Investors, contractors, related units, engineers and workers must strive to overcome all difficulties and challenges, work in "3 shifts, 4 shifts", "eat and sleep quickly", "only work at the desk, no back-up", "not enough work during the day, work at night", work through holidays, Tet holidays; strive to bring the project to meet progress, quality, technical and aesthetic requirements, labor safety, environmental sanitation, etc.

* The Dong Dang-Tra Linh expressway project has a total length of 121km, divided into 2 investment phases with a total investment of more than 23,000 billion VND.
Phase 1 , Dong Dang-Tra Linh expressway is invested with a length of more than 93km. The starting point is at Tan Thanh border gate intersection (Van Lang district, Lang Son province). The end point is at National Highway 3 intersection (Chi Thao commune, Quang Hoa district, Cao Bang province). With a total investment of 14,114 billion VND, of which the state budget capital accounts for 69.43%, equivalent to 9,800 billion VND, this project is planned to recover capital within a period of 22 years and 4 months. After completion, this expressway will shorten the travel time from Cao Bang to Hanoi and vice versa from 6-7 hours to about 3.5 hours.

Phase 2 of the project will include expanding the existing 93.35km route with a total investment of VND3,839 billion and building a new 27.71km route connecting Tra Linh border gate with a total investment of VND5,107 billion.
To date, the site clearance work for the entire project has reached 87.4/93.35km (equivalent to 93.6%), of which Cao Bang province has reached 41.1/41.55km (equivalent to 99%), Lang Son province has reached 46.3/51.8km (equivalent to 90%). The two provinces are unanimous in striving to hand over 100% of the project site by the end of December.
With the spirit of "overcoming the sun, overcoming the rain", "eating and sleeping quickly" to construct "3 shifts and 4 shifts", investors, project enterprises, and construction contractors mobilized 1,020 personnel, 357 machines and equipment, deployed 36 simultaneous approaches, and organized construction day and night when the land segments were handed over. Currently, the Project has disbursed 1,429 billion VND of capital sources including State budget capital, mobilized investor capital and 120 billion VND of credit capital.

The total output expected to be completed in 2024 is 1,010 billion VND, the total disbursement of capital sources is 2,000 billion VND, laying the foundation for the determination to open the route in 2025.
The consortium of investors proposed that the Prime Minister in November 2024 approve the adjustment of the project investment policy to increase the proportion of State budget support capital to a maximum of 70% of the total investment according to Resolution 106/2023/QH15. Agree to invest in phase 2 of the entire route in the form of PPP, and at the same time apply the same mechanism as phase 1: State budget capital supports 70% of the total investment; Select investors in the form of designated bidding; Special mechanism on mineral exploitation; Support preferential loans from VDB bank.
* The Huu Nghi-Chi Lang border gate expressway project is 60km long, with a total investment of more than 11,000 billion VND, passing through the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city. After completion and operation, the project will connect the Huu Nghi-Coc Nam-Tan Thanh border gates to the economic centers of Hanoi-Bac Giang-Bac Ninh, shortening the connection time to seaports in the Hai Phong-Quang Ninh area, contributing to increasing domestic and international trade, along with the Dong Dang-Tra Linh expressway, synchronizing the entire northern expressway network, improving the overall operational efficiency. The project is implemented by the People's Committee of Lang Son province as the competent authority, and the joint venture of Deo Ca Construction Company - Deo Ca Group - Construction Company 568 - Lizen Company as the investor.
According to the project enterprise's report, the locality handed over 39.9/59.87 km of land (67%), striving to hand over 100% of the land by the end of December 2024. The project has mobilized 570 personnel, 350 vehicles of machinery and equipment, and deployed 30 construction teams according to the handed-over land segments. The project has disbursed 690 billion VND of state budget capital and mobilized investor capital. The total expected output completed in 2024 is 595 billion VND, the total disbursement of capital sources (including land clearance) is 1,450 billion VND. In mid-October, the project enterprise and contractors launched a 100-day and night emulation movement to speed up the project's progress.
The project enterprise proposed that the competent authorities unanimously adjust the proportion of State budget capital participating in the Project to 70% of the total investment to increase the feasibility of the financial plan (similar to the Dong Dang-Tra Linh Expressway project, which also passes through areas with difficult and extremely difficult socio-economic conditions, approved by the National Assembly in Resolution No. 106/2023/QH15 dated November 28, 2023).
In particular, it is recommended that the Government propose to the National Assembly to supplement regulations allowing State budget capital to participate and support in the exploitation phase for BOT projects signed contracts before the promulgation of the PPP Law, which have experienced a decrease in revenue due to objective reasons.
Including the Bac Giang-Lang Son expressway project, Lang Son province has repeatedly requested the Government to support the state budget capital of VND4,600 billion for the project. This creates the basis for TPBank to determine the time to sign a credit contract worth VND2,500 billion.
Implementing the Prime Minister's direction at the groundbreaking ceremony of Dong Dang-Tra Linh Expressway on training human resources in the area where the project passes through, Deo Ca Group with the support of two provinces Lang Son and Cao Bang has completed the Deo Ca Practical Training Center to develop local human resources.
The goal of establishing the Center is to provide a training model to improve practical capacity for workers, practical training for engineers and operations for managers. In addition to being trained in advanced construction technology such as Building Information Modeling (BIM), students of the Center also have access to green technology applications in transport infrastructure.
Notably, the Center is both a training facility for locally recruited workers and a recruitment center for local human resources for training and eventual recruitment. Once operational, it will not only be a training facility, but also a modern laboratory, enabling students to practice advanced technology models.
