The Hanoi City Party Congress for the 2025-2030 term held a preparatory session.

This afternoon (October 15), at the National Convention Center, the 18th Congress of the Hanoi Party Committee for the 2025-2030 term held a preparatory session. Attending the Congress were 550 delegates representing nearly 500,000 party members of the entire Party Committee.

Speaking at the opening of the preparatory session, Comrade Bui Thi Minh Hoai, Politburo member and Secretary of the Hanoi Party Committee, emphasized that the 18th Hanoi Party Congress, term 2025-2030, is a very important political event for the Party Committee, government and people of the capital, attracting the attention of agencies, organizations and people of all walks of life, not only in Hanoi but also in the whole country.

The success of the City Party Congress will contribute significantly to the success of the 14th National Congress of the Party.

The Secretary of the Hanoi Party Committee said that the Congress will carry out four tasks. These are: Summarizing the implementation of the Party Congress resolution for the 2020-2025 term and determining the directions, goals, tasks and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 14th Party Congress; electing the City Party Executive Committee for the 2025-2030 term; and electing the delegation to attend the 14th National Party Congress.

Ms. Bui Thi Minh Hoai asked the delegates attending the Congress to uphold their sense of responsibility, concentrate their intelligence, and maximize their role as representatives of the will and aspirations of Party committees at all levels and nearly 500,000 Party members in the entire City Party Committee, actively contributing to the success of the Congress.

According to her, immediately after the Politburo's Directive on Party Congresses at all levels leading up to the 14th Party Congress, the City Party Committee directed the timely and serious drafting of documents in accordance with Party regulations and Central guidelines. The draft document submitted to the Congress was participated in by Party organizations, scientists, experts, intellectuals, a large number of cadres, party members and people of the Capital, especially the draft document was discussed and commented on at the Congress of 136 Party Committees under the city.

At this Congress, delegates continued to research and contribute their intelligence to clarify and illustrate the overall picture, affirm the achievements the city has achieved and the limitations and shortcomings that need to be overcome, corrected, and recommend and propose breakthrough solutions for the Capital to make a breakthrough in the coming time.

Regarding the election of the 18th City Party Executive Committee and the Delegation to attend the 14th National Congress of the Party, he emphasized that in preparing personnel for the Congress, the City Party Committee has closely followed and strictly implemented the Party's regulations, the direction of the Politburo and the Secretariat, fully implemented the prescribed steps and procedures, ensuring objectivity, democracy, publicity and transparency in developing the personnel plan. The personnel plan submitted to the Congress has been appraised by the competent authorities and approved by the Politburo.

The Secretary of the Hanoi Party Committee requested the delegates to uphold their sense of responsibility, for the common development of the city, carefully study the project, carefully study the structure, quantity, conditions, and standards of Executive Committee members to elect to the 18th City Party Executive Committee, term 2025-2030 comrades with good moral qualities, capacity, resilience, daring to think, daring to do, innovative, creative, ensuring that the City Party Executive Committee elected by the Congress is a strong, united, courageous, intelligent collective, with enough leadership capacity to implement, complete, and over-complete the targets set out in the Resolution of the Congress.

“With serious and scientific preparation and the spirit of solidarity, democracy and high responsibility of the delegates, the 18th Congress of the Hanoi Party Committee for the 2025-2030 term will be a great success, meeting the trust of cadres, party members and people of all walks of life in Hanoi; worthy of the position, pioneering role, exemplary role and responsibility of the capital to the people of the whole country, contributing significantly to the success of the 14th National Congress of the Party”, Ms. Bui Thi Minh Hoai emphasized.

On the afternoon of October 15, the Congress held a preparatory session to elect the Presidium, Secretariat, and Delegate Qualifications Verification Board and carry out a number of important tasks before entering the official session on the morning of October 16.

The 18th Congress of the Hanoi Party Committee for the 2025-2030 term is scheduled to take place from October 15-17 at the National Convention Center. The official opening session will be on October 16 and the closing session will be on October 17. This is the first congress after the capital and the whole country carried out the revolution of streamlining the apparatus, rearranging administrative units and organizing a 2-level local government model.

With the motto "Solidarity-Democracy-Discipline-Breakthrough-Development", the Congress will lay the foundation for Hanoi to enter a new development phase with the determination to seize opportunities, overcome challenges, build a "Cultured-Civilized-Modern" Capital, pioneering with the whole country to enter a new era - an era of prosperous and powerful development of the Vietnamese people, contributing significantly to the successful implementation of the country's development goals until 2030, with a vision to 2045.
