The State has mechanisms and policies to mobilize all resources and increase investment in tourism development to ensure that tourism is a key economic sector of the country. The State has policies to develop sustainable tourism, protect nature and the environment, and national cultural values.

Specifically, the State has a policy of mobilizing all resources for tourism development to ensure that tourism becomes a key economic sector of the country. Organizations and individuals doing tourism business enjoy the highest level of incentives and investment support when the State issues and applies policies on incentives and investment support. The State prioritizes funding for activities such as: investigating, evaluating, protecting, embellishing, and developing the value of tourism resources; planning for tourism; promoting tourism, building national and local tourism brands; and building infrastructure to serve tourism development.

Thereby, the State has policies to encourage and support activities related to investment in developing technical facilities and high-quality tourism services; research and orientation for tourism product development; training and development of tourism human resources; investment in developing new tourism products that have positive impacts on the environment, attracting the participation of the community; investment in developing sea and island tourism products, eco-tourism, community tourism, cultural tourism and other specific tourism products; application of modern science and technology to serve tourism management and development.

Develop tourism in areas with tourism potential; use local tourism human resources; invest in forming large-scale complex tourism service areas; a system of duty-free shops and shopping centers to serve tourists. The State has policies to facilitate travel, residence, exit and entry procedures, customs, value-added tax refunds and ensure other legitimate rights and interests for tourists.

In particular, the participation of the community in tourism development such as; being responsible for protecting tourism resources, local cultural identity; maintaining security, order, social safety, environmental protection. At the same time, the community is given favorable conditions to invest in tourism development, restore and promote cultural forms, folk arts, traditional crafts, and produce local goods to serve tourists, contributing to improving the material and spiritual life of local people.

Social and professional organizations in tourism established and operating in accordance with the provisions of the law on associations are responsible for complying with the law and protecting the legitimate rights and interests of their members; participating in the development, dissemination, education, and supervision of the implementation of legal regulations and policies on tourism, participating in tourism promotion, training, and fostering knowledge about tourism; evaluating, consulting, and appraising professional standards, expertise, and service quality for businesses and workers in the tourism industry; building a healthy business environment for members; mobilizing social resources to implement tourism activities in accordance with the provisions of law.

Organize the implementation of professional ethics, mobilize tourism business members to ensure service quality, detect and make recommendations to competent state agencies to handle violations of laws on tourism and environmental protection.

In particular, the tourism environment must be protected, enhanced and developed in a green, clean, beautiful, secure, safe, healthy and civilized direction. Ministries and ministerial-level agencies, within the scope of their tasks and powers, shall issue regulations to protect, enhance and develop the tourism environment. Local authorities at all levels shall take measures to protect, enhance and develop the tourism environment in accordance with local realities.

Organizations and individuals doing tourism business are responsible for collecting and treating all types of waste generated in their business activities; overcoming negative impacts caused by their activities on the environment; taking measures to prevent and combat social evils in their business activities. Tourists, communities and other organizations and individuals are responsible for protecting and preserving the landscape, environment, cultural identity, customs and practices of the nation; behaving in a civilized and polite manner to enhance the image of the country, people and tourism of Vietnam./.
