Prime Minister: Efforts to implement '6 more' in implementing key transport projects

The meeting was held in a direct and online format between the Government Headquarters and 46 provinces and centrally-run cities that have important national projects and key transport sector works and construction material mines.

Attending the meeting were: Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Minister of Transport Nguyen Van Thang; Minister, Head of the Government Office Tran Van Son; Minister of Construction Nguyen Thanh Nghi, leaders of ministries, branches, chairmen of provincial and municipal People's Committees, representatives of project management boards, state-owned economic groups, investors, consulting units, and construction contractors.

Achieved many positive results

The report of the Ministry of Transport and opinions at the meeting showed that, in recent times, local authorities at all levels have made efforts to carry out site clearance and infrastructure relocation; speed up the progress of procedures in investment preparation; direct contractors to overcome difficulties and obstacles, take advantage of favorable weather conditions to accelerate the construction of projects assigned to them as the managing agency; promptly resolve procedures for granting mines to contractors according to special mechanisms.

The Ministry of Natural Resources and Environment has guided localities and construction contractors to implement special mechanisms on mining minerals for common construction materials according to Resolution No. 106/2023/QH15 of the National Assembly; and guided procedures for using surplus land of the Long Thanh airport project for the Bien Hoa-Vung Tau expressway project.

The Ministry is also completing the dossier according to the opinions of the Government members to authorize the Prime Minister, on behalf of the Government, to sign the Government's Submission requesting the National Assembly Standing Committee to consider and adjust Resolution No. 273/NQ-UBTVQH15 on the policy of changing the purpose of using forests, forest land and rice land from two or more crops of the North-South Expressway Construction Project in the East for the period 2021-2025 (Resolution No. 273).

The Ministry of Construction has coordinated with the Ministry of Transport to establish a working group to review and complete the system of norms according to the direction of the Prime Minister in Official Dispatch No. 02/CD-TTg dated January 9, 2024.

The Ministry of Planning and Investment has advised the Prime Minister to issue a decision on decentralization and assignment of competent authorities to invest in expressway projects; has appraised the Feasibility Study Report of the Dau Giay-Tan Phu, Tan Phu-Bao Loc projects and the Pre-Feasibility Study Report of the Ho Chi Minh City-Moc Bai project; is coordinating with the Ho Chi Minh City People's Committee to complete the appraisal of the Ho Chi Minh City-Moc Bai project in March 2024; and give opinions on the dossier adjusting the investment policy of the Nam Thang Long-Tran Hung Dao urban railway project.

The Ministry of Finance has submitted to the Prime Minister adjustments to the ADB loan agreement for the Nhon-Hanoi railway station urban railway project; instructions on allocation and approval of budget estimates for the projects.

The State Capital Management Committee at Enterprises has directed Vietnam Electricity Group (EVN) to speed up the relocation of high-voltage power lines.

The Ministry of Transport has submitted to the Prime Minister the establishment of a Working Group to assist the Steering Committee to direct the progress of the implementation of urban railway projects in Ho Chi Minh City and Hanoi; has announced and reported the results of the pilot project of using sea sand as the foundation of highways and expressways for localities to use as a basis for implementation; is finalizing national technical regulations on expressways to be issued in March 2024; coordinating with the Ministry of Construction to review the system of norms; starting the construction of the Ho Chi Minh Road project, Rach Soi-Ben Nhat, Go Quao-Vinh Thuan sections.

Efforts to 'just do it, no backtracking'

Concluding the meeting, Prime Minister Pham Minh Chinh stated that after the 9th meeting of the State Steering Committee for important national and key projects in the transport sector on February 16, 2024, ministries, branches and localities, investors, consultants, construction contractors and people in the areas where the project passes through have proactively, actively, and well coordinated the implementation of the proposed solutions and tasks with the spirit of "only discussing work, not backtracking"; investors, contractors and workers continue to make efforts to organize construction with the determination to "overcome the sun, overcome the rain", "eat and sleep quickly", work in "3 shifts", "work through Tet holidays, through days off" to speed up the construction progress of the project, achieving very encouraging results with the spirit of joining hands to build a modern and synchronous transport infrastructure system.

Local authorities at all levels under the leadership of provincial party secretaries have made efforts to carry out site clearance and infrastructure relocation; speed up the progress of procedures in investment preparation; direct contractors to overcome difficulties and obstacles, take advantage of favorable weather conditions to accelerate construction of projects assigned to them as the governing body; promptly resolve procedures for granting mines to contractors according to special mechanisms.

Ministries, branches, and state management agencies have promptly provided guidance and support to localities, investors, and contractors in the process of implementing tasks assigned by the Prime Minister. In particular, the Ministry of Planning and Investment has completed the appraisal of investment projects, the Ministry of Natural Resources and Environment has completed the preparation of the Submission to the National Assembly Standing Committee to adjust Resolution No. 273 on the policy of changing the purpose of using forests, forest land, and rice land from two or more crops of the North-South Expressway Construction Project in the Eastern Region for the period 2021-2025...

