With the goal of ensuring safe and smooth traffic, prolonging the life of the project, and saving costs, in directing the management and maintenance of traffic infrastructure, the Department of Transport has focused on directing specialized units to strengthen inspection and maintenance work, promptly detect damage for early repair and correction. In the field of roads, the Department has granted construction permits within the road safety corridor according to the decentralization to ensure compliance with regulations; proposed treatment works, ensuring traffic on provincial roads. Directed units to coordinate with the Economic and Infrastructure Department of districts, the Urban Management Department of Nam Dinh city to update road data in 2024; prepare investment procedures related to the Investment Project for construction of people's bridges and management of local road assets (LRAMP-F0). Coordinate with relevant units to inspect the site of national highways under their management, propose measures to handle restrictions to ensure traffic; Inspect investors and contractors licensed by the Department of Transport; guide and urge the People's Committees of districts and Nam Dinh city to implement the management, maintenance and protection of road traffic infrastructure on routes according to the management hierarchy. Coordinate with the Provincial Construction Investment Project Management Board to direct relevant units to promptly implement construction and hand over and put into use some sections of the provincial road 485B and coastal road construction project; conduct traffic safety inspections before putting into operation and use the coastal road and provincial road 485B...
In the field of inland waterways, the Department has handed over documents to the People's Committees of districts and Nam Dinh city and guided specialized units at the district level on the management of new issuance and re-issuance of operating licenses for cross-river passenger terminals and inland waterway terminals according to the provisions of Decree No. 06/2024/ND-CP dated January 25, 2024 of the Government. Coordinate with relevant units to advise and submit to competent authorities to establish and organize the operation of two new ferry terminals: Kinh Lung terminal on provincial road 485B and Ninh My terminal on provincial road 488C. Urge the management unit of river-crossing terminals to do a good job of ensuring safety and smooth traffic at ferry terminals directly managed by the Department of Transport. In the railway sector, the Department continues to coordinate with localities where railways pass through and relevant units to implement Plan No. 66/KH-UBND dated July 28, 2020 of the Provincial People's Committee on ensuring order in traffic safety corridors and thoroughly handling self-opened paths across railways according to Decision No. 358/QD-TTg dated March 10, 2020 of the Prime Minister ; regularly improve the quality of work to ensure railway traffic safety order in the province.
The Department has carried out 184 appraisal results, participated in giving opinions on appraisal of traffic construction projects in the area to ensure economic and technical aspects; announced the results of the inspection of the acceptance of completed 3 projects; participated in giving opinions related to the policy of establishing, adjusting, and appraising investment proposal reports for projects with 122 documents. Proactively advised the Provincial People's Committee to propose the Ministry of Transport and central ministries and branches to submit to the Government the investment plan for the Ha Nam - Nam Dinh Expressway Construction Project (CT.11). Along with that, the Department has organized project management to ensure quality and progress according to the signed contract for the renovation and upgrading of Vop 1 Bridge and Vop 2 Bridge on Vop River, Giao Thuy District. Actively and proactively work with relevant units to submit to the Provincial People's Committee and Provincial People's Council for approval of investment policies for 2 projects: Handling traffic safety at intersections on the provincial road system and Handling traffic safety at locations with schools on provincial roads. Coordinate and urge the Compensation and Site Clearance Councils (GPMB) of districts to focus on implementing the GPMB work, basically completing and meeting the required progress of the projects: Ben Moi bridge; Dong Cao bridge; Nam Dinh - Lac Quan new road project - Coastal road; Ninh Binh - Hai Phong expressway project through Nam Dinh and Thai Binh provinces.
Regarding the regular management and maintenance of national highways, provincial roads, and inland waterways, the Department has completed the selection of contractors for 6 packages of regular management and maintenance of traffic infrastructure (2 packages of regular management and maintenance of national highway systems, 4 packages of regular management and maintenance of local roads). Regularly urge units to carry out the management and maintenance of roads in accordance with the signed contracts. Coordinate with local authorities and competent agencies to strengthen patrols, inspections, detect and promptly handle damages or acts of encroachment on road works, encroachment, and illegal use of road land causing traffic safety loss. Develop plans, prepare materials, equipment, and arrange permanent staff and leaders to carry out traffic assurance work, promptly repair damage to road works at points where traffic jams often occur, ferry terminals, and pontoon bridges for timely handling, ensuring smooth traffic. The periodic repair work of the national highway system ensures progress. For the 12 projects according to the 2024 plan assigned by the Ministry of Transport, up to now, the results of contractor selection for 11 projects (including 11 construction packages and 11 supervision consulting packages) are being appraised and approved. The design documents for construction drawings and estimates for the project to handle potential traffic safety points from Km101+875-Km103+057 on National Highway 21B are being completed. The 2025 national highway maintenance plan has been completed and approved by the Vietnam Road Administration, and submitted to the Ministry of Transport for approval of the 2025 maintenance plan, in which the Nam Dinh Department of Transport has proposed 14 project categories with a total investment of 106.5 billion VND.
In the last months of 2024, the Department of Transport directed to strengthen the application of technology in road maintenance management (GovOne road maintenance inspection and monitoring management software; road asset management software (RAMS); bridge management software on national highways (VBMS); software for management, use and exploitation of the road surface condition management system (PMS))... to proactively manage, closely monitor road maintenance work quickly, promptly and accurately. Focus on reviewing and prioritizing the handling of "black spots", potential traffic accident risk points, recommendations on inadequacies in traffic organization work of the police force and voters of localities to contribute to reducing traffic accidents during operation. First of all, strengthen regular maintenance work (painting, adding signs, markers,...), promptly repair damage, ensure smooth traffic, serve the travel needs of the people. Strengthening the management of maintenance quality and applying new technology and new materials in road repair activities. Regularly updating and compiling statistics on the transport infrastructure system in the province to serve the management, construction and maintenance work.
