On May 31, 1990, HODECO was a state-owned enterprise established under Decision No. 262/QDUB of the People's Committee of Vung Tau-Con Dao Special Zone. In 2001, the company was equitized with a charter capital of more than VND 20 billion, of which the State held 40%. In 2007, HODECO officially listed its shares on the Ho Chi Minh City Stock Exchange with a charter capital of VND 81 billion. After that, the charter capital continued to increase steadily over the years. By 2024, the company's charter capital had reached more than VND 1,783 billion.

The company operates in the fields of housing business; investment in construction and port business; construction and development of housing, urban residential areas, industrial parks; construction and installation of civil, industrial and traffic works; management and operation of real estate trading floors; real estate brokerage and valuation; management and operation of apartment buildings, etc.
