* Receiving the Managing Director of the World Economic Forum (WEF) Stephan Mergenthaler, Prime Minister Pham Minh Chinh thanked the Director personally and the WEF for supporting and coordinating with Vietnam to organize the Autumn Economic Forum 2025; in particular, the Director's speech at the Forum created motivation and inspiration for the Forum to be more lively, practical and effective.

Thanking WEF for supporting the construction and operation of the Fourth Industrial Revolution Center in Ho Chi Minh City, the Prime Minister asked WEF to continue supporting Vietnam in the fields of science and technology, digital transformation and innovation; green transformation and sustainable infrastructure development; macroeconomic governance and strengthening economic resilience; human resource development, especially science and technology human resources; development of a startup and innovation ecosystem to meet the needs of the new era; and building and developing an international financial center in Vietnam.
Building on the success of the Autumn Economic Forum 2025, the Prime Minister hopes that WEF will continue to study and consider Vietnam's proposal to make the Autumn Economic Forum an annual event of WEF, similar to the WEF Dalian/Tianjin Conferences. WEF will expand and promote cooperation, strengthen connections between WEF's network of businesses and investors with businesses, especially private businesses in Vietnam.
Affirming that the private economy is the most important driving force of the national economy and proposing many strategies and policies to promote the effective development of private enterprises, the Prime Minister said that the Vietnamese Government is ready to support connecting WEF with private enterprises, to build a network of WEF business partners in Vietnam.

WEF Managing Director Stephan Mergenthaler expressed his deep sympathy for the losses and pain caused by storms, rains and floods in Central Vietnam in recent days. He thanked the Prime Minister for taking the time to meet him and for his impressive speech sharing his views at the Autumn Economic Forum 2025, which showed the long-term vision and dynamism of the Vietnamese economy, consistent with the WEF vision, pointing out many opportunities for future cooperation between Vietnam and WEF and the world.
Agreeing with Prime Minister Pham Minh Chinh's opinion, WEF Executive Director Stephan Mergenthaler said that with its extensive global network, WEF will continue to support, cooperate and connect Vietnam more deeply with the WEF network, hoping to have a greater presence of Vietnamese private enterprises in the future.
* Receiving Malaysian Minister of Science, Technology and Innovation Chang Lih Kang, the Prime Minister welcomed the Minister and the Malaysian delegation to the Autumn Economic Forum 2025, and was pleased to see that the relationship between the two countries is increasingly developing with political trust, in the spirit of Comprehensive Strategic Partnership and agreements during the visit of General Secretary To Lam to Malaysia as well as the visit of the Malaysian Prime Minister to Vietnam.

The Prime Minister said that the two countries have had many substantive cooperations in the fields of economics, science, technology, engineering, especially in electricity and renewable energy. However, the room for cooperation between the two sides is still very large, while the two economies complement each other, creating opportunities for the two countries to build new strategic value chains.
The Prime Minister suggested that the two sides continue to promote the exchange of high-level delegations and all levels; actively and quickly implement energy cooperation and power transmission between Vietnam, Malaysia, Singapore and ASEAN; coordinate to implement tourism connectivity initiatives in the region; Vietnam supports Malaysia in ensuring food security and vice versa, Malaysia continues to support Vietnam in developing the Halal sector.
In the context that both countries are strongly promoting the digital and green transformation programs, the Prime Minister said that cooperation in science, technology and innovation between Vietnam and Malaysia is opening up a very large and potential development space; suggested that the two sides need to study and strengthen cooperation, share experiences in the fields of semiconductor industry, high technology, new materials, AI, open data, cloud computing, e-commerce and digital payments; promote connections between businesses of the two countries to cooperate on startups, innovation ecosystems; develop human resources through expanding exchange programs for students, scientists, etc.
The Prime Minister suggested that the two countries' Ministries of Science and Technology soon discuss and select specific, breakthrough cooperation activities that bring practical value to people and businesses on both sides.

Malaysian Minister of Science, Technology and Innovation Chang Lih Kang thanked Prime Minister Pham Minh Chinh for taking the time to meet him; deeply sympathized with the Vietnamese Government and people who have experienced losses due to natural disasters; and believed that the Vietnamese people will soon overcome this difficulty.
Thanking Vietnam for supporting Malaysia in successfully assuming the ASEAN Chairmanship in 2025, Minister Chang Lih Kang said that like Vietnam, Malaysia focuses on developing science and technology, bringing science and technology to a new level of development. Therefore, the two sides can completely cooperate and develop together in this field as the Prime Minister suggested, including exchanging talents, establishing a startup ecosystem, bringing about breakthroughs and development in science and technology of the two countries.
* Receiving Cambodian Minister of Industry, Science and Technology Innovation Hem Vanndy, Prime Minister Pham Minh Chinh sent his regards to King Norodom Sihamoni; President of the Cambodian People's Party and President of the Cambodian Senate Hun Sen; Cambodian Prime Minister Hun Manet and Cambodian leaders.

The Prime Minister expressed his delight that the relationship between the two countries continues to be consolidated and developed. Party channel cooperation helps to strengthen mutual trust and is a foundation for other areas to develop together. Security and defense cooperation continues to play a pivotal role. In particular, economic cooperation is increasingly close and has become a bright spot in bilateral relations with high trade growth, with the trade turnover between the two countries expected to reach over 12 billion USD in 2025.
The Prime Minister said that the relationship between the two countries is very special and they have stood side by side in the process of gaining national independence and in building and developing the country; it is necessary to continue to promote it to build and develop each country to become stronger, more powerful, more prosperous, and able to withstand external shocks. Vietnam has developed agriculture to escape poverty, developed industry to become an upper middle-income country and developed based on science and technology to become a developed, high-income country.
The Prime Minister emphasized that the two countries need to promote cooperation in all fields, highly appreciating the results of cooperation between the Vietnamese Ministry of Science and Technology and the Cambodian Ministry of Industry, Science, Technology and Innovation in recent times; and also suggested that in the coming time, the two sides should continue to promote cooperation in the field of digital transformation, with many activities of sharing experiences and training human resources for cadres, experts and laborers in the fields of science, technology and engineering.
The Prime Minister affirmed that Vietnam is ready to continue to accompany Cambodia in the journey of building a digital economy and digital society through sharing initiatives and experiences in building and perfecting the legal environment, developing digital infrastructure, training and improving digital skills for people, and together with Cambodia, continuing to consolidate and deepen the traditional friendship between the two countries. The Prime Minister believes that with the determination of the two governments and the efforts of ministries and branches, the Vietnam-Cambodia relationship will achieve even greater achievements.

The Minister of Industry, Science, Technology and Innovation of Cambodia congratulated Vietnam on successfully organizing the Autumn Economic Forum to promote green transformation, inspire and open the economy, towards green and digital development; and hoped that the two countries would cooperate and contribute to the development of the region in this field.
Minister Hen Vandy expressed his admiration for Vietnam's innovation process, especially the vision of turning Ho Chi Minh City into a megacity and using science, technology and digital transformation to help Vietnam enter a new era of development. The Minister suggested that the two sides cooperate more closely in this field; believing that the friendship between the two countries will develop based on the affection and companionship of the Vietnamese Government for Cambodia for mutual development.
