Tien Giang: Focus on investing in landslide prevention projects

In recent years, the landslide situation in Tien Giang province has become increasingly complicated. Faced with this situation, the province has focused its resources on investing in handling landslides to protect production and stabilize people's lives. JOY ON THE EMBARRASSMENTS

Recently, the banks of Canal 28, the section passing through Cai Be district, have experienced serious erosion, affecting transportation and the lives of local people. In response to this erosion, the province has invested in the Project to Address Urgent Erosion Sections on the Cai Be River (Canal 28), Cai Be District. The project has a total investment of over 249 billion VND. The embankment is approximately 2.67 km long, comprising 11 sections.

The project was funded by both the central and provincial budgets. Of this, 200 billion VND came from the central budget, and the remainder from the provincial budget. Construction began in late June 2024. To date, the project has been completed and put into use ahead of schedule, much to the joy and excitement of the local people.

Following the joy of the people living along Canal 28, at the end of 2024, the People's Committee of Cai Be District also implemented the investment package for the construction of the section from K1+510 to KF under the Project for Landslide Treatment in Dong Hoa Hiep Commune, Cai Be District.

Accordingly, the contract will involve the construction of an embankment on the southern bank of the Cai Be River, from the intersection with the Tien River towards Cai Be 2 Bridge (in An Ninh hamlet, Dong Hoa Hiep commune), with a total length of 540 meters. The contract is valued at 30.39 billion VND from the provincial budget and has a completion time of 180 days. According to Ticco Irrigation Construction Co., Ltd. (the contractor), the embankment is currently about 96% complete and will be finished in the next few days, approximately 20 days ahead of schedule.

Recently, the landslide situation in Dong Hoa Hiep commune has been serious. The landslides have gradually encroached on roads, houses, etc., threatening the lives and properties of the people. Therefore, the investment in the project has met the expectations of the local government and people.

The project will help people stabilize their lives, as well as develop the local economy and society. Mr. Nguyen Thanh Phong (An Ninh hamlet, Dong Hoa Hiep commune) said: "My house is located along the Cai Be riverbank, so I am very worried whenever landslides occur."

Therefore, when the government pays attention to investing in the embankment, people in this area are happy. The investment in the embankment not only prevents landslides, but also helps people have a spacious road, making travel more convenient. Everyone here is excited."

Recently, the Con Ngang area (Phu Tan commune, Tan Phu Dong district) has been experiencing increasingly serious landslides. In response to this landslide situation, the province has invested in the Con Ngang Anti-Landslide Embankment Project. The project has a total investment of more than 238 billion VND, with a length of 6.8 km.

The project was completed and put into operation in 2024, much to the delight of the local government and people. The project applied wave-reducing dike technology to promote sedimentation and beach formation. After monitoring, the wave-reducing dike technology has initially shown positive results.

CONTINUE TO HANDLING LANDSLIDES

Besides the landslide prevention projects that have already been put into use, there are still many landslide-prone areas in the province that urgently need investment for remediation.

Recently, the banks of the Tien River in the area of ​​the old My Thuan ferry terminal (Khu Pho hamlet, Hoa Hung commune, Cai Be district) have experienced serious erosion. The erosion is encroaching further and further into the land and houses of the local people. To prevent their homes and property from being affected by the erosion, the residents have used trees to reinforce them, but this is only a temporary solution.

According to statistics, the banks of the Tien River in the three communes of Hoa Hung, An Huu, and Tan Thanh in Cai Be district are currently at risk of erosion, potentially causing significant damage to property and loss of life. Given the urgency and limited resources of the province, Tien Giang province has proposed central government funding for the Project to Address Erosion of the Tien River Embankment in the three communes of Hoa Hung, An Huu, and Tan Thanh, Cai Be district (Phase 3), covering a length of 1.1 km, starting from the old My Thuan ferry terminal upstream.

The total investment of the project is estimated at about 295 billion VND. The invested embankment will ensure the safety of people's lives and property, contributing to the stability of the population and the development of the local economy and society.

