Completing the legal framework and operating regulations of the Ministry of Foreign Affairs Project Management Board

On the afternoon of October 15, the Department of Diplomatic Corps Services (Ministry of Foreign Affairs) organized a scientific workshop on "Legal basis and regulations on the operation of the Ministry of Foreign Affairs' specialized construction investment project management board to implement domestic and foreign projects and international bidding packages".

The workshop is within the framework of the 2025 Ministerial-level scientific project "Specialized Construction Investment Project Management Board of the Ministry of Foreign Affairs: Legal framework and operating regulations" chaired by Mr. Ngo Phuong Nghi, Director of the Department of Diplomatic Corps Services.

Through the Workshop, delegates focused on exchanging and discussing to complete the Draft Operating Regulations and the Summary Report on research results on the legal framework and operating regulations for the Management Board of specialized construction investment projects of the Ministry of Foreign Affairs .

Attending the event were Associate Professor, Dr. Tran Chung, former Director of the State Appraisal Department of Construction Quality; Mr. Nguyen Tien Thuc, former Ambassador of Vietnam to Hungary, former Deputy Director of the Department of Diplomatic Corps Services; Dr. Nguyen Anh Tuan, Head of the Legal Department of the Vietnam Association of Construction Contractors, Deputy Director of the Department of Construction Management, Ministry of Construction; Dr. Chu Dinh Dong, Deputy Head of the Party Committee's Organization Committee of the Government; Mr. Nguyen Minh Tuan, Head of the Construction Investment Department, Department of Financial Administration, Ministry of Foreign Affairs; Mr. Nguyen Anh Hao, Head of the Planning Department, Project Management Board of the Ministry of Foreign Affairs; Associate Professor, Dr. Nguyen Duy Dat, Director of the Institute of International Business & Logistics, University of Commerce; Dr. Nguyen Van Duc, Lecturer of the Faculty of Construction, Hanoi Architectural University.

In his opening speech at the workshop, Mr. Ngo Phuong Nghi, Director of the Department of Diplomatic Corps Services, Project Manager, emphasized the importance of building a legal basis and operating regulations for the Management Board of specialized construction investment projects under the Ministry of Foreign Affairs in the current context. He said that with the expansion in scale and specific nature of investment projects, from domestic headquarters to Vietnamese representative facilities abroad, the Ministry of Foreign Affairs needs a professional, unified management mechanism that is consistent with foreign affairs, international law and diplomatic security requirements.

Mr. Ngo Phuong Nghi affirmed that the establishment of a specialized Project Management Board is not only an urgent organizational requirement, but also an important solution to improve the efficiency of public investment, ensuring progress, quality and transparency in the project implementation process. A clear legal basis will help to scientifically define responsibilities, powers, management and supervision mechanisms, and at the same time facilitate coordination between units inside and outside the Ministry.

The Director of the Department of Diplomatic Corps Services expressed his hope that, through the workshop, delegates, experts and managers will exchange frankly and contribute valuable practical ideas to perfect the model and operating regulations of the Specialized Project Management Board, contributing to modernizing investment and construction work and improving the management capacity of the Ministry of Foreign Affairs in the new period.

At the Workshop, experts, scientists, and delegates seriously exchanged and discussed theoretical and practical issues on the legal framework and operating regulations of the Ministry of Foreign Affairs' specialized construction investment project management board through three topics: "The current status of project management activities in ministries, branches, and the Ministry of Foreign Affairs"; "Legal basis and operating regulations of the Ministry of Foreign Affairs' specialized project management board"; and "International standards on the organization of project management boards with foreign affairs, ODA, and EPC elements".

The event took place in an open atmosphere, with frank, serious, academic and in-depth exchanges. The presented opinions provided multi-dimensional and practical perspectives, contributing to clarifying the legal issues, organizational structure and operating mechanism of the specialized Project Management Board model.

The proposals and recommendations at the workshop are of special importance, helping the Project Management Board, the Diplomatic Corps Service Department, the Ministry of Foreign Affairs to perfect the legal basis, unify management focal points, improve the effectiveness of project implementation at home and abroad, and meet the requirements of integration and modernization of investment and construction activities of the Diplomatic sector in the new period.
