Prime Minister Pham Minh Chinh thanked Prime Minister Li Qiang for his thoughtful and respectful reception during his working trip to China to attend the World Economic Forum (WEF) in Tianjin (June 24-26, 2025); and congratulated Prime Minister Li Qiang and China on successfully organizing the Conference.
Prime Minister Pham Minh Chinh affirmed that the Party and State of Vietnam highly appreciate the rich and substantive results of high-level delegation exchanges between the two countries in recent times, which have significantly contributed to promoting the development of relations between the two Parties and countries. Prime Minister Pham Minh Chinh respectfully conveyed the warm regards of General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to General Secretary and President Xi Jinping and senior Chinese leaders.

The two sides agreed to continue to concretize and effectively implement the high-level common perceptions reached during the visit; promote the Vietnam-China comprehensive strategic cooperative partnership in the direction of "6 more", maintain regular high-level exchanges; strongly promote economic, trade and investment cooperation; and expand cooperation in science, technology and innovation.
Prime Minister Pham Minh Chinh proposed that China give high priority to railway cooperation and promote the start of construction of the Lao Cai - Hanoi - Hai Phong route in December 2025.
Chinese Premier Li Qiang expressed his pleasure at meeting Prime Minister Pham Minh Chinh again, respectfully sent greetings from General Secretary and President Xi Jinping to General Secretary To Lam and senior leaders of Vietnam; expressed his appreciation for the thoughtful and respectful reception with the highest ceremony that the Party and State of Vietnam gave to General Secretary and President Xi Jinping during his visit in April 2025.
Prime Minister Li Qiang highly appreciated the positive development of the Vietnam-China comprehensive strategic cooperative partnership, affirming that China will continue to closely coordinate with Vietnam to implement and concretize the common perception between the top leaders of the two Parties and the two countries. Prime Minister Li Qiang affirmed that China is ready to accelerate the connection of development strategies with Vietnam, expressing his appreciation for Vietnam's wish to soon start construction of standard gauge railways connecting the two countries.
Vietnam, Indonesia agree to promote signing of rice trade agreement
Prime Minister Pham Minh Chinh met with Indonesian President Prabowo Subianto.
In a friendly and sincere atmosphere, the leaders of the two countries emphasized that the State visit to Indonesia by General Secretary To Lam in March 2025 and the upgrading of relations to a Comprehensive Strategic Partnership are particularly important milestones in the bilateral relationship. In that spirit, the two sides agreed to continue to increase delegation exchanges and contacts at all levels through all channels; and continue to effectively implement bilateral cooperation mechanisms.

The Prime Minister suggested that the two countries actively coordinate to build an Action Program to implement the Comprehensive Strategic Partnership for the 2025-2030 period, and strengthen cooperation in economics, trade, investment, agriculture and potential areas such as digital economy, green transformation, and energy.
Based on the Prime Minister's proposal, the two sides agreed to promote the signing of a rice trade agreement, contributing to long-term and stable rice exports and ensuring food security for Indonesia. At the same time, the two sides supported promoting market opening for goods from both countries. Prime Minister Pham Minh Chinh emphasized that he would direct the Ministry of Industry and Trade to work immediately with Indonesia on promoting the opening of each other's markets.
On this occasion, the two leaders emphasized the need to work with ASEAN countries to promote multilateralism, cooperation, solidarity and the central role of ASEAN, maintain and strengthen ASEAN's stance on the situation in the East Sea and international and regional issues of mutual concern.
Uruguayan President agrees to complete Vietnam – MERCOSUR FTA negotiations by the end of 2025
Prime Minister Pham Minh Chinh met with Uruguayan President Yamandu Orsi.
The Prime Minister highly appreciated the recent positive developments in bilateral relations based on the solidarity and friendship that have been nurtured over decades between the two nations. The Prime Minister respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to President Yamandu Orsi.

Congratulating Vietnam on the 50th anniversary of the liberation of the South and national reunification, President Yamandu Orsi shared that he belonged to the generation that opposed the war in Vietnam and greatly admired the heroic history of the Vietnamese people and the achievements in Vietnam's socio-economic development.
President Yamandu Orsi affirmed that Uruguay always values and wishes to develop relations with Vietnam. As the Chair of the Council of Latin American and Caribbean States (CELAC) in 2026, Uruguay wishes to promote cooperation between CELAC and Vietnam.
The Prime Minister proposed that the two sides soon negotiate and sign an agreement on investment encouragement and protection, an agreement on visa exemption for ordinary passport holders, and an agreement on cooperation in science and technology, innovation, and digital transformation. The Prime Minister suggested that the two sides strengthen agricultural cooperation, open markets for each other's agricultural products, and be ready to send businesses to invest, produce, and process agricultural products that Vietnam has strengths in in Uruguay for local consumption and export to neighboring markets.

The Uruguayan President shared the suggestions of Prime Minister Pham Minh Chinh. The two sides agreed to increase the exchange of delegations at all levels, especially high-level visits and contacts to strengthen political trust, mutual understanding and discuss and agree on directions to expand bilateral cooperation.
The President of Uruguay agreed with Prime Minister Pham Minh Chinh's proposal to soon negotiate and complete the Vietnam - MERCOSUR FTA in the last 6 months of 2025, thereby bringing benefits to the people and businesses of both sides.
The two leaders agreed to direct ministries and branches to actively coordinate to soon organize the 5th Political Consultation Session between the two Foreign Ministries and the 4th Meeting of the Joint Committee on Economic, Trade and Investment Cooperation to review bilateral relations and identify specific measures to improve the effectiveness of cooperation between the two countries.
The two sides agreed to strengthen close coordination, effective cooperation and mutual support at multilateral forums, including the United Nations. On this occasion, the Prime Minister conveyed President Luong Cuong's invitation to Uruguay to send a delegation to attend the signing ceremony of the United Nations Convention against Cybercrime in Hanoi in October 2025. President Yamandu Orsi expressed his gratitude for the invitation and highly appreciated Vietnam's initiative.
