On the afternoon of November 27, Mr. Le Hong Vinh, Chairman of the People's Committee of Quang Tri province, worked with the Southwestern communes (Khe Sanh, Lia, Lao Bao, Tan Lap...) to grasp the local socio -economic situation.

At the meeting, the leaders of the People's Committees of the communes informed about many issues related to the socio-economic situation. The current two-level local government has gradually stabilized and operated smoothly. However, the two most important factors, infrastructure and human resources, still have some shortcomings. Some civil servants have just taken on new positions, so they are still confused and their activities are not really effective.
Some specialized positions are not arranged appropriately while the Southwestern communes are mostly ethnic minorities with low educational levels. This causes difficulties in implementing administrative procedures on digital infrastructure. Therefore, in addition to improving human resources, the communes recommend that the province optimize software serving the activities of the two-level government.
The headquarters of some communes in the area cannot meet the demand, so the authorities have to divide the work to many locations. Meanwhile, the traffic infrastructure in many communes is not complete. In some communes, the resettlement areas for people are still not really safe for the people.
In addition, current post-wind power issues also cause some inconveniences, affecting people's lives and the socio-economic development of localities.

In response to many issues raised by local commune leaders, leaders of the Department of Finance, Department of Construction... have also provided answers. In the coming time, departments, branches and sectors will continue to advise the province to handle these issues.
At the working session, Mr. Le Hong Vinh, Chairman of the People's Committee of Quang Tri province, directed local departments and branches to study and make adjustments suitable to the actual situation in the locality.
Mr. Vinh acknowledged and highly appreciated the local leadership to ensure smooth operation of the two-level government. The authorities of the Southwestern communes have promoted their responsibility and proactively analyzed and recognized the difficulties of the locality; united to carry out common tasks, handle work as well as develop the economy in the area.

Mr. Vinh suggested that localities need to classify the incidents that occurred in the area to thoroughly resolve them. Authorities at all levels must not only fulfill their duties but also be proactive in socio-economic development. The desire for agricultural processing factories must be linked to boldly establishing raw material areas, specializing in concentrated cultivation.
Regarding the disbursement of public investment projects, especially national target programs, Mr. Vinh suggested that the government must take drastic measures to speed up the progress; it is necessary to review old district-level projects, how much debt the old communes have in basic construction, and resolve them to avoid complaints. Communes need to establish delegations to study economic models. Regarding planning work, localities must be truly responsible and cannot depend entirely on consulting units.

"We are fulfilling our assigned state management duties, but what the State needs is for the commune level to be proactive in developing the local economy. There is nothing better than a strong household economy, and a strong household economy means a strong society. This is an area with a high proportion of ethnic minorities, so there needs to be a plan to preserve cultural identity and develop community tourism ," said Mr. Vinh.
Faced with some shortcomings in the operation of the two-level government, Mr. Vinh also requested the Department of Home Affairs to review the staff force and mobilize competent staff in some fields to the necessary positions in time for the new two-level government to come into operation.
Giving gifts to people in areas severely affected by landslides
Visiting the landslide scene at Block 3A of Khe Sanh Commune, Mr. Le Hong Vinh encouraged the people in the landslide area and the local authorities to make efforts to overcome the consequences. Mr. Vinh requested the local authorities and relevant agencies to conduct a thorough and comprehensive survey of the landslide situation before coming up with a solution.
