On the afternoon of February 2, Comrade Pham Minh Chinh, Politburo member, Prime Minister, Head of the Government's Steering Committee for Administrative Reform (PAR) chaired the seventh meeting of the Steering Committee to evaluate the results of implementing PAR in 2023, and the direction and tasks for 2024. The meeting was connected online to 63 provinces and cities nationwide.

Presenting a report at the meeting, Minister of Home Affairs Pham Thi Thanh Tra said: In 2023, with the motto "Solidarity, discipline, flexibility, innovation, timeliness and efficiency", the Government and the Prime Minister have closely and resolutely directed, creating momentum and strong changes in the organization and implementation of administrative reform work of the entire administrative system and achieved many important results, on all contents, focusing on building and perfecting institutions, reforming administrative procedures (TTHC), digital transformation; improving administrative discipline and order; removing institutional and administrative procedure bottlenecks that are hindering socio-economic recovery and development.

Ministries, branches and localities have closely followed the reality and direction of the Government and the Prime Minister, proactively and determinedly organized and effectively implemented assigned tasks; issued thousands of documents to direct, urge and thoroughly implement the proposed administrative reform tasks.

In particular, regarding institutional reform, ministries and branches have advised and submitted to the Government for promulgation 92 Decrees and issued under their authority 372 Circulars; Provincial People's Councils and People's Committees have issued 3,427 legal documents; District People's Councils and People's Committees have issued 2,098 legal documents to regulate newly emerging socio-economic relations, including many documents directly related to administrative reform.

Regarding administrative procedure reform, the Prime Minister approved a plan to reduce and simplify 144 business regulations (BRO) under the management of 5 ministries and agencies. Ministries and agencies have reduced and simplified 628 BRO in 53 legal documents, bringing the total number of BRO cut and simplified from 2021 to present to 2,770 BRO in 224 legal documents, reaching 17.53%.

Along with the above results, the arrangement, consolidation of the organizational apparatus and the completion of regulations on job positions in agencies and organizations in the political system continue to have clear changes. Regarding the task of building and developing e-Government and digital Government, which was directed by the Government and the Prime Minister, ministries, branches and localities have implemented it synchronously, drastically and achieved many positive results. According to the report of the Government Office, in 2023, the rate of online records of ministries and branches will reach 30.4%, an increase of 1.4 times compared to 2022; localities will reach 37.4%, an increase of 3.7 times compared to 2022...

At the meeting, delegates discussed and clarified the advantages and difficulties in administrative reform; shared experiences and requirements in the coming time. At the same time, they proposed and agreed on many solutions to promote administrative reform in the coming time, such as: Continuing to promote the review and promulgation of specific and practical solutions and creating strong breakthroughs to improve the effectiveness of administrative reform tasks assigned by the Government and the Prime Minister. Promoting administrative procedure reform to facilitate people and businesses, continue to improve the investment environment, and enhance national competitiveness. Strengthening the review, reduction, and simplification of administrative procedure processes, regulations, and business conditions, ensuring substance and efficiency on the basis of taking people and businesses as the center. Continuing to promote the reform of the civil service regime, improving discipline and administrative discipline in the activities of agencies, organizations, units, and cadres, civil servants, and public employees. Organize and strictly and effectively implement new mechanisms and policies in the management of cadres, civil servants, and public employees...

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts of ministries, branches and localities that have actively implemented administrative reform with many positive results. The Prime Minister also analyzed and pointed out the shortcomings and limitations in administrative reform work in the past time, the causes of the shortcomings and limitations and the lessons learned. In particular, the Prime Minister emphasized a number of shortcomings and limitations related to the direction and management work, which at times and in some places is not drastic; the role and responsibility of heads of agencies, units and localities have not been fully promoted; mechanisms and policies in some areas are still overlapping; the responsibility for performing public duties of a number of cadres, civil servants and public employees is not high, they still push the blame, avoid responsibility, are afraid of responsibility, afraid of mistakes...

Regarding the tasks for 2024, the Prime Minister directed ministries, branches and localities to continue to uphold the spirit and responsibility to promote the effective, synchronous and comprehensive implementation of 6 administrative reform contents, namely institutional reform, administrative procedure reform, reform of the State administrative apparatus, reform of the civil service regime, public finance reform and the construction and development of e-Government and digital Government, creating breakthroughs for development.

The Prime Minister emphasized: Regarding institutional reform, it is necessary to focus on removing difficulties and obstacles to facilitate production and business activities. Regarding administrative procedure reform, it is necessary to strengthen the review, reduction and simplification of administrative procedure processes and regulations. Regarding the reform of the State administrative apparatus, it is necessary to focus on building a streamlined, effective and efficient administrative apparatus, improving the implementation capacity of cadres, civil servants and public employees. Regarding the reform of the civil service regime, it is necessary to strengthen discipline, administrative discipline, office culture, civil service ethics and responsibility of civil servants. In public finance reform, it is necessary to effectively increase revenue, reduce regular expenditures, and fight against negativity and corruption. Regarding the construction and development of e-Government and digital Government, the Prime Minister noted that ministries, branches and localities should focus on the task of digital transformation, enhancing connectivity and data sharing in handling administrative procedures to better serve people and businesses.

The Prime Minister requested members of the Steering Committee, ministries, branches and localities to continue promoting their roles and responsibilities in performing assigned tasks; effectively implementing decentralization, delegation of authority, individualization of responsibilities, and promoting the role of leaders.

Prime Minister Pham Minh Chinh also assigned specific tasks to ministries, branches and localities in improving the effectiveness of administrative reform and requested members of the Steering Committee, ministries, branches and localities to proactively coordinate closely in the process of implementing assigned tasks to promote administrative reform, improve the investment and business environment, create the best and most favorable conditions for people and businesses, contributing to promoting socio-economic development.
