The Department of E-commerce and Digital Economy supports businesses to promote digital transformation. Ensuring an organic relationship between e-commerce development and consumer rights.

E-commerce and digital economy develop rapidly

Recently, in Hanoi, the Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ) held a Conference to summarize 2023 and deploy tasks for 2024.

Presenting the Report on the results of implementing tasks in 2023 and the plan for implementing tasks in 2024 at the conference, Ms. Le Hoang Oanh - Director of the Department of E-commerce and Digital Economy said that in the past year, the Department of E-commerce and Digital Economy has achieved outstanding results.

Specifically, about the activities E-commerce has had a breakthrough development, growth is among the top in the world .

"Vietnam's retail e-commerce scale in 2023 is expected to reach 20.5 billion USD, an increase of about 4 billion USD and equivalent to 25% compared to 2022. Notably, e-commerce has accounted for nearly 70% of the digital economy. This proves that e-commerce is the biggest driving force behind the country's digital economy," said Ms. Oanh.

Regarding digital transformation activities and building a digital government, over the past year, the Department has made a breakthrough mark. Under the direction of the Minister and the Ministry's leaders, from a consistent perspective of taking businesses and people as the center of service, the Ministry of Industry and Trade is ranked first among ministries and branches serving people and businesses in performing administrative procedures and providing public services.

At the same time, in the past year, the Department has implemented many activities to develop e-commerce such as: Drafting legal documents; managing the implementation of e-commerce; organizing promotional events, promoting the development of e-commerce; training; international cooperation on e-commerce.

In addition, the Department has also implemented a series of effective tasks in implementing Digital Government such as: Drafting legal documents with the consultation on the issuance of 22 documents in 2023 on administrative reform, Digital Government; orienting Digital Government in building a set of indicators to assess digital transformation of the Ministry of Industry and Trade; administrative reform activities such as digitizing administrative procedures, operating public service portals, connecting public service portals - national single window mechanism, connecting with national public service portals.

"Regarding the activities of the Ministry of Industry and Trade, the Department also contributes significantly to the good management of the internal operating system of the Ministry of Industry and Trade; ensuring network information safety and security" - said the Director of the Department of E-commerce and Digital Economy.

In addition to the achievements, Ms. Le Hoang Oanh also pointed out the remaining difficulties in developing e-commerce: Firstly, the infrastructure is still weak, network security is not guaranteed. The issue of delivery network, warehouse, logistics, especially delivery to remote areas is still a big challenge.

Second, the use of cash is still not popular, which is also a factor hindering the development of e-commerce.

Third, the problem of counterfeit, fake, poor quality goods, and goods that violate intellectual property rights is quite common in the e-commerce environment. This has affected consumer confidence in online shopping.

Fourth, human resources to serve e-commerce are still lacking and limited.

Proposing orientations and solutions to promote e-commerce and digital economy activities to develop more strongly in 2024 and the coming years, Ms. Le Hoang Oanh emphasized: “The Department will focus on developing e-commerce according to the following goals: Protecting consumer rights; strengthening regional connectivity; green and sustainable development; narrowing the gap between localities and regions through digital platforms. At the same time, promoting digital transformation in many areas of the Ministry; building a digital government in accordance with the motto of 4 no - 4 yes; fundamentally innovating management and operation methods, serving people and businesses; building effectively interconnected database systems ”.

At the conference, representatives of the Department's functional departments also presented their opinions on the implementation of e-commerce activities, digital transformation and e-Government development at the Ministry of Industry and Trade in 2023. At the same time, representatives of the units also made proposals, recommendations and solutions to improve the quality and efficiency of e-commerce management, implement digital transformation and promote e-Government at the Ministry.

6 key tasks

Speaking at the conference, Minister of Industry and Trade Nguyen Hong Dien highly appreciated the results achieved by the Department of E-commerce and Digital Economy in 2023.

"2023 is a year of many difficulties and challenges for the country's economy, especially for the Industry and Trade sector. In that difficult context, the Industry and Trade sector in general and the Department of E-commerce and Digital Economy in particular have achieved the results reported, which is a great and remarkable effort" - Minister Nguyen Hong Dien said.

Besides the achievements of the Department, at the conference, Minister Nguyen Hong Dien also pointed out a number of limitations stemming from many subjective and objective causes.

Specifically, the issue of awareness of digital transformation in some units under the Ministry has not been focused on, so the implementation has not been drastic; not active in building databases; coordination between units in the Ministry is not effective; facilities and infrastructure for individuals and units are still lacking in synchronization; legal regulations, regulations and rules of the industry for digital transformation and e-commerce development of the Ministry also have many limitations.

In the coming time, to effectively carry out the tasks and directions set out in 2024, Minister Nguyen Hong Dien requested the Department of E-commerce and Digital Economy to carry out 6 key tasks including:

Firstly, it is necessary to continue raising awareness, not only within the Department of E-commerce and Digital Economy but also contributing to raising awareness for leaders and officials of the whole industry to see the importance of digital transformation, e-commerce development in the new period, enhancing the responsibility of the whole industry, creating high political determination in organizing the implementation of tasks in this field.

Second, it is necessary to urgently research, propose amendments, supplements or promulgate new regulations and rules or recommend promulgating new ones, amending and supplementing legal documents that are no longer suitable for the digital transformation field in general and the digital transformation activities of the Industry and Trade sector in particular.

Advise and propose the issuance of new legal regulations and industry regulations for e-commerce activities to limit weaknesses and violations of the law in the e-commerce environment, and limit information disclosure and leakage in the process of applying information technology in the activities of the industry and the Ministry.

Third, focus highly from the Department and spread to the units under the Ministry on the application of information technology in all areas of the Ministry's operations. Wherever there are management activities of the Ministry of Industry and Trade, of the functional units under the Ministry, technology can be applied to improve productivity, quality and efficiency of the industry's operations. Focus on coordinating with units under the Ministry to build a shared database, Big data, make efforts in all aspects to connect and share data between units under the Ministry, between the Ministry and the Government, share with ministries, branches, localities and the whole society.

Fourth, it is necessary to continue to advise the Ministry to upgrade facilities, especially hard infrastructure which is equipment systems and soft infrastructure which is software and technology applications. It is necessary to upgrade the system synchronously;

At the same time, it is necessary to focus on training and fostering human resources, taking care of, upgrading and fostering professional skills for officials and to develop and propose mechanisms to strengthen inspection, supervision and handling of violations by units and individuals in the implementation of digital transformation and e-commerce development.

Officials, civil servants, public employees and workers of the Department attended the conference.

Fifth, continue to coordinate with competent authorities to apply measures to ensure absolute information security; propose technical and legal mechanisms and solutions to effectively combat all types of crimes in the e-commerce environment. Strengthen coordination with units under the Ministry in promoting the role of state management, and do a good job of propaganda for the whole society to understand the efforts of the unit and the Ministry.

Sixth, pay attention to party work, political work, promote the role of party committees, party organizations, institutions in the unit, from trade unions, youth unions. Set an example for the leaders of the Department, leaders of units under the Department, cadres, party members, and key cadres. Focus on ideological work, pay attention to the material and spiritual life of workers from planning, training, fostering, rotating, promoting cadres...

Receiving the Minister's instructions at the Conference on 5 causes as well as 6 tasks, Director of the Department of E-commerce and Digital Economy Le Hoang Oanh said that, on that basis, the Department will try to build a plan for 2024 to achieve efficiency in e-commerce, digital economy, as well as national e-commerce development in general and especially digital transformation and digital government of the Industry and Trade sector in particular.
