On November 8, in Quang Binh , the Ministry of Science and Technology (MOST) coordinated with the People's Committee of Quang Binh province to organize the Science and Technology Conference for the North Central and Central Coast regions in 2024.
Promoting science, technology and innovation to effectively serve socio -economic development
Speaking at the opening of the Conference, Deputy Minister of Science and Technology Le Xuan Dinh said: Resolution No. 26 of the Politburo has identified the development goals until 2030: “The North Central and Central Coast regions are dynamic, fast and sustainable development regions, strong in marine economy; have synchronous and modern socio-economic infrastructure, high resilience to natural disasters, epidemics and effective adaptation to climate change; have a number of large industrial, service and international cooperation centers of the country with coastal economic zones and coastal urban systems meeting national and regional standards…”.
At the same time, Resolution 26 stated viewpoints on regional development, focusing on: “Promoting economic restructuring associated with growth model innovation, developing blue economy, circular economy suitable to the actual conditions of the region; Developing science and technology, innovation and digital transformation…”.
In nearly 2 years of implementing Resolution 26 of the Politburo, it shows that the science and technology sector has basically been fully implementing the tasks and solutions on science, technology and innovation (S&I) in Resolution 26, which have been specified in the Action Program in Resolution 168 of the Government.
According to the Deputy Minister, Science, Technology and Innovation in the North Central and Central Coastal Region (BTBDHTB) has achieved many important results in the past two years, making practical contributions to socio-economic development, ensuring national defense and security of the Region.
Through the announcement of the Local Innovation Index (PII) in 2023, the content, strengths and weaknesses of each locality have been reflected, in which Da Nang is one of the 05 localities with the leading score in the country (this affirms the role and position of the regional center); the creative startup ecosystem has many improvements, with connections and cooperation between universities, research institutes with industrial zones and enterprises in the region; the system of creative startup spaces, technology supply and demand connection points have been promoted, contributing to promoting technology application and transfer; applied research activities, technology transfer into production and business have been enhanced, contributing to improving quality, competitiveness, creating and developing markets for key products and specialties of each locality in the region; National-level S&T tasks to solve urgent, locally-arising S&T issues to serve socio-economic development are focused on; national-level S&T programs on applied S&T research in localities in the Region are promoted for implementation; work to support enterprises in improving productivity and quality of products and goods, innovating national technology, developing intellectual property, and developing high technology are actively implemented by localities in the Region, achieving many results...

However, according to the Deputy Minister, in addition to the achieved results, science and technology and innovation in the Central Highlands region still face many difficulties and challenges such as: The science and technology potential of many localities in the region is still limited; high-quality human resources, directly participating in applied research and technology transfer activities are still lacking; technology application activities, although having many results, are mainly small-scale, at the scope of model building and still have many difficulties and obstacles in replication and development; lack of large-scale, interdisciplinary and inter-regional research and application tasks to create products according to large value-added chains, strongly affecting the socio-economic development of localities and regions.
The Deputy Minister stated: “In order to continue to actively and effectively deploy science, technology and innovation activities in the Central Highlands and the Central Highlands, to effectively serve the implementation of tasks and socio-economic development goals of each locality and the region according to the orientations in Resolution No. 26 of the Politburo, the Central Highlands and the Central Highlands planning for the period 2021 - 2030, with a vision to 2050; the orientations and directions of the Party, the State, and local authorities on socio-economic development, ensuring national defense and security of each locality..., we should look at, review, and evaluate what has been done; what has not been done, the difficulties and obstacles; and exchange, discuss, remove difficulties and propose solutions to continue promoting and developing science, technology and innovation in the region and in localities in the region, which is really necessary”.
On that basis, the Deputy Minister asked the delegates to propose and recommend solutions to unify actions and implementation in order to develop science, technology and innovation to effectively serve the tasks and goals of socio-economic development, ensuring national defense and security of the region and each locality in the coming period; contributing to effectively implementing the orientations and directions of the Party and State on developing science, technology and innovation to serve the socio-economic development of the country. "Especially solutions on science, technology and innovation to unlock resources, maximize the potential and strengths of each locality and region in all fields...", the Deputy Minister said.
Science and technology create driving force to promote economic development of Quang Binh
According to comrade Doan Ngoc Lam, Permanent Vice Chairman of the People's Committee of Quang Binh province, the North Central and Central Coast regions with 14 provinces and cities are regions with a particularly important strategic role and position in terms of economy, politics, culture, society, environment, national defense, security and foreign affairs, especially in terms of marine economy and national defense and security of the sea and islands of the Fatherland.
Quang Binh is the 9th province in the country to have its Provincial Planning approved by the Prime Minister for the period 2021 - 2030, with a vision to 2050, focusing on 4 economic pillars, 2 growth engine centers, 3 urban centers and 3 economic corridors. Tourism, industry, high-tech agriculture and marine economy are the 4 strategic development pillars of the province that need to prioritize resources to develop both breadth and depth.

In recent times, within the general development of the region and the province, the science and technology sector of Quang Binh has also achieved many clear and positive results and created a strong spillover effect in the province, serving as a driving force for socio-economic development.
The province has focused resources on developing science, technology and innovation in areas where the locality has strengths; encouraged and supported enterprises to research, apply and innovate technology; improved productivity, quality, efficiency and competitiveness; formed product value chains, built brands, traced origins to serve domestic consumption and export orientation... At the same time, the province has focused on implementing programs and projects to promote the application and transfer of science and technology to serve the development of key, unique and advantageous products of the locality; innovated the science and technology management policy mechanism and financial management mechanism; research results gradually became goods welcomed by enterprises; the demand, capacity to receive, absorb and master technology of enterprises have been increasingly improved; the promotion and advertising of science and technology products continue to be promoted.
“Quang Binh province wishes to cooperate with other provinces in the field of science and technology in particular and other fields in general to promote the common development of the region, contributing to the development of science and technology, and the development of the country's economy”, said the Standing Vice Chairman of the Quang Binh Provincial People's Committee.
At the Conference, delegates presented reports on the results of regional science, technology and innovation activities, state management activities on science, technology and innovation in localities; proposed recommendations and solutions from localities to effectively implement the orientations and directions of the Party and State on science, technology and innovation development to serve the country's socio-economic development./.
