responsibility, sharing from the heart.

In the immediate future, it is necessary to check and review so that by July 24th at the latest, all families of people with revolutionary contributions must be supported to complete the demolition of temporary and dilapidated houses. Localities that still have temporary and dilapidated houses need to simultaneously start construction on the unfinished houses, strive to complete and hand over to the people before August 15th.

Emphasizing the need for effective implementation, the Prime Minister stated that the budget has been allocated and there is a full payment plan, and localities must be very flexible and can make advances according to regulations.

At the same time, create motivation, inspire, launch a movement to support, contribute in spirit, effort and material, "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has little helps a little"; promote the core values of our nation which are patriotism, love for the nation, national love, compatriotism, "the whole leaf covers the torn leaf, the torn leaf covers the more torn leaf", the whole country joins hands, wholeheartedly helps those who are homeless, those who are living in temporary houses, dilapidated houses, and especially the families of people who have contributed to the revolution, those who have sacrificed for the cause of national liberation and national construction.

Along with that, mobilizing the forces of the Army, Police, Fatherland Front, Youth Union, Veterans Association, Women's Association... in the area, these forces have been directed and are always proactive and ready to participate.

In particular, if people still lack land to demolish temporary or dilapidated houses, the local government must arrange for them, because our Party and State have only the greatest goal of maintaining the independence, sovereignty, unity, and territorial integrity of the country and taking care of the people's prosperity and happiness.

The Prime Minister also directed the Ministry of Finance to quickly handle procedures related to the budget and funding for the program; the State Bank urged banks to disburse the support amount as committed.

"The time to complete the set goals is still very short and the remaining work is not much in quantity but is difficult. These last days are very difficult because the easy tasks have been done first. Therefore, we need to spend more time, more effort, more attention, participate in inspection, supervision, and promote more strongly to complete all the set goals," the Prime Minister requested.
