Speaking at the meeting, Deputy Minister Bui The Duy affirmed that Vietnam considers science and technology, innovation, and digital transformation as decisive pillars for sustainable development, aiming to become one of the top 30 innovative countries in the world by 2045, with the digital economy contributing 50% of GDP. The Ministry of Science and Technology hopes to continue receiving the support of the UN in implementing Resolution 57-NQ/TW on breakthroughs in the development of national science and technology, innovation, and digital transformation, contributing to realizing Vietnam's Vision 2045.
The Deputy Minister said that Vietnam welcomes the UN AI Capacity Network initiative and wishes to actively participate in this network by connecting research centers, training centers and developing AI solutions for application in administration, education and health. He requested the UN to support the establishment of a Regional AI Coordination Center in Vietnam, linked with human resource training, the development of AI safety standards and the Global Data Framework.
"Vietnam is ready to become a regional hub for human resource training and policy coordination on ethical AI, open science , and inclusive digital transformation," Deputy Minister Bui The Duy emphasized.
The Deputy Minister also said that Vietnam has sent experts to participate in the Independent International Scientific Council on AI and has completed the nomination procedures to send to the UN. Vietnam is ready to contribute experts to global forums on emerging technologies, and at the same time proposed to organize a Regional Policy Dialogue on AI governance and digital transformation, towards the Global Policy Dialogue on the Global Digital Compact scheduled to take place in Geneva in 2026, in parallel with the "AI for Good" Summit.

UN representative Pauline Tamesis highly appreciated Vietnam's vision in ethical AI governance, open science development, and inclusive digital transformation, affirming the UN's readiness to provide technical support, expertise, and policy development to ensure technology serves the common good of humanity. According to Ms. Tamesis, the six main pillars of cooperation between Vietnam and the UN are institutions and legal frameworks, infrastructure, human resources, technology application, cybersecurity, and international cooperation – with human resources and technology application being the two central pillars.
The two sides also agreed to coordinate in organizing Vietnam Digital Week and the Ministerial Conference in 2026, focusing on ethical AI governance, international standards and promoting effective AI application in life.
At the end of the working session, the two sides agreed to hold an internal meeting at the end of 2025 to finalize the cooperation framework; Vietnam is considering hosting a Regional Center on AI, while the UN and UNESCO pledged to provide technical, expert and policy support in the fields of AI, science and technology and digital transformation.
The meeting opened up new avenues for cooperation between Vietnam and the UN, affirming their shared determination to develop AI for the benefit of the community, towards a comprehensive, safe, and humane digital future.
