Prime Minister: Disbursement results are a criterion for evaluating officials

On May 20, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired the Conference on promoting public investment growth momentum in 2025.

The report at the Conference showed that the total capital for 2025 resolved by the National Assembly is VND 829,365 billion. Of which, VND 825,922 billion has been allocated to ministries, central and local agencies. Unallocated is VND 3,433 billion of the capital for 3 national target programs. Based on the Law on Public Investment and the Resolution of the National Assembly, the Prime Minister has assigned 100% of the capital plan for 2025 to be allocated by the National Assembly.

Estimated payment from the beginning of the year to April 30 this year is 128.5 trillion VND, reaching 15.56% of the plan assigned by the Prime Minister , in the same period in 2024, disbursement was 110,000 billion VND, reaching 16.64%. Thus, in absolute value, in 2025, disbursement is about 18,000 billion VND higher than the same period in 2024, but the disbursement ratio compared to the capital assigned by the Prime Minister is lower.

By April this year, there were 10 ministries, central agencies and 35 localities with estimated disbursement rates above the national average. Some ministries, central agencies and localities had disbursement rates above 20%. However, there were still some ministries, central agencies and localities that had not disbursed or had disbursed very little.

Speaking at the conference, Prime Minister Pham Minh Chinh said: We are in historic days, with the spirit of "lightning speed, boldness" but public investment is not only not "lightning speed, boldness" but is increasingly sluggish. This requires each party member and head of the government to have practical thoughts and actions.

The Prime Minister emphasized that new driving forces such as science and technology, innovation, digital transformation, circular economy, knowledge economy, private economy, etc. are just beginning and need to be promoted and consolidated. In addition, we need to strengthen and promote traditional driving forces, including promoting public investment.

The Prime Minister proposed to commend and reward ministries, sectors and localities that disburse high public investment, and to be strict with ministries, sectors and localities that are slow in disbursing. Accordingly, disbursement is a criterion for evaluating officials. Design inspection and monitoring tools to ensure disbursement meets the set progress and requirements.
