Visiting the Cat Tuong Smart City social housing project (Yen Phong, Bac Ninh ), the Prime Minister requested the Working Group to immediately work with Bac Ninh, taking this locality as a model in developing social housing. On the afternoon of July 30, Prime Minister Pham Minh Chinh and his delegation visited and worked at the Cat Tuong Smart City social housing project for workers, located in Thuy Hoa and Yen Trung communes, Yen Phong district, Bac Ninh province.
Currently, Bac Ninh has about 400,000 workers working in 12 concentrated industrial parks. The province has 51 projects with 40,000 social housing apartments, expected to be completed in the near future.

According to the report of the investor, Cat Tuong Joint Stock Company, the apartments at Cat Tuong Smart City project have 2-3 bedrooms with a selling price of about 13 million VND/m2, maximum about 1 billion VND/apartment and buyers can borrow about 70% of the apartment value.
During the meeting with the Prime Minister, the investor of Cat Tuong Smart City project reported on some difficulties and problems, proposed some contents related to planning social housing projects, and regulations on price ceilings for projects in the same area.
Representatives of Cat Tuong Joint Stock Company also proposed reforming procedures for home buyers, for example, doing procedures on weekends to facilitate workers...
Listening to opinions, the Prime Minister emphasized that housing is the most important issue for everyone, because only with a stable home can one have a successful career.
During this term, the Government has paid great attention to the issue of housing for workers, issued a Project to build 1 million social housing apartments and worker housing and issued Resolution 33 on a number of solutions to remove obstacles and promote the safe, healthy and sustainable development of the real estate market, including many policies on social housing. At the same time, the Government is proposing to amend the Housing Law, which proposes 3 forms of buying, renting and hire-purchasing social housing.
The Prime Minister welcomed Bac Ninh for actively implementing the above policy; suggested that the province continue to promote the implementation of projects and mobilize workers to save, and make efforts with agencies to solve the housing problem, given that Bac Ninh is a province with strong industrial development and a large number of workers residing there.

With the spirit of setting an example in Bac Ninh , then learning from experience and expanding to other localities, the Prime Minister requested the Prime Minister's Working Group to remove difficulties and obstacles in implementing real estate projects (headed by Minister of Construction Nguyen Thanh Nghi) to work with Bac Ninh province next week to grasp and remove difficulties and obstacles.
The Ministry of Construction presides over the proposal to amend Decree No. 100/2015/ND-CP of the Government on the development and management of social housing; immediately amend Circular 09/2021 of the Ministry of Construction on social housing according to simplified procedures.
The Prime Minister requested that the State Bank review, research, and provide guidance on loan conditions so that home builders and home buyers can access credit more easily; research and amend Circular 06/2023/TT-NHNN amending Circular 39/2016/TT-NHNN regulating lending activities of credit institutions and foreign bank branches.
The Ministry of Natural Resources and Environment continues to remove obstacles and propose solutions related to land funds for social housing and worker housing projects.
