The Prime Minister requested the Chairman of the People's Committee of Phu Tho province to urgently direct the functional forces to make efforts to search for the missing students; support, visit and encourage the families of the students in distress.
Deputy Prime Minister Nguyen Hoa Binh has just signed Official Dispatch No. 118/CD-TTg dated November 19, 2024 of the Prime Minister on strengthening the work of preventing and combating drowning for children and students.
The dispatch stated that, according to information reported by the press, on November 18, 2024, in Hien Quan commune (Tam Nong district, Phu Tho province), a serious drowning incident occurred.
The Prime Minister requested the Chairman of the People's Committee of Phu Tho province and the National Committee for Incident, Disaster Response and Search and Rescue to urgently direct functional forces to make efforts to search for missing students; support, visit and encourage the families of the students in distress.
Authorities are still trying to find the remaining missing students.
In addition, the Prime Minister also requested the Chairmen of the People's Committees of provinces and centrally-run cities to direct relevant agencies and organizations to closely coordinate with the Youth Union and Women's Union in preventing drowning for children and students; and direct educational institutions in the area to strictly manage to ensure safety and prevent drowning for children and students.
Conduct a review and create timely warning maps of locations (water holes, lakes, rivers, deep and dangerous water areas, water storage structures...) at risk of drowning accidents in the area; implement preventive and remedial measures (such as building barriers, warning signs; warnings, reminders...).
The Prime Minister's dispatch also requested inspection of the implementation of drowning prevention measures for children and students by educational institutions, agencies, organizations, and authorities at all levels; and clarification of the responsibilities of leaders in implementing drowning prevention measures in localities.
Among the specific tasks assigned to the Ministry of Education and Training, the Prime Minister noted that educational institutions must implement management and education measures and strengthen coordination between schools and families to manage children and students to prevent drowning.
Along with that, it is necessary to guide and deploy tasks, solutions, educate knowledge and skills to prevent drowning for children and students; promote the movement of teaching safe swimming to students in schools; strengthen propaganda and education to raise awareness and consciousness so that children know and comply with regulations on drowning prevention, especially in places with potential drowning risks to ensure their own safety.
The Ministry of Labor, Invalids and Social Affairs is assigned to strengthen inspection and examination of the implementation of child drowning prevention and control work in localities, especially localities where child drowning frequently occurs. The Central Committee of the Ho Chi Minh Communist Youth Union and the Central Council of the Young Pioneers are assigned to proactively propose and coordinate the implementation of propaganda and education on drowning prevention and control knowledge and skills, and safe swimming lessons for children and students in schools and in residential communities.
Regarding the case of many students drowning in Phu Tho, the Department of Labor, Invalids and Social Affairs of this province has just issued a quick report.
At around 3:50 p.m. on November 18, 10 students rode bicycles and electric bicycles to play in the Red River alluvial area, in Zone 1, Hien Quan Commune, Tam Nong District (Phu Tho Province). Afterwards, 6 students of class 8B, Hien Quan Secondary School (including 3 male students and 3 female students) went swimming in the river and drowned.
Nguyen Quoc H (born in 2011) was able to swim to shore, the remaining 5 children are missing. Up to now, the authorities have searched for Bui Kieu Lan A (born in 2011) and Tran My D (born in 2011) in zone 12, Hien Quan commune. The remaining 3 missing victims: Ha Thi Thu L, Ha Tien D and Le Anh D are being searched for by Phu Tho authorities.
