Prime Minister Pham Minh Chinh received the EU-ASEAN Business Council and the European Chamber of Commerce in Vietnam.

On the afternoon of November 27, at the Government Office, Prime Minister Pham Minh Chinh worked with the European-ASEAN Business Council (EU-ABC) and the European Chamber of Commerce in Vietnam (EuroCham) led by EU-ABC Chairman Jens Rübbert and EuroCham Chairman Bruno Jaspaert.

Welcoming the EU-ABC and EuroCham business delegation, Prime Minister Pham Minh Chinh congratulated EuroCham on successfully organizing the Green Economy Forum 2025 (GEF 2025) in Hanoi on the occasion of Vietnam and the EU celebrating 35 years of diplomatic relations.

Recalling the very effective dialogue between the Vietnamese Government and European businesses at the beginning of the year and the meetings with European associations and businesses, Prime Minister Pham Minh Chinh said that after the meetings, the Government leaders directed ministries and branches to urgently study carefully the proposals and recommendations of European businesses to consider, absorb and respond to resolve and remove difficulties and obstacles of businesses in the spirit of decisive action, "respecting time, respecting intelligence", ensuring "clear people, clear work, clear responsibilities, clear progress, clear efficiency".

Thanking the EU for supporting 850 thousand Euros for people in areas affected by recent floods in Vietnam, the Prime Minister expressed his pleasure at seeing the dynamic and substantial development of Vietnam - EU relations in many fields. Leaders of Vietnam and the EU meet regularly. Two-way trade turnover in the first 9 months of 2025 reached 54.6 billion USD, up 8.4% over the same period last year. The EU is currently the 7th largest foreign investor in Vietnam with 2,743 valid projects, with a total registered capital of nearly 32 billion USD accumulated to the end of September 2025. The two sides are actively exchanging the content and roadmap to upgrade the relationship to a Comprehensive Strategic Partnership, which will create a new framework to strongly promote trade and investment cooperation in the coming period.

Regarding the situation in Vietnam, the Prime Minister said that Vietnam aims to become a developing country with modern industry and high average income by 2030; and a developed country with high income by 2045. In 2025, Vietnam's economy will continue to maintain positive growth momentum, expected to achieve GDP growth of more than 8%, creating a solid foundation for double-digit growth in the period 2026 - 2030 and the following years.

Wanting to “fly high into space, reach far out to the ocean, go deep into the earth”, to develop the country quickly and sustainably, Vietnam relies on science, technology, and innovation. Currently, Vietnam is implementing 3 strategic breakthroughs in infrastructure, institutions, and human resource training; implementing projects that are “turning the situation around, changing the state”, both to create conditions for businesses to invest effectively and to hope that European businesses will participate in these processes of Vietnam.

Sending condolences to the Vietnamese people affected by natural disasters and floods in recent times, EU-ABC President Jens Rübbert, EuroCham President Bruno Jaspaert and members of the delegation said that the European business community in Vietnam has donated 88 thousand USD to support Vietnam in overcoming the consequences of natural disasters; expressed the desire to provide support services and trust that Vietnam will quickly overcome the consequences of natural disasters to ease the difficulties of the Vietnamese people.

Leaders of European associations and businesses said that Vietnam is increasingly showing its important role in the world; congratulated the important achievements that Vietnam has achieved in recent times in the context of the world economy facing difficulties; Vietnam has been officially upgraded from a frontier market to a secondary emerging market by the global index provider FTSE Russell with an expected effect from September 2026, thereby expecting to create a profound impact on FDI capital flows, as well as the development of the capital market.

Over the past 10 years, the EU-ASEAN Business Council has strengthened its extensive cooperation with Vietnam and during the visit of the EU-ASEAN Business Council, the largest delegation to Vietnam with 120 delegates from 40 business organizations showed that the interest and desire of businesses to invest in Vietnam is very large.

Highly appreciating Vietnam's development goals and strategies, especially its commitments to trade openness, administrative reform, economy, services and energy, European businesses wish and commit to promoting cooperation and investment in Vietnam, especially in the fields of science, technology, innovation, digital transformation, green energy transformation, contributing to the building of an independent and self-reliant economy of Vietnam.

Appreciating the goodwill of European businesses to cooperate, in order to further promote bilateral cooperation, the Prime Minister suggested that the EU and the EU business community coordinate to effectively implement the EVFTA Agreement, further open the market to each other to maintain the position of the two leading trade partners; strengthen cooperation in the EU's strong areas such as green transformation, digital transformation, clean agriculture, high-quality human resource training, science - technology, innovation...

Committing to “3 guarantees” and “3 together” with the European business community and investors, the Prime Minister asked businesses to have a voice in urging the remaining 7 EU member countries to complete the ratification of the Vietnam - EU Investment Protection Agreement (EVIPA) to create a new breakthrough in the investment field between the two sides; have a voice in urging the European Commission to soon remove the IUU yellow card for Vietnam's seafood exports, recognizing Vietnam's outstanding efforts in this matter and contributing to ensuring supply for the EU market.