Projects are basically on schedule, with the Vinh Hao-Phan Thiet and Dien Chau-Bai Vot projects striving to be completed by April 30, 2024; the Long Thanh airport project and the Tan Son Nhat airport passenger terminal project continue to be accelerated with ACV's good efforts.

"Implementing key transport projects is of great significance, first of all to realize the goals set out in the Resolution of the 13th National Congress, making people happy and excited, contributing to the disbursement of public investment capital, promoting economic growth in current conditions, opening up new development space for localities with projects and the whole country along the North-South and East-West axes," said the Prime Minister.

He also gave an example of the completion of the Dien Bien airport expansion project, which is very meaningful on the occasion of the 70th anniversary of the Dien Bien Phu victory, meeting the very legitimate aspirations of the people, of those who sacrificed their blood and bones for the independence and freedom of the Fatherland and the people.

The workload in 2024 is huge

The workload to be implemented in 2024 is huge, with high requirements and limited time. Ministries, branches, localities, investors and contractors need to be more proactive and determined, focus on removing difficulties and obstacles, and promote the spirit of serving the country and the people to take action.

The Prime Minister emphasized that ministries, localities, and related entities must strive to achieve 6 more points: Enhance responsibility in performing public duties; ensure faster and more timely construction progress; the quality of projects and works must be better; techniques, aesthetics, and technology must be higher and more suitable; localities must handle issues related to site clearance, materials, logistics roads, technical works, etc. for projects faster and more effectively; do a better job of handling the environment, stabilizing life, and ensuring social security for people affected by projects.

Regarding specific tasks in the coming time, the Prime Minister requested the Ministry of Transport to direct investors to request contractors to coordinate with localities to soon complete procedures to ensure sufficient reserves and capacity to exploit mines under the North-South Eastern Expressway project in the 2021-2025 period to meet the required schedule.

Direct project enterprises and contractors to focus on completing procedures and performing "3 shifts" to ensure the completion of 2 component projects, Dien Chau-Bai Vot section (section meeting technical requirements), Cam Lam-Vinh Hao, according to the Prime Minister's direction before April 30, 2024.

Urge contractors to complete work to exploit construction material mines, take advantage of favorable weather conditions, speed up construction of component projects of the North-South Expressway in the 2021-2025 period, the Khanh Hoa-Buon Ma Thuot and Bien Hoa-Vung Tau projects.

Preside over and coordinate with ministries and Dong Nai Provincial People's Committee to prepare documents to report to the National Assembly on the resettlement of households affected by the Bien Hoa-Vung Tau Expressway Construction Project and traffic routes T1, T2 to the Loc An-Binh Son resettlement area of ​​the Long Thanh International Airport Project.

Preside over and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, and the Ministry of Construction, based on the results of the pilot project on using sea sand as roadbed, promptly conclude relevant contents according to the direction of Deputy Prime Minister Tran Hong Ha in Notice No. 88/TB-VPCP dated March 22, 2023, on that basis, develop standards and norms for mass implementation.

Direct investors and contractors to draw common experience in organizing construction for areas with weak ground (due to the loading time waiting for settlement and consolidation, affecting the overall completion progress of the entire project), accordingly, focusing on prioritizing construction and pre-treatment for areas with weak ground to ensure loading time.

Preside over and coordinate with localities to urgently implement the Prime Minister's direction in Official Dispatch No. 769/CD-TTg dated August 26, 2023 on reviewing the arrangement of intersections connecting expressways with the traffic network to promote investment efficiency, expand development space and promote socio-economic development of regions and localities.

Urgently conduct a comprehensive study on traffic connection between Tan Son Nhat International Airport and Long Thanh International Airport, including investment in connecting railways (elevated or underground) as directed by the Prime Minister in Notice No. 70/TB-VPCP dated February 28, 2024.

Urgently deploy the work of building an information system, digitizing data to monitor the situation and implementation results of key projects and works in the transport sector.

The Ministry of Natural Resources and Environment urgently and proactively implements the opinion of the Deputy Prime Minister, on behalf of the Government, authorized by the Prime Minister, to submit to the National Assembly Standing Committee, coordinate with the National Assembly agencies in the verification process so that the National Assembly Standing Committee can consider adjusting Resolution No. 273 at the April 2024 session, this is a prerequisite for completing the Eastern North-South Expressway Project in the 2021-2025 period on schedule required by the Government and the National Assembly.

Urgently implement the Prime Minister's direction in Notice No. 72/TB-VPCP dated February 28, 2028, preside over and coordinate with the Ministry of Transport and relevant localities to review the sand supply capacity in the Mekong Delta region to allocate and ensure adequate supply and capacity in accordance with the progress of projects in the Southern region.

The Ministry of Construction urgently provides guidance on methods for determining material prices at mines so that localities can publish prices as a basis for investors to approve; promptly reviews, adjusts, and supplements issued norms that are inappropriate or lacking; and guides ministries and localities to issue specific specialized norms.

The Ministry of Finance proactively coordinates and guides competent agencies and investors to complete procedures related to ODA loans for urban railway projects, Ben Luc-Long Thanh and My An-Cao Lanh expressways.

