The project has a total investment of 428.8 billion VND, including 16 packages. Of which, the 2 largest packages are Package XL02 for construction of the section Km8+877.68 - Km12+713 and the Suoi Hoc, Cha Lai 1, Cha Lai 2 bridges (package price 281.6 billion VND) and Package XL01 for construction of the section Km0+00 - Km8+877.68 (99.79 billion VND).

This project is part of the goal of developing the transport infrastructure network, aiming at socio-economic development, ensuring national defense and security; contributing to poverty reduction in the district and connecting the center of Nhon Mai and Mai Son communes through Huu Khuong commune (communes in the Ban Ve hydropower reservoir area) to the center of Tuong Duong district.

The bridge construction method - a component of the project to open roads to Nhon Mai and Mai Son communes, Tuong Duong district - encountered difficulties due to the flood level of Ban Ve lake being higher than the average of many years.

Mr. Lo Van Giap, Chairman of the People's Committee of Huu Khuong Commune (Tuong Duong) informed: For a long time, the communes in the lake area including Huu Khuong, Nhon Mai, Mai Son have had many difficulties and hardships due to the lack of roads to the district center. These three communes want to trade with the outside, there are only two ways: by boat on the lake for more than 2 hours or borrow a road through Ky Son district, with a length of 180km. Agricultural products are very difficult to sell, so people's lives are heavily self-sufficient. When the project started, people were very excited because after completion, the deadlock of the communes in the lake area would be broken.

The project has been taking the first steps of investment and construction, but has encountered many difficulties and obstacles. According to the report of the Nghe An Department of Transport - the investor, there are still some difficulties and obstacles affecting the construction progress as well as the disbursement of capital sources that are difficult to ensure as required, leading to the general disbursement rate of the National Target Program 1719 in the locality being low.

The representative of the Project Management Board of Nghe An Department of Transport said: The common difficulty when implementing the project is that the mountainous area is remote, has high hills, and difficult terrain. This leads to many difficulties in implementing the work at the site, such as transporting machinery, equipment, supplies, and materials. The construction unit had to transport supplies and equipment by ferry and boat, which was very costly and difficult.

Another factor that also affects the overall progress of the project is the waiting time for the completion of the environmental impact assessment procedure, which lasted 6 months. Specifically, on November 13, 2023, the Nghe An Department of Transport submitted the project to the Ministry of Natural Resources and Environment for appraisal; but it was not until May 27, 2024 that the Ministry of Natural Resources and Environment approved it.

Notably, most of the projects are implemented on protected forest land, so it takes a lot of time to convert land use and forest purposes. Therefore, the time to carry out site clearance is long and requires many steps and procedures from related units, leading to slow handover of the site to the construction contractor.

Ban Ve upstream wharf - the starting point of the waterway to the communes of the lake area are Huu Khuong, Nhon Mai and Mai Son in Tuong Duong district.

Through our research, there are many other factors affecting the construction progress of this project. The Suoi Hoc bridge component project, a level I project located in the Ban Ve hydroelectric reservoir, is facing a disadvantage due to the water level being constantly high, leading to the construction unit only being able to carry out the lower part for about 4 months during the dry season (from April to July). Meanwhile, the construction unit cannot mobilize large equipment such as barges and bored pile drilling machines into the reservoir to speed up the progress.

As a beneficiary, Tuong Duong district is also very "frustrated" when the investment and construction procedures are prolonged, leading to delays in people's benefits. Chairman of Tuong Duong District People's Committee - Mr. Dinh Hong Vinh shared: We really hope that the Project will be completed soon, put into use, serving the travel, production and trading needs of people in the communes in the reservoir area, which are currently facing difficulties. With the current progress, the Project will not be completed by the end of the 2021-2025 period.

With the current difficulties and construction progress, the project to open new roads to commune centers for communes that do not have roads from the district center to the commune center will be difficult to complete as planned. Thus, the target and goal by 2025, 100% of communes have car roads to the commune center of the district will not be possible to achieve.
