Prime Minister: Urgently give gifts of 100,000 VND to people on September 2nd

(Dan Tri) - The Prime Minister requested leaders of provinces and cities to focus on ensuring that gifts are delivered to people on time as required, to the right recipients, safely, without omissions or duplication.

Deputy Prime Minister Ho Duc Phoc has just signed Official Dispatch No. 152 dated August 30 of the Prime Minister on urgently implementing gift giving to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

Previously, the Prime Minister issued Official Dispatch No. 149 on gift giving to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2. Deputy Prime Minister Ho Duc Phoc also signed Decision No. 1867 dated August 29 on targeted supplement from the central budget to local budgets to give gifts to people on the occasion of September 2. The Ministry of Finance has transferred the gift giving budget to localities.

To promptly implement the gift giving to the people, the Prime Minister requested the leaders of the People's Committees of the provinces and centrally-run cities to focus on leading, directing and immediately implementing assigned tasks, closely coordinating with the Ministry of Public Security , relevant ministries and agencies to ensure that gifts are delivered to the people on time as required, to the right recipients, safely, without omissions and without duplication.

The Minister of Public Security, the Ministry of Finance, and the Governor of the State Bank of Vietnam were also asked to focus on directing relevant units to immediately deploy assigned tasks; proactively disseminate, provide timely guidance, and closely coordinate with localities to carry out gift giving to people.

According to the Prime Minister, this is an important and urgent task, requiring ministries, agencies, localities and relevant units to uphold their sense of responsibility and focus on timely, safe and effective implementation, ensuring progress and requirements.

The Government Office monitors and urges according to assigned functions and tasks; reports to competent authorities on issues beyond its authority.

On August 29, the Government issued Resolution No. 263 on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

The resolution clearly states that 100,000 VND/person in cash will be given to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but who have been granted an identity card and are residing in Vietnam and have been collected, updated, and given a personal identification number in the National Population Database, established by the end of August 30.

Specifically, the form of gift giving is a one-time gift according to the permanent household, the amount of money for each household is determined for each person in the household according to the national population data. The head of the household or a family member legally authorized by the head of the household is entitled to receive on behalf of each person according to the list and is responsible for delivering the gift to the members of the household.

In case a citizen does not have a permanent residence, the gift will be given directly to each citizen or to a person authorized by the citizen.

Gift giving is done through social security accounts on the Electronic Identification Application - VNeID in cases where an account has been integrated or directly in cash in cases where there is no account at the payment point organized by the locality, ensuring timeliness, safety and efficiency.

Payment period is from August 31 to September 1. In case of objective reasons, the gift can be received after this period, but no later than September 15.

The Resolution also stated that the targeted supplement from the central budget expenditure estimate for 2025 has been decided by the National Assembly but has not yet allocated in detail to the budgets of provinces and cities more than 10,700 billion VND to carry out gift giving to people according to population data provided by the Ministry of Public Security.