Meanwhile, in the Vam Ky Hon canal area of ​​Tan Hoa hamlet, Xuan Dong commune, Cho Gao district, erosion is also very serious. According to observations, the dike road along this area has many points of erosion. In some places, the erosion has almost completely destroyed the road. In many sections, the erosion has deeply encroached into the dike.

According to a field survey by the authorities, the total length of the landslide in the Vam Ky Hon area is currently about 1.12 km. In the coming time, if no remedial measures are taken, it will directly affect approximately 110 households, indirectly affect another 586 households, and 215 hectares of agricultural land in Tan Hoa hamlet, Xuan Dong commune.

The banks of the Tien River in the Tan Phong islet area (Tan Phong commune, Cai Lay district) are also experiencing erosion, particularly in Tan Thien hamlet. The most serious erosion is on the northern bank of the Tien River (adjacent to the Tan Phong anti-erosion embankment, section 4). In addition, the southern bank of Tan Phong islet, from the Cai Be - Tan Phong ferry terminal to the area near the Nam On tourist site, is also experiencing alarming levels of erosion.

According to field surveys, the total length of landslides in Tan Thien hamlet, Tan Phong commune is approximately 1.25 km. Without preventative measures, this will continue to seriously affect and endanger approximately 191 households directly, and indirectly impact 3,561 households and 398.56 hectares of agricultural land with high economic value, such as durian, longan, jackfruit, and rambutan.

Given the urgent situation regarding landslides, the People's Committee of Tien Giang province has requested central government support from funding sources to implement two projects for the emergency resettlement of residents in areas prone to natural disasters. These projects need to be implemented immediately in 2024 to resettle residents in Xuan Dong commune (Cho Gao district) and Tan Phong commune (Cai Lay district).

Specifically, the Project for Emergency Resettlement of Residents in the Disaster Area of ​​Tan Hoa Hamlet, Xuan Dong Commune (Cho Gao District) consists of 4 sections, with a total length of 1.128 km. The Project for Emergency Resettlement of Residents in the Disaster Area of ​​Tan Thien Hamlet, Tan Phong Commune (Cai Lay District) consists of 2 sections, with a total length of 900 m.

Along with the riverbank erosion treatment projects, Tien Giang is also proposing the central government to allocate capital to invest in the Go Cong Coastal Erosion Project (section from Rach Bun Bridge to Den Do). The project is about 6.8 km long with a total investment of about 336 billion VND.

Currently, this area no longer has protective forests, so waves directly impact the embankment. Therefore, this area urgently needs investment in a wave-reducing embankment to prevent erosion, combined with sedimentation and beach restoration to preserve the protective forest.

STRENGTHENING SOLUTIONS TO PREVENT AND CONTROL LANDSCAPES

According to the People's Committee of Tien Giang province, to prevent and control landslides, the non-structural solution proposed by the province is to require localities to regularly disseminate information and educate the community to raise awareness and responsibility in landslide prevention. At the same time, they should plant water hyacinth, wave-breaking trees, and grass on the banks of rivers, canals, and ditches to limit landslides; and inspect and decisively handle cases of violations within the protected areas of irrigation works.

Regarding engineering solutions, for medium and small-scale landslides, when landslides occur, localities will proactively inspect, review, classify, and prioritize according to the severity of the landslide to proceed with remediation. For large-scale landslides where the provincial budget is insufficient to address the problem, the Provincial People's Committee will propose to central ministries and agencies to submit a request to the Prime Minister for financial support to the province for remediation.

In the period of 2016 - 2024, with the support of central budget, the province invested in the construction of 27 projects to prevent riverbank and coastal erosion with a total length of 27.3 km, total cost of 1,303 billion VND. Of which, the central government supported 1,194 billion VND; the provincial budget contributed 109 billion VND.

In the long term, the province will review and plan residential areas along rivers and coastal dikes at risk of landslides; and develop investment projects for protective embankments to safeguard residents, fruit trees, and rice crops in the western districts according to the approved plan.

At the same time, the plan includes establishing shipping lanes and regulating the maximum speed of vessels on some main traffic routes to limit erosion; regulating the scope of canal excavation and dike construction; planning rural infrastructure; and advising people not to build houses or infrastructure too close to riverbanks…
