On the morning of October 21, at the opening session of the 8th session (15th National Assembly), Prime Minister Pham Minh Chinh reported on the implementation of the socio-economic development plan for 2024 and the expected socio-economic development plan for 2025.

Belonging to the group of countries with high growth rates in the region and the world

According to the Prime Minister, in the context of the world economy still having many complex and unpredictable developments, the country has responded flexibly and effectively to external fluctuations, coped with internal shortcomings that have lasted for many years, and resolved arising problems.

With the motto "what is said must be done, what is committed must be done; what is done must be done effectively", the socio-economic situation is more positive month after month, more positive quarter after quarter, and the first 9 months have achieved many important results, higher than the same period in most areas.

It is estimated that by the year 2024, 14/15 targets will be achieved, all social targets will be achieved and exceeded, and people's lives will be improved.

The macro economy continues to be stable, inflation is under control, economic growth is higher, major balances are secured, with high surpluses. Public debt, government debt, national foreign debt and state budget deficit are well controlled, lower than the permitted limit.

Specifically, GDP growth in the first 9 months reached 6.82%, estimated to reach 6.8 - 7% for the whole year, higher than the target assigned by the National Assembly (6 - 6.5%), belonging to the group of countries with high growth rates in the region and the world. CPI in the first 9 months increased by 3.88%. The foreign exchange market is basically stable, interest rates have decreased.

Investment and development achieved positive results, including the completion of the 500kV line 3 Quang Binh - Hung Yen project after more than 6 months of rapid construction. Completion of several expressway sections, increasing the total length to 2,021km.

Innovation in thinking and working methods to achieve high GDP growth

However, the head of the Government pointed out shortcomings that need to be addressed resolutely. That is, macroeconomic stability still has potential risks. Production and business activities still face difficulties. Some credit programs and policies are implemented slowly. Bad debt tends to increase, the volume of corporate bonds maturing in 2024 is still high...

In 2025, the Prime Minister emphasized the viewpoint of strongly innovating thinking, thinking, and doing as President Ho Chi Minh advised. That is: “What is old and bad must be discarded. What is old and not bad, but troublesome, must be modified to be reasonable. What is old and good must be further developed. What is new and good must be done.”

From there, carefully assess the situation, maintain momentum and rhythm to accelerate, break through, tighten discipline, promote decentralization, prevent corruption and negativity, and develop socio-economy in conjunction with environmental protection.

GDP growth target is about 6.5 - 7% and strives to achieve a higher growth rate (7 - 7.5%) to rank 31 - 33 in the world in terms of GDP size by the end of 2025. GDP per capita reaches about 4,900 USD.

With the above goals, the Prime Minister said that there are still many difficulties and challenges ahead. However, no difficulty can hinder the determination and strength of great unity of the entire nation. Each challenge is an opportunity for us to grow, affirming the strength and mettle of the Vietnamese people.
