In coastal areas, local authorities have activated 24/7 on-duty mode, continuously updating storm warning bulletins and flood information. Localities have stepped up inspections of riverside, coastal, low-lying areas, where there is a high risk of landslides and deep flooding. In Phu Quy special zone, the special zone's Civil Defense Command is on duty, closely monitoring weather developments; reviewing areas at risk of flooding and landslides; preparing forces, vehicles and materials according to the "4 on-site" motto.

Phu Quy Port Border Guard Station has strengthened strict management of vessels going out to sea; informed captains and owners of vessels operating at sea about the location, direction of movement and developments of storm No. 15 to proactively prevent and ensure the safety of people and property. People living along the coast and owners of aquaculture cages are advised to tie up and move their assets to safe places, and monitor high tides and the risk of coastal erosion. Phu Quy Special Zone has increased propaganda to people and tourists about weather developments and preventive measures; especially warning of risks when swimming in the sea and participating in underwater activities.

In Phuoc Hoi ward, the ward People's Committee has urgently directed units to be ready to respond to storms and floods; must always be in the highest state of readiness to participate in natural disaster prevention, search and rescue and overcome consequences if storms and heavy rains occur. Coastal residential areas and areas at risk of landslides are being inspected by units; proactively evacuating people when necessary. At the same time, propaganda is being made for people to proactively reinforce their houses, anchor boats and move assets to safe places. Tourist facilities and coastal resorts are being notified to ensure safety for tourists who are staying and visiting.

Along the entire sea route, the Border Guard force maintains 24/7 duty, counting and checking all vessels operating at sea and promptly notifying ship and boat owners to move out of the danger zone and find safe shelter. Rescue forces, rescuers, and specialized vehicles are prepared to handle any arising situations.

According to the report of Lam Dong Provincial Border Guard, as of November 26, the whole province has 8,507 ships/44,071 workers. The number of ships operating at sea is 1,624 with 8,558 workers; of which 134 ships with 1,160 workers are operating offshore, 6,883 ships with more than 35,500 workers are anchored at the port. Currently, there are 171 ships from outside the province taking shelter at ports and storm shelters in Lam Dong province.

Faced with the complicated developments of storm No. 15 and the risk of heavy rain, flash floods, and landslides, the Chairman of Lam Dong Provincial People's Committee requested departments, branches, and localities to urgently and synchronously deploy response measures, absolutely not to be passive. Units must closely monitor the storm's developments, update and promptly notify people; proactively develop disaster prevention plans, and maintain uninterrupted communication.

The grassroots shock force is required to immediately check coastal areas, stream banks, low-lying areas, and landslides; check dam safety and handle violations of flood escape corridors; prepare adequate rescue forces and equipment and maintain a strict on-duty regime.

The Chairman of the Provincial People's Committee requested all agencies, units and localities to seriously implement and closely coordinate to proactively respond and minimize damage to people and property.
