The meeting was connected online from the Government headquarters to 26 provinces and centrally-run cities. Also attending were Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Ho Duc Phoc, Minister of Construction Tran Hong Minh, leaders of ministries, branches, government agencies and localities.
The year 2025 is of special significance, a year of acceleration and breakthrough to reach the finish line, to successfully implement the 5-year socio -economic development plan 2021-2025; the whole country is making the greatest efforts, striving to successfully complete the socio -economic development targets in 2025, especially the annual growth rate of 8.3-8.5%; at the same time, focusing on emulating to excellently complete assigned tasks to celebrate the 80th anniversary of the founding of the country, welcome the Party congresses at all levels, towards the 14th National Party Congress.
From the beginning of 2025, the Government has directed ministries, branches and localities to focus highly and resolutely on completing tasks related to the development of transport infrastructure according to the Resolution of the 13th Party Congress: completing 1,000 km to have over 3,000 km of expressway by 2025 (by the end of 2024, the whole country will have 2,021 km of expressway); basically completing the Long Thanh International Airport project; investing in 1,000 km of coastal roads; Terminal T3 of Tan Son Nhat Airport...
On August 18, 2025, in Dak Lak, the Prime Minister, Chairman of the Central Emulation and Reward Council, launched the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressway". After the launching ceremony, all construction sites, projects, ministries, branches, and localities competed enthusiastically and successfully and effectively implemented the peak emulation campaign, thereby contributing significantly to accelerating the progress of construction projects.
The Prime Minister directed the Ministry of Home Affairs to organize a preliminary review of the first phase of the movement in December 2024 and the second phase in June 2025 and a summary of the emulation movement at the end of December 2025 to promptly encourage and reward collectives and individuals with outstanding achievements in the emulation movement.
Speaking at the opening of the conference, Prime Minister Pham Minh Chinh stated that we are promoting three strategic breakthroughs, especially the strategic breakthrough in infrastructure with the view that infrastructure must be one step ahead, pave the way and must be the foundation, the premise for development, creating new momentum for the country.
According to the Prime Minister, the breakthrough in strategic infrastructure development aims at many goals: promoting growth, creating new development space, reducing input costs for businesses and people, and increasing the competitiveness of products, goods, businesses and the economy.
Therefore, since the beginning of the year, agencies have been very determined to amend and supplement institutions, organize implementation, arrange and adjust capital sources, resolve difficulties, and remove obstacles to ensure that strategic infrastructure projects are well implemented.
According to the Prime Minister, time is short, from now until December 31, 2025 there are only 5 months left, while the workload is still huge, the requirements are high, and the people's expectations are very earnest. To complete the tasks of 2025, all levels and sectors from the central to local levels must continue to have high determination, great efforts, and drastic actions; make the best use of the results achieved in the first 6 months of the year; continue to effectively implement the emulation movement "500 days and nights of emulation to complete 3,000 km of expressway".

According to the Prime Minister, this time marks exactly one month since the whole country put into operation the two-level local government model; although facing many difficulties and challenges, overall, the local government initially operated stably, smoothly, promptly, without leaving any gaps in management and better serving the people and businesses; ensuring political security, social order and safety. In the coming time, localities must continue to make more efforts, try harder, overcome difficulties and obstacles to successfully complete assigned tasks. In particular, localities with works and projects under the Steering Committee, the commune-level government will have to make more efforts.
In the first 6 months of 2025, the State Steering Committee for important national projects and works, key to the transport sector, held 4 meetings. At this conference, the Prime Minister requested the Ministry of Construction, as the Standing Agency of the Steering Committee, to specifically report on the results of the Steering Committee's work in the first 6 months of 2025 on the implementation of tasks, clearly stating the shortcomings, obstacles, difficulties, and measures to be implemented in the coming time.
The Ministry of Home Affairs reported on the preliminary summary of the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway" and the plan to summarize the emulation period.
Localities focused on reporting on the implementation of tasks, including: Site handover and relocation of technical infrastructure; difficulties and problems related to construction materials, if any; construction status of projects in which localities are the managing agencies, especially projects in the plan to complete 3,000 km of highways by 2025; advantages and difficulties in construction investment management when implementing the 2-level government model and performing a number of state management tasks decentralized from the Ministry of Construction.
