
Impressive budget collection
In 2021, despite being heavily affected by the COVID-19 pandemic, the city's tax sector still exceeded the budget revenue estimate with VND 36,600 billion, an increase of nearly 12% over the previous year. Hai Duong province (before the merger) also recorded record results in 2021, with total domestic revenue reaching VND 18,404 billion, exceeding the estimate by 68%.
From 2022 to 2024, state budget revenue in the old Hai Phong area maintained impressive growth momentum. Specifically, in 2022, revenue reached 38,368 billion VND, equal to 120.9% of the estimate. By 2024, total budget revenue increased sharply to 50,068 billion VND, ranking third in the country after Ho Chi Minh City and Hanoi , reaching 133.2% of the estimate assigned by the Central Government. At the same time, the tax sector of Hai Duong province (old) also recorded outstanding results, in which in 2024 alone, domestic budget revenue reached 26,154 billion VND for the first time, an increase of 36.1%.
In the period of 2021 - 2025, the total state budget revenue of Hai Phong city is estimated to reach more than 340,000 billion VND. If land use fees and land rent are deducted, domestic revenue will still reach about 220,000 billion VND, with an average annual growth rate of more than 12%. Each year, the city collects an average of 68,000 billion VND, 1.82 times higher than the period of 2016 - 2020.
In the first 9 months of 2025 alone, domestic budget revenue reached VND 80,856.28 billion, equal to 108.3% of the central government's estimate and 97.4% of the annual scenario. Compared to the same period last year, it increased by 41.4%. Of which, revenue from land use is estimated at VND 35,196.85 billion, equal to 133.6% of the estimate, up nearly 90% over the same period. Many other revenue items achieved high results such as: capital recovery and profits, non-state sector, other budget revenue, personal income tax.
Mr. Nguyen Tien Truong, Head of Hai Phong City Tax, said that the impressive increase in budget revenue in the period of 2021 - 2024 and the first 9 months of 2025 created a solid foundation for the city to be proactive in investing in urban development, transport infrastructure, implementing social security policies, and improving people's lives. The increased revenue contributed to completing the socio-economic targets according to the Resolution of the 16th City Party Congress, term 2020 - 2025.
Effectiveness from competition

Over the past 5 years, closely following the assigned functions and tasks and responding to emulation movements launched by the Government, the Ministry of Finance as well as the City People's Committee, the Hai Phong tax sector has proactively built and organized many extensive emulation movements with high efficiency.
The content and targets of the emulation movement are all linked to the tasks, suitable to the locality and reality of each unit and individual. Every year, Hai Phong City Tax Department sets out specific emulation content and themes, closely following the core tasks. In 2025 alone, the emulation theme throughout the entire city's tax sector is "Discipline, responsibility; proactive, timely; streamlined, effective; innovative, creative, excellently completing tax work goals and tasks, making achievements to celebrate the 80th anniversary of the Vietnam Tax Sector's Traditional Day".
In order for the emulation movements to bring about clear results, 100% of agencies and units signed a commitment to implement. Every month and every quarter, the City Tax Department organizes a preliminary and final review to draw experience, promptly commending and rewarding collectives and individuals who have performed well in the movements. In particular, the emulation movements are all associated with the campaign "Studying and following the ideology, morality and style of Ho Chi Minh", promoting the spirit and responsibility of each cadre, party member and civil servant, promoting creativity and initiative in performing tasks. In addition, the work of innovating the content and form of emulation is focused on, ensuring that the movements are close to the core tasks of each stage, focusing on "weak links, difficult tasks", when there are changes in tax management policies.
The emulation movement is the driving force for the collective of cadres and civil servants to strive to overcome difficulties and strive to complete targets and contents at the highest level. The city tax department synchronously deploys many solutions such as: strengthening the management of state budget collection, ensuring correct, full and timely collection; supporting businesses; managing business households and individuals; stepping up tax inspection and examination, not leaving out revenue sources, resolutely collecting tax arrears; creating a fair and transparent business environment...
With the motto of “taking taxpayers as the center of service”, Hai Phong tax sector also promptly implements new tax policies; supports and resolves difficulties for businesses and people in many direct and online forms. This not only improves service quality but also helps build taxpayers’ trust in tax authorities.
Through emulation movements, the city's tax sector has not only achieved impressive results in budget collection but also continued to promote administrative reform, taking taxpayer satisfaction as a measure of effectiveness. Standardization of tax management data is also a bright spot in the emulation of the whole sector. Clearly defining the role of data in management, the sector has focused on building a "correct, sufficient, clean, and alive" database, with a standardization rate of more than 90% for organizations, enterprises and business households...
Mr. Nguyen Tien Truong affirmed that the patriotic emulation movement is truly a strong driving force to help cadres and civil servants in the entire industry promote a sense of responsibility, initiative, creativity, and perform well the task of collecting budget, contributing to the strong development of the city.
