Overview of the meeting

According to the report of the Provincial Tax Department, the estimated domestic budget revenue for the first 6 months reached VND 4,671 billion, equal to 54.28% of the estimate and decreased by 19.38% over the same period; of which, revenue from non-state enterprises is estimated to decrease by 7.05% over the same period. In terms of total domestic revenue for the first 6 months of 2023, although the estimate is quite good compared to the estimate (54.28%), this is a low level in the past 2 years. By revenue item, 9/16 revenue items have estimated collection progress to be quite good compared to the estimate (over 54% of the estimate) and 4/16 revenue items have increased. There are 7/16 revenue items estimated to be lower than the estimate. Districts, towns and cities are estimated to collect VND 1,874 billion, equal to 55.93% of the estimate (VND 3,350 billion) and decreased by 28.48% over the same period. There are 6/10 localities expected to have good collection progress compared to the estimate (over 55% of the estimate) including: Bac Binh, Ham Thuan Bac, Ham Thuan Nam, Duc Linh, Tanh Linh, Phu Quy...

At the meeting, departments, branches and localities focused on analyzing the difficulties affecting the provincial budget collection situation, discussing solutions to remove difficulties to accelerate budget collection. Chairman of the Provincial People's Committee Doan Anh Dung analyzed and noted the long-term and immediate solutions focusing on increasing budget collection from now until the end of the year: It is necessary to promptly determine specific land prices to collect land use fees and financial obligations to the State. Review land funds to create clean land funds for auction to generate budget revenue. Accelerate the disbursement of public investment capital; along with nurturing old revenue sources, it is necessary to speed up the approval process of new investment projects.

Concluding the meeting, Provincial Party Secretary Duong Van An assessed: Through statistics and analysis of the remaining 6 months of 2023, the local budget revenue situation will still face many difficulties due to the general situation in the world , the whole country and the province. From there, it is predicted that this year the provincial budget revenue will reach the target assigned by the Provincial People's Council Resolution, but not as expected (only 85% compared to 2022). The Provincial Party Secretary requested that it is necessary to analyze and calculate to overcome difficulties and inadequacies to promote the development of production, business, tourism, trade... to create development for the province, thereby creating a source of budget revenue.

Emphasizing that 2023 is a year with many expectations when Binh Thuan hosts the National Tourism Year, it will promote the strong growth of the tourism and service industry, creating a strong spillover effect to other economic sectors. At the same time, the completion of the Dau Giay - Phan Thiet and Phan Thiet - Vinh Hao expressways will facilitate traffic, goods circulation and the military airport is about to be completed, and procedures for building Phan Thiet airport will be implemented... On the other hand, a difficulty has been resolved, in 2023 the province approved the land use planning; a number of localities have approved the land use planning, this is an important basis for approving the investment policy of land-use projects to promote investment, develop production and business...

Therefore, the Provincial Party Secretary requested the provincial tax sector, departments, branches and localities to promote administrative reform, improve the investment and business environment and improve the PCI Index, Par Index, PaPi Index and SiPas Index. At the same time, overcome the bureaucracy, avoidance and pushing in a part of civil servants, agencies, departments, branches and localities; the coordination between sectors is still fragmented and not tight; overcome the internal difficulties of the past time... Pay attention to removing the shortcomings, obstacles and violations of the previous period that are currently hindering the normal operation of enterprises.