The Ministry of Industry and Trade and Vietnam Electricity Group (EVN) urgently established a working group of the Ministry and the Group to go to localities to directly work, guide and help localities speed up procedures related to relocating high-voltage power lines to meet the construction progress of projects according to the direction of the Prime Minister in Notice No. 72; to be completed before April 15, 2024. Direct units to continue to speed up procedures related to relocating high-voltage power lines to meet the construction progress of projects.

The State Capital Management Committee at Enterprises directed the Airports Corporation (ACV) and the Vietnam Expressway Corporation (VEC) to strictly control the quality and progress of airport projects and the Ben Luc-Long Thanh Expressway Project; and directed the Vietnam Rubber Industry Group to promptly hand over the site at the Bien Hoa-Vung Tau project.

Must listen and share with people in land clearance

Localities identified site clearance as a key task, mobilizing the entire political system to completely resolve site clearance for the North-South Expressway project in the 2021-2025 period (especially the provinces of Quang Binh, Quang Tri, Quang Ngai, Binh Dinh, Phu Yen, Kien Giang, Phu Yen); 3 East-West Expressway projects and 2 belt projects in the second quarter of 2024; coordinate with investors to determine the priority level of handover of the site in advance for the critical section. Speed ​​up the construction of resettlement areas, stabilize people's lives (Dong Nai, Quang Tri provinces, ...); coordinate with EVN, the Ministry of Industry and Trade to organize the relocation of high-voltage power lines, prioritizing locations that affect construction.

"Local leaders must be close to the situation, resolute, and share with the people to be able to do the land clearance work. Many localities have done very well, but some localities have not done well. There is no need to be too formal, we must go to the grassroots to listen to the people's opinions, see what they want, what they propose, and put ourselves in their position. Even one household must go down, if we don't go down, who will go down?", the Prime Minister stated clearly.

Dong Nai province increases human resources to speed up the site clearance progress of the projects of Ho Chi Minh City Ring Road 3, Tan Van-Nhon Trach, Bien Hoa-Vung Tau, and the road connecting Long Thanh airport; closely coordinates with the Ministry of Planning and Investment to soon approve the adjustment of the site clearance project of Long Thanh airport.

Regarding materials, based on the results of the pilot project using sea sand as a roadbed, localities have directed investors to proactively conduct research to expand the project in suitable areas. Soc Trang and Tra Vinh provinces continue to direct agencies to coordinate with investors to hand over sea sand mines to contractors to carry out exploitation procedures according to the instructions of the Ministry of Natural Resources and Environment.

An Giang, Vinh Long and Dong Thap provinces allow contractors to exploit the maximum operating capacity of equipment, vehicles and mining time during the day to ensure mining output, and at the same time, based on the actual exploitation situation of the mines granted to the project, evaluate the content of the approved environmental impact assessment (EIA) to have a plan to increase the mining capacity of the mines (if qualified); review the mines in operation, new mining areas (especially An Giang and Vinh Long provinces), prioritize mines to extend and increase capacity to supply the project and assign new mines to contractors to carry out mining procedures to provide enough sand volume assigned by the Prime Minister to the construction site by June 30, 2024.

Provinces with sources of sand for filling (provinces such as Tien Giang, Soc Trang, Tra Vinh, Ben Tre, etc.) support investors and contractors in accessing and surveying sand mines in the province.

Regarding investment procedures and project implementation, Ho Chi Minh City and Binh Phuoc province will coordinate with relevant parties to soon approve the pre-feasibility study report of the Ho Chi Minh City-Moc Bai and Gia Nghia-Chon Thanh projects.

The provinces of Son La, Thai Binh, Ninh Binh, Lam Dong, and Binh Duong reviewed investment procedures and accelerated the preparation, appraisal, and approval of feasibility study reports for the Hoa Binh-Moc Chau, Ninh Binh-Hai Phong, Tan Phu-Bao Loc, Bao Loc-Lien Khuong, and Ho Chi Minh City-Thu Dau Mot-Chon Thanh projects.

Lang Son, Hoa Binh, and Tien Giang provinces are speeding up the progress of technical design, selecting contractors, and investors for the Huu Nghi-Chi Lang, Hoa Binh-Moc Chau, and Cao Lanh-An Huu projects to start construction soon.

Hanoi City speeds up the selection of investors for the Component 3 project of Hanoi Ring Road 4; urgently completes the review of some contents on capital sources for the Nam Thang Long-Tran Hung Dao urban railway project to meet the conditions for approval of investment policy adjustment.

Ho Chi Minh City and Hanoi focus on directing investors and contractors and closely coordinating with relevant agencies to soon complete procedures to qualify for the Ben Thanh-Suoi Tien and Nhon-Hanoi Railway Station elevated sections to meet the needs of the people of the capital and Ho Chi Minh City.

Provinces and cities urge contractors to mobilize sufficient human and material resources for construction, closely control progress and quality, and promptly remove difficulties and obstacles to meet the set plan.

The Ministry of Public Security, the Government Inspectorate and relevant agencies carry out tasks to prevent corruption and negativity, and ensure security and order in project implementation.
