Telegrams sent to the Provincial Party Secretaries and People's Committee Chairmen of the provinces: Gia Lai, Dak Lak and Khanh Hoa; Ministries of National Defense , Public Security, Agriculture and Environment, Construction, Industry and Trade, Education and Training, Health, and Finance.

The telegram stated: Floods on rivers in Khanh Hoa, Dak Lak and Gia Lai are at very high levels, some places in Dak Lak and Khanh Hoa have exceeded historical flood levels.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, on November 20 and 21, the area will continue to have heavy rain, floods on Ba River and Krong Ana River will exceed historical flood levels; rivers in Khanh Hoa will continue to rise and may exceed historical flood levels.
The situation of deep and widespread flooding continues to be complicated, especially in Khanh Hoa and Dak Lak provinces (due to heavy rains from before). This rain has a very high risk of continuing to cause landslides in mountainous areas along rivers and streams.
To focus on responding to the exceptionally large floods and ensuring the safety of people's lives, the Prime Minister requested the Provincial Party Secretaries and Chairmen of the People's Committees of Khanh Hoa, Dak Lak, Gia Lai provinces and leaders of ministries and branches, according to their functions, tasks and authority, to continue to focus more strongly on leadership and direction, proactively and promptly deploy all necessary urgent measures to respond to the exceptionally large floods, especially ensuring the safety of people's lives.
The Chairmen of the People's Committees of Khanh Hoa, Dak Lak and Gia Lai provinces shall be fully responsible to the Government and the Prime Minister for disaster response work in their localities; proactively direct disaster response and search and rescue work according to their functions, tasks and authority; promptly report to the Prime Minister, the Minister of National Defense and the Minister of Agriculture to direct the handling of issues beyond their authority.
Localities continue to mobilize all necessary forces and means, especially the army, police, militia, forces participating in protecting security and order at the grassroots level and other forces, by all means to immediately approach residential areas that are deeply flooded, divided, isolated, and have landslides to promptly evacuate people to safety.
The supply work is required to ensure timely provision of food for the people (priority is given to providing food that can be used immediately such as dry food, bread, butter, milk, etc.), not letting people go hungry, cold, or lack drinking water.
The Ministry of National Defense and the Ministry of Public Security directed military and police units stationed in the area, and proactively mobilized maximum forces and means (including helicopters and unmanned aerial vehicles) in neighboring areas to urgently support localities in implementing flood response work, especially evacuating residents, conducting search and rescue, and transporting relief food to people.
