Speaking at the opening of the Conference, Mr. Nguyen Duc Loi, Permanent Vice President of the Vietnam Journalists Association, said that we are living in the digital age, with an explosion of information, the Vietnamese revolutionary press force is larger than ever; press agencies are growing strongly, currently there are more than 40,000 people working in the press field, most of whom are professional journalists present in all regions of the country, closely following all areas of life and society to promptly and vividly reflect and encourage innovation; discover and set examples of new factors, typical advanced factors, good people and good deeds; fight against corruption, bureaucracy, waste; the role of the press in protecting the Party's ideological foundation, fighting against wrong and hostile views, including the team of reporters of central press agencies stationed in localities.

The Standing Vice President of the Vietnam Journalists Association requested delegates to focus on discussing a number of issues, namely the substantive and objective assessment, the response to implementation, the experience in organizing and launching, the results achieved after 1 year of implementing the construction of a cultural environment in press agencies; promoting the role of press agencies, Journalists Associations; good and creative ways of the Association at all levels, press agencies, and journalists. Point out the shortcomings and limitations, clearly identify the causes. Propose breakthrough solutions so that the emulation movement can truly spread and go deep into the activities of press agencies and the activities of the Vietnam Journalists Association.

Building a cultural environment in press agencies - positive changes in awareness and action

Specifically, Head of the Association's Working Committee Vu Thi Ha assessed the results of responding to and implementing the emulation movement. The Journalists Associations of provinces and cities directly under the Central Government have actively implemented and organized emulation launching ceremonies in press agencies, signed emulation agreements in emulation clusters, branches, journalist clubs, and affiliated journalists; increased the inclusion of press culture content in association activities, conferences, seminars, and talks; linked the building of a cultural environment with the content of training and fostering politics , ethics, expertise, and profession. The Associations have actively responded, practically and effectively implemented the movement to build a cultural environment in press agencies and the culture of journalists; Advise the Party Committee, the Editorial Board of the Newspaper, and the governing body to develop a plan to implement emulation movements in each press agency, and discuss and agree on criteria appropriate to the political tasks of their unit.
Through the emulation movement, many press agencies and all levels of the Association have made positive changes in both awareness and action. Many press agencies have identified prominent and urgent issues to focus on solving, such as: rectifying discipline, work discipline, professional ethics, and promptly correcting inappropriate statements on social networks by a very small number of journalists.

In general, press and radio agencies highly agree with the 6 criteria of Cultural Press Agency, and determine to comply with the law, strictly follow internal regulations, organize professional operating procedures, closely manage the operational activities and behavior of journalists, and prevent the risk of violating professional ethics. In addition, many programs are implemented to foster professional skills and political qualities of journalists in the digital transformation environment, journalism in the 4.0 technology era. Regarding the 6 cultural criteria of journalists, it is determined to uphold noble qualities, civilized behavior and respect humanity in journalistic works and products. Journalists must maintain professional ethics; in contact with the public and colleagues, they must demonstrate a civilized style, the cultural foundation of Vietnamese revolutionary journalists. Be especially careful with statements and posting images on cyberspace.
In addition to the achieved results, the movement to build a cultural environment still has some shortcomings and limitations that need to be overcome soon. The emulation movement has been launched, but some levels of the Association have not implemented it in a timely manner, it is still a formality, and the movement has not been realized in the unit's activities.
At the conference, representatives of the provincial Journalists Associations had many presentations, discussed enthusiastically and frankly and proposed useful and practical solutions to promote implementation in the coming time.
Improve the quality of permanent members, create solidarity in activities
Representatives of the leaders of the Journalists Associations of provinces and cities had many lively and frank discussions and proposed useful and practical solutions.
At the Conference, Ms. Vu Thi Ha - Head of the Association's Working Committee presented a report summarizing 5 years of implementing Decision No. 979-QD/HNBVN on the activities of members who are resident reporters in localities. Accordingly, in the past time, together with the local press force, the resident journalist members have actively propagated, encouraged and motivated people to make efforts to well implement the Party's guidelines and policies, the State's laws and policies; information orientation of the press management and direction agencies, the principles and purposes of press agencies, the Press Law, the Code of Professional Ethics, the Rules for using social networks of journalists, strictly complying with the 6 criteria on journalistic culture; propagating patriotic emulation movements and achievements of the renovation process in the province and city. In particular, the team of resident journalist members has focused on training professional working style and journalistic discipline; being dynamic and creative. Members and resident reporters closely follow the assigned fields, current events, issues, public opinion of readers; state management agencies, and assigned associations have written many articles close to the practical life of the people, actively participated in the fight against corruption, waste and social evils; protected the Party's ideological foundation, fought against the wrong, hostile, fabricated and distorted views and arguments of opportunists and politically dissatisfied elements at home and abroad.
In the Association's activities, resident reporters aim to connect with the local Journalists Association: actively participate in many activities and emulation movements organized by the Vietnam Journalists Association, the Provincial and Municipal Journalists Associations, and the Emulation Clusters of the Provincial and Municipal Journalists Associations; participate in meetings organized by the Association's permanent residence; participate in conferences, seminars, and training in journalism skills and professional ethics for local journalists; Submit works and win many high prizes at the National Press Awards, specialized press awards, and local press awards; participate in projects to support high-quality press works, field trips to create works in many localities; participate in the local Spring Press Festival; participate in cultural and sports activities, and connect with the local Journalists Association to raise funds to support social and charitable activities in the area. Thereby, the Provincial and Municipal Journalists Association has made an important contribution to orienting and educating its members, who are resident reporters in the area, to deeply understand the responsibilities of journalists, to constantly study, cultivate, practice, improve political qualities, professional qualifications, promote professional ethics, dedication, strengthen solidarity, and strive to contribute to building the Vietnamese revolutionary press, towards the 100th anniversary of the Vietnamese Revolutionary Press Day.

