To put the Law into practice, on December 31, 2021, the Provincial People's Committee issued Plan No. 257/KH-UBND, which identified 4 key contents and assigned specific responsibilities to departments, branches, sectors, and local People's Committees for implementation. On that basis, the province has organized many thematic conferences on crime prevention and control, drug abuse; at the same time, implementing the Law on Drug Prevention and Control 2021, thereby promptly removing difficulties and obstacles in the initial stage, especially in determining drug addiction, improving the effectiveness of law enforcement.
In parallel with the implementation of the general plan, the Provincial People's Committee also issued many high-point plans such as: general review and statistics of drug addicts and illegal drug users; making records to send subjects to the Provincial Drug Rehabilitation Center and post-rehabilitation management (in 2021, 2023); plan to build "Drug-free communes, wards and towns" in the province. These plans are implemented in conjunction with Directive 36-CT/TW dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat work and the Drug Prevention and Control Program for the period 2021-2025.
The organization of training and propaganda on the Law on Drug Prevention and Control has been widely implemented; focusing on the work of preparing records for applying drug addiction treatment measures; managing drug addicts, illegal drug users and post-drug addiction patients; on legal regulations in general and regulations on management, purchase and sale of addictive drugs, psychotropic drugs, precursors and combinations in particular; answering difficulties and problems in implementing the Law on Drug Prevention and Control and documents guiding its implementation.
In addition, the Provincial Party Standing Committee issued Directive No. 32-CT/TU dated May 5, 2023 on strengthening drug prevention, control and combat in the new situation; the Provincial People's Council passed Resolution No. 314/2020/NQ-HDND dated December 9, 2020 on a number of tasks and solutions to improve the quality of crime and social evil prevention and control work in the 2021-2025 period, which sets out specific goals and targets for drug prevention and control. This system of synchronous directive documents has created a legal foundation and unified orientation for the entire province in drug prevention and control work.
In particular, Quang Ninh province has set aside many specific mechanisms and policies to enhance the effectiveness of drug prevention and control. Since 2020, the Provincial People's Committee has allocated over 200 billion VND from the public budget to carry out this work, including support for drug addiction treatment policies, post-treatment management, and support for specialized forces to fight drug crimes. This is an important resource, contributing to improving the effectiveness of drug prevention, treatment, and crime prevention activities.
In the field of fighting and handling crimes, the functional forces of Quang Ninh have promoted their specialized and core roles, closely coordinated and sought the help of the people in providing information and denouncing crimes. Thanks to that, many professional measures have been deployed promptly, firmly grasping the situation, resolutely preventing criminals from taking advantage of Quang Ninh as a drug transit point, and at the same time preventing the formation of complex points and gathering places.
From 2020 to present, the province has detected and handled 3,673 cases with 8,205 drug-related criminals. Of which, the authorities have prosecuted 3,443 cases with 6,017 criminals, seizing hundreds of kilograms of various types of drugs. Many cases and special projects go beyond the local scope, with close coordination with the Ministry of Public Security and other localities, successfully destroying inter-provincial, transnational, national and international networks and gangs.
To date, the province has implemented the construction of “drug-free communes, wards and towns” in 78 areas, of which 44 areas have been cleaned and 34 areas have been kept clean sustainably. This is a result demonstrating the determination of the political system as well as the consensus of the people in building a safe, healthy, drug-free living environment.
The results achieved after 3 years of implementing the 2021 Law on Drug Prevention and Control affirm Quang Ninh's determination to control, prevent and gradually push back drug abuse. This is an important basis for maintaining security and order, building a safe and healthy living environment and promoting the province's socio-economic development.
