Standing Committee of Hai Phong City People's Council works with Standing Committee of Hai Duong Provincial People's Council

The Standing Committee of Hai Phong City People's Council and the Standing Committee of Hai Duong Provincial People's Council worked on the contents of merging the two localities.

On the afternoon of April 26, at the Hai Phong City Convention Center, the Standing Committee of the Hai Phong City People's Council worked with the Standing Committee of the Hai Duong Provincial People's Council to implement Conclusion No. 555 dated April 21 of the Standing Committee of the Hai Phong City Party Committee and the Standing Committee of the Hai Duong Provincial Party Committee on the project to merge Hai Duong province and Hai Phong city; preparation work for the Hai Phong City Party Congress after the merger, term 2025-2030 and some other important contents.

Comrade Pham Van Lap, member of the Standing Committee of the City Party Committee, Chairman of the People's Council of Hai Phong City, approved a number of issues agreed upon between the Standing Committees of the People's Councils of the two localities during the working session.

Attending the conference were comrades: Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province; Pham Van Lap, Member of the Standing Committee of the City Party Committee, Chairman of the Hai Phong City People's Council; Nguyen Thi Ngoc Bich, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Hai Duong Provincial People's Council; Bui Duc Quang, Member of the City Party Committee, Vice Chairman of the Hai Phong City People's Council; Nguyen Thi Viet Nga, Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Hai Duong province and leaders of the People's Councils of the two localities, leaders of the Department of Construction of Hai Phong City.

Speaking at the meeting, comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province acknowledged the urgent and effective participation of the People's Council in building and implementing the project to merge the two localities.

At the conference, delegates listened to reports on activities, results of reviewing and evaluating specific mechanisms and some tasks in the coming time of the People's Council of Hai Phong City, Hai Duong Province; supervision activities of People's Council committees, People's Council delegation groups...

According to the conference conclusion announcement, The Standing Committee of Hai Phong City People's Council and the Standing Committee of Hai Duong Provincial People's Council agreed on key tasks in the coming time.

Accordingly, the two sides will continue to coordinate with relevant agencies to review and inspect legal documents issued by the People's Councils of the two localities that are still in effect to propose adjustments or abolish overlapping, contradictory or no longer appropriate documents.

Comrade Nguyen Thi Ngoc Bich, Member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Hai Duong Provincial People's Council, proposed that it is necessary to set out specific timelines to carry out key tasks of the People's Councils of the two localities in the coming time.

Develop a project to establish (merge) agencies under the People's Councils of two localities, ensuring inheritance, continuity, effectiveness and efficiency.

Review a number of policies newly issued by the Central Government, assigning authority to localities to present at meetings of the Hai Phong City People's Council after the merger.

Proposing the development of a unified and synchronous system of legal documents applicable to new administrative units.

Comrade Bui Duc Quang, Member of the City Party Committee, Vice Chairman of the Hai Phong City People's Council spoke at the meeting.

To direct and implement the above contents, the Standing Committee of the Hai Phong City People's Council and Hai Duong Province agreed that Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Hai Duong Provincial People's Council and Comrade Pham Van Lap, Member of the Standing Committee of the City Party Committee, Chairman of the Hai Phong City People's Council directed the Standing Committee and agencies under the People's Council to coordinate with relevant agencies of the two localities to perform tasks under the direction of the Standing Committee of the Hai Phong City Party Committee and the Standing Committee of the Hai Duong Provincial Party Committee.

Comrade Nguyen Thi Ngoc Bich, member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairwoman of the Hai Duong Provincial People's Council, directed the Economic - Budget Committee of the Hai Duong Provincial People's Council to coordinate with the Economic - Budget Committee and the Urban Committee of the Hai Phong City People's Council to review and evaluate the resolutions issued by the People's Councils of the two localities in the areas under the committee's responsibility; propose a handling plan after the merger of the two localities; synthesize and report to the Standing Committee of the People's Councils of the two localities.

Previously, the Standing Committee of the People's Council of Hai Phong City and Hai Duong Province visited the workplace and commercial housing area at the Hai Phong City Political - Administrative Center in Thuy Nguyen City.

The Culture and Social Committee of the Hai Duong Provincial People's Council coordinates with the Culture and Social Committee of the Hai Phong City People's Council to review and evaluate resolutions issued by the People's Councils of the two localities in the areas under the Committee's responsibility; propose solutions after the merger of the two localities; synthesize and report to the Standing Committee of the People's Councils of the two provinces and cities.

The People's Council committees of the two localities coordinate to urgently review and evaluate resolutions in assigned fields; synthesize the results and report to the Standing Committees of the People's Councils of the two provinces and cities to report to the Standing Committee of the Hai Phong City Party Committee and the Standing Committee of the Hai Duong Provincial Party Committee.

The Office of the National Assembly Delegation and the People's Council of Hai Phong City presides over and coordinates with the National Assembly Delegation and the People's Council and the People's Council of Hai Duong Province to develop a plan to implement specific tasks to promptly monitor, urge and organize implementation. Leaders of Hai Phong Department of Construction introduced an overview of Hai Phong City's spatial development; social housing development program; housing for Hai Duong officials working in Hai Phong and traffic connection between the two localities.

Every month, the Standing Committees of the People's Councils of the two localities hold meetings to listen to progress reports on the implementation of coordination tasks according to the conclusions of this meeting. Based on the actual situation, specialized working sessions will be organized to unify the implementation of other arising requirements and tasks.

The Standing Committees of the People's Councils of the two localities directed the People's Council committees, the Office of the National Assembly Delegation and the People's Councils to strengthen coordination in propaganda, pay attention to listening to and receiving opinions and recommendations from voters, people, cadres and party members to promptly adjust shortcomings in the process of unification, inheritance and implementation of socio-economic development policies; promptly discuss difficulties and problems arising for unified solutions.