In addition to the achieved results, the implementation of Decision 979 on the activities of members who are local resident reporters by the Association at all levels still has some shortcomings and limitations that need to be overcome soon. That is, Decision 979 has been implemented for 5 years, but some Association organizations have not implemented it in a timely manner; it is a formality; The urging, inspection and supervision of the implementation of Decision 979 by some Inter-Associations and Branches have not been close, and have not reported promptly when resident reporters are transferred or change locations; the number of reporters assigned to be in charge of locations, regions or simultaneously in charge of and monitoring many localities have not participated in the activities quite a lot because they are not the target group (not resident reporters), so the Association of Journalists of provinces and cities can only concentrate a small number of resident reporters; The coordination of some local Journalists Associations with press management and direction agencies, representative offices, and local resident press reporters is not regular; mainly through periodic press meetings focusing on important political tasks and events.

New points in the guidelines for implementing the Charter of the Vietnam Journalists Association
The Charter (amended and supplemented) of the Vietnam Journalists Association, consisting of 10 Chapters and 36 Articles, was approved by the 11th National Congress of the Vietnam Journalists Association in Hanoi on December 30, 2021 and took effect under Decision No. 375/QD-TTg dated April 12, 2023 of the Prime Minister on approving the Charter of the Vietnam Journalists Association. On June 5, 2023, Permanent Vice President of the Vietnam Journalists Association Nguyen Duc Loi signed and issued the Guidelines for implementing the Charter of the Vietnam Journalists Association.
In particular, the guidelines clearly state that all levels of the Association need to strengthen the dissemination of the Association's principles and purposes to its members (Article 2), making members clearly aware that the Vietnam Journalists Association is a political - social - professional organization; social and professional characteristics cannot be separated from political characteristics. The new point of Article 4 is that the Vietnam Journalists Association is under the state management of the Ministry of Home Affairs and relevant ministries and branches regarding the Association's fields of operation.

In Chapter II, 7 points are added to Article 6 - Duties of the Vietnam Journalists Association and 4 points are added to Article 7 - Powers of the Vietnam Journalists Association. Accordingly, when organizing the implementation of Chapter II, the Association at all levels should pay attention to regularly updating and thoroughly understanding the Party's guidelines and the State's mechanisms, policies and laws on the press and journalists, continuing to thoroughly understand Directive 43-CT/TW, dated April 8, 2020 of the Secretariat of the 12th Party Central Committee on strengthening the Party's leadership over the activities of the Vietnam Journalists Association in the new situation. Promote the strength of solidarity, consensus, the spirit of building and protecting the prestige of the Association; Proactively coordinate with press agencies, the Association's Inspection Committee and request relevant agencies and organizations to protect the legitimate rights and interests of the Association and its members in accordance with the law and the Association's Charter; Proactively and promptly reward and discipline association organizations and members according to the law and the Association's Charter;...
In Chapter III, Article 8, the Association at all levels should pay attention to preparing documents requesting the Standing Committee to consider and decide on the Editor-in-Chief, Deputy Editor-in-Chief of newspapers and magazines or Directors and Deputy Directors of Radio and Television Stations who have just been promoted, appointed or transferred from other agencies, have not worked as journalists for enough time as prescribed but have a need for admission, in special cases. In addition, only consider admitting Directors and Deputy Directors of stations; Directors and Deputy Directors of centers; reporters with press cards assigned by provincial and municipal Radio and Television Stations to work at district stations, or directly managed by provincial Radio and Television Stations.
