National Assembly Chairman Vuong Dinh Hue signed to certify Resolution No. 109 on continuing to implement a number of Resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision and questioning.

The National Assembly highly appreciated the efforts of the Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuracy , the State Audit, ministries and relevant agencies in implementing the Resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision and questioning.

The implementation of the National Assembly's Resolutions has been carried out seriously and responsibly by the agencies, with many synchronous solutions, creating positive changes and achieving specific results in most areas, contributing significantly to the successful implementation of the annual socio -economic development tasks, goals and targets according to the National Assembly's resolutions.

However, the implementation of some Resolutions is still slow, some contents and targets in the Resolutions are not completed, do not meet requirements, are slow to change or still have difficulties and problems, which need to be overcome, removed and resolved in the coming time.

The National Assembly requested the Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, ministries and relevant agencies to continue to resolutely, synchronously and comprehensively implement the resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision, questioning, and overcoming shortcomings and limitations in each field.

In the field of planning and investment , the National Assembly requested to continue reviewing legal documents, promptly removing difficulties and obstacles, and promoting production and business.

Promote economic restructuring, innovate the growth model, effectively implement solutions to create an open, equal and favorable investment environment to promote the development of enterprises, cooperatives and business households; focus on promoting the leading role of large cities and growth poles to increase labor productivity, improve the quality and efficiency of the economy.

Prioritize and focus on improving growth quality, creating jobs, livelihoods, and increasing income for workers on the basis of maintaining macroeconomic stability, ensuring major economic balances, ensuring social security, and improving social welfare.

Have timely solutions to remove difficulties and obstacles, speed up progress, strive to complete the approval of national sector planning, regional planning, and provincial planning in the first 6 months of 2024; publicize and make information on planning transparent.

In the financial sector , continue to improve the law on management and use of public assets and the State budget. Promote the development and implementation of the connection of the specialized public asset database with the national database on public assets, creating favorable conditions for data exploitation by elected agencies; strengthen inspection, examination and handling of violations in the management and use of public assets, especially the bidding for public asset procurement; promptly issue or propose to issue policies and completely resolve surplus public assets after the rearrangement of district and commune-level administrative units.

Speed up the equitization and divestment process in enterprises, ensure the principles of equitization of weak and loss-making enterprises, and prevent loss, waste, and corruption of State capital and assets.

Tightly control the ratio of budget deficit, public debt, government debt, national foreign debt, debt repayment obligations... within allowable limits, continue to advise on solutions to improve national credit.

In the banking sector , it is recommended to improve the laws on currency, banking activities, restructuring and handling bad debts, and collateral of bad debts; especially the mechanism to encourage investors to participate in handling collateral and buying and selling bad debts. There are solutions to strictly control and strictly handle the situation of cross-ownership of organizations and individuals in credit activities, and the situation of "backyard" enterprises of credit institutions.

Continue to remove difficulties and obstacles, reduce administrative procedures, increase access to credit capital for people and businesses; ensure safe operations of the banking system.

Ensure adequate vaccines and maintain vaccination rates

In the health sector , promptly issue full and detailed regulations and implement the Law on Medical Examination and Treatment; promptly submit to the National Assembly for consideration and amendment of the Law on Health Insurance to synchronize and unify with the Law on Medical Examination and Treatment in 2023 and in accordance with practical requirements; promptly review, amend and supplement legal documents in the health sector to overcome shortcomings and difficulties, especially in payment and settlement of costs for Covid-19 prevention and control.

Continue to promote disease prevention and control, invest in medical examination and treatment facilities, and protect people's health, especially in densely populated areas, disadvantaged areas, industrial parks, and high-tech zones. Strictly ensure that at least 30% of the health budget is allocated to preventive medicine.

In 2024, there will be a plan to completely resolve difficulties and shortcomings, soon put Viet Duc Hospital and Bach Mai Hospital 2 in Ha Nam province into operation and have a solution to completely resolve the shortage of drugs and medical supplies at public hospitals. Ensure adequate vaccines and maintain the vaccination rate at over 90% for all vaccines in the Expanded Immunization Program.

The National Assembly also requested agencies to continue to resolutely, synchronously and comprehensively implement the resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision, questioning, overcoming shortcomings and limitations in the fields of: industry and trade, agriculture and rural development; transportation; construction; natural resources and environment; information and communications; labor, war invalids and social affairs; culture, sports and tourism...

The Resolution clearly states that the Government, Prime Minister, Ministers, Heads of ministerial-level agencies, Chief Justice of the Supreme People's Court, Chief Procurator of the Supreme People's Procuracy, State Auditor General, relevant agencies and organizations, People's Councils, People's Committees of provinces and centrally run cities, within the scope of their tasks and powers, are responsible for implementing the Resolution; developing plans to implement the Resolution and reporting to the National Assembly on the implementation of the Resolution at the following Sessions.

The National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the National Assembly delegations, and National Assembly deputies, within the scope of their duties and powers, are responsible for supervising the implementation of this Resolution and recommending that the National Assembly consider the responsibilities of individuals and relevant agencies that fail to fulfill the National Assembly's requirements at the year-end session of the last year of the term of the 15th National Assembly.

The Central Committee of the Vietnam Fatherland Front and its member organizations, within the scope of their tasks and powers, are responsible for supervising and mobilizing all classes of people to implement this Resolution .
