Hungarian Parliament Speaker visits Vietnam: Determined to deepen and enhance the effectiveness of the Comprehensive Partnership.

On the occasion of the official visit of the Speaker of the Hungarian Parliament, Kover Laszlo, to Vietnam (October 18-22), the Vietnamese Ambassador to Hungary, Bui Le Thai, shared with TG&VN the significance and focus of the visit.

Ambassador, could you please assess the significance and key focus areas of the Hungarian Parliament Speaker Kover Laszlo's visit to Vietnam this time?

It can be affirmed that the visit of Hungarian Parliament Speaker Kover Laszlo to Vietnam is of great significance, taking place precisely on the occasion of the 75th anniversary of the establishment of diplomatic relations between the two countries (February 3, 1950 - February 3, 2025), and just five months after the visit of Hungarian President Sulyok Tamas to Vietnam (May 2025). This visit not only demonstrates the importance placed on but also affirms the determination of Hungarian leaders to further deepen the comprehensive partnership between Vietnam and Hungary, making the relationship between the two countries increasingly profound and effective.

The visit provided an opportunity for both sides to review the results of cooperation between Hungary and Vietnam over the past period, and to exchange views on measures to promote comprehensive cooperation between the two countries, from political-diplomatic, economic-trade, cultural-educational to science and technology, and especially in the field of parliamentary cooperation - an important pillar in the overall bilateral relationship.

On this occasion, the parliaments of the two countries will engage in in-depth exchanges on legislative activities, oversight, and decision-making on important national issues, as well as strengthen coordination at regional and international parliamentary forums, and promote exchanges between specialized committees and the two parliamentary friendship groups.

The two sides will assess the results of the implementation and monitoring of the signed cooperation agreements, including the cooperation agreement between the two Parliaments re-signed in 2022, and agree on new cooperation directions that are consistent with the development requirements in the current situation, as well as with the development priorities of Vietnam and Hungary in the coming period.

The visit of Hungarian Parliament Speaker Kover Laszlo took place just five months after Hungarian President Sulyok Tamas's visit to Vietnam. How does the Ambassador assess the recent efforts to exchange high-level delegations between the two countries and their significance for promoting bilateral cooperation in the new phase?

Since the two countries upgraded their relationship to a Comprehensive Partnership in 2018, senior leaders from both countries have frequently exchanged visits, thereby enhancing political understanding and trust, and especially deepening personal relationships between the senior leaders of the two countries.

2025 – the 75th anniversary of the establishment of diplomatic relations – marks a significant milestone in bilateral relations. The two countries have been actively promoting exchanges of delegations through all diplomatic channels: Party, State (including the National Assembly), and people-to-people.

On the Hungarian side, high-level delegations include the Minister of Foreign Affairs and External Economic Relations who visited Vietnam in March, the Hungarian President who visited Vietnam in May, the Chairman of the Hungarian Socialist Party who visited Vietnam in June, and this time, the Speaker of the Hungarian Parliament. On the Vietnamese side, to date, 10 delegations at various levels have visited and worked in Hungary, including a delegation led by Comrade Phan Dinh Trac, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Internal Affairs Commission (June 2025).

The frequent exchange of delegations, including many high-level delegations and especially the two visits to Vietnam by both the President and the Speaker of the Hungarian Parliament in the same year, demonstrates Hungary's special regard for its relationship with Vietnam and reflects the high level of political trust between the two countries' top leaders. This is the clearest evidence that the traditional friendship and comprehensive partnership between the two countries are entering a new, more substantive and effective phase of development.

Parliamentary cooperation between Vietnam and Hungary has built a solid foundation, including an agreement signed in 2022. According to the Ambassador, what role does parliamentary cooperation play in promoting new cooperation goals between the two countries?

Cooperation between the Vietnamese National Assembly and the Hungarian Parliament over the past period has truly built a solid foundation for the traditional friendship and comprehensive partnership between the two countries. The cooperation agreement, first signed in 2017 and renewed in 2022, has created a stable legal framework and cooperation mechanism, helping both sides promote the exchange of legislative experience, oversight, and decision-making on important national issues, thereby strengthening mutual understanding and trust between the legislative bodies of the two countries.

Parliamentary cooperation plays a crucial bridging role in promoting and monitoring the implementation of strategic cooperation goals between the two governments, while also creating a solid political and legal foundation for other areas of cooperation such as economics, trade, investment, education and training, science and technology, and culture. The parliaments of both countries have committed to strengthening exchanges of high-level delegations and specialized committees, and to promoting coordination in organizing workshops and seminars on legislation and public policy, thereby contributing to sharing experiences in improving institutions, building a rule of law state, and achieving sustainable development.

The two sides are also implementing a mechanism for regular information exchange on legislative activities and on bilateral and multilateral international treaties to which Vietnam and Hungary are both signatories, in order to coordinate effective monitoring of the implementation of international commitments and ensure transparency and compatibility within the legal framework of each country.

Furthermore, close cooperation at multilateral parliamentary forums – such as the Inter-Parliamentary Union (IPU) or regional forums in Asia and Europe – helps the parliaments of both countries express a common voice on many important international issues, while supporting each other in multilateral forums, thereby enhancing the position and image of both Vietnam and Hungary on the international stage.

Beyond parliamentary cooperation, this visit also provides an opportunity for both sides to discuss in greater depth new areas of potential collaboration, particularly in green transformation, digital transformation, and the application of information technology and artificial intelligence (AI) in lawmaking and national governance. These are areas that are both globally relevant and aligned with the development strategies of both Vietnam and Hungary.

Ambassador, how can the two countries learn from and share experiences in emerging fields such as the digital economy and the green economy?

Both Vietnam and Hungary have identified digital transformation, innovation, the digital economy, and green development as strategic priorities in their current development stages. These are precisely the areas where the two countries can complement each other.

Hungary possesses strengths and extensive experience in high-tech industries, digital infrastructure, e-government, smart city models, renewable energy, waste treatment, and sustainable agriculture. Vietnam has the advantage of a young, dynamic workforce, the ability to adapt quickly to new technologies, along with a wide-open market and an increasingly improving investment environment. These represent enormous potential for cooperation. The combination of Vietnam's market and human resource advantages with Hungary's technology and standards will create new value chains in the digital and green economies, making a practical contribution to the sustainable development of both countries.

In the coming period, the two countries can strengthen cooperation and exchange experiences in policy making, training high-quality human resources, exchanging experts, and transferring technology in fields such as clean energy, digital technology, innovation, circular economy, and sustainable resource management. This will be a new direction, deepening the Comprehensive Partnership, while also aligning with the requirements of sustainable development and international integration for both Vietnam and Hungary.

The visit of Speaker of the Hungarian Parliament Kover Laszlo can be considered a significant milestone in the year marking the 75th anniversary of diplomatic relations between Vietnam and Hungary. This is not only an opportunity to reaffirm political trust and traditional friendship, but also to open up new avenues of cooperation linked to development requirements in the digital and green era.

With a solid foundation built over 75 years, the determination of the leaders of both countries, and the support of the parliaments, governments, businesses, and people of both nations, I am confident that the Vietnam-Hungary Comprehensive Partnership will continue to develop strongly, substantively, and effectively, bringing practical benefits to the people of both countries and making a positive contribution to peace, cooperation, and development in the region and the world.
