In recent years, the landslide situation in Tien Giang province has become increasingly complicated. Faced with this situation, the province has focused its resources on investing in handling landslides to protect production and stabilize people's lives. JOY ON EMBARKS

Recently, the bank of canal 28, the section passing through Cai Be district, has been seriously eroded, affecting the travel and lives of the people. In response to this erosion situation, the province has invested in the Project to urgently handle landslides on Cai Be River (canal 28), Cai Be district. The project has a total investment of more than 249 billion VND. The embankment length is about 2.67 km, including 11 sections.

The project is invested from the central budget and provincial budget. Of which, the central budget is 200 billion VND and the remaining is from the provincial budget. The project was implemented at the end of June 2024. Up to now, the project has been completed and put into use ahead of schedule in the joy and excitement of the people.

Continuing the joy of people living along the 28th canal, at the end of 2024, Cai Be District People's Committee also deployed the investment in the construction package of the section from K1 + 510 to KF under the Landslide Treatment Project in Dong Hoa Hiep Commune, Cai Be District.

Accordingly, the bid package will implement the construction of the embankment on the southern bank of Cai Be River from the intersection with Tien River towards Cai Be 2 Bridge (in An Ninh Hamlet, Dong Hoa Hiep Commune) with a total length of 540 m. The bid package is worth 30.39 billion VND from the provincial budget, with a construction period of 180 days. According to Ticco Irrigation Construction Company Limited (the contractor), the embankment progress has reached about 96% and will be completed in the next few days, about 20 days ahead of schedule.

Recently, landslides in Dong Hoa Hiep commune have been serious. Landslides have gradually encroached on roads, houses, etc., threatening people's lives and property. Therefore, the investment in the project has met the expectations of the local government and people.

The project will help stabilize people's lives, as well as develop the local socio -economy. Mr. Nguyen Thanh Phong (An Ninh hamlet, Dong Hoa Hiep commune) said: "My house is located along the Cai Be river bank, so I am very afraid every time a landslide occurs.

Therefore, when the government invested in the embankment, people in this area were happy. The investment in the embankment not only prevented landslides, but also helped people have a spacious road, making travel more convenient. Everyone here was excited.

Recently, the Con Ngang area (Phu Tan commune, Tan Phu Dong district) has been experiencing increasingly serious landslides. In response to this landslide situation, the province has invested in the Con Ngang Anti-Landslide Embankment Project. The project has a total investment of more than 238 billion VND, with a length of 6.8 km.

The project was completed and put into use in 2024 to the joy of the local government and people. The project applied wave-reducing dyke technology to create sedimentation and beaches. Through monitoring, the wave-reducing dyke technology has initially shown positive effects.

CONTINUE TO HANDLING LANDSLIDES

Besides the anti-landslide works that have been put into use, there are still many landslide areas in the province that need to be quickly invested in for treatment.

Recently, the Tien River bank at the old My Thuan ferry terminal (Khu Pho hamlet, Hoa Hung commune, Cai Be district) has been seriously eroded. The erosion has been eating deeper and deeper into the land and houses of the people. To hold on to their houses and properties affected by the erosion, the people here have used trees to cross them, but only temporarily.

According to statistics, currently, the Tien River bank in 3 communes of Hoa Hung, An Huu, Tan Thanh, Cai Be district, landslides are at risk of occurring at any time, causing great damage to property and people's lives. Given the urgency, while the province's resources are limited, Tien Giang province has proposed the central government to support funding to invest in the Tien River Dike Erosion Treatment Project in 3 communes of Hoa Hung, An Huu, Tan Thanh, Cai Be district (phase 3) with a length of 1.1 km starting from the old My Thuan ferry terminal upstream.

The total preliminary investment of the project is about 295 billion VND. The invested embankment will ensure the safety of people's lives and property, contributing to stabilizing the population and developing the local economy and society.

In the area of ​​Vam Ky Hon canal in Tan Hoa hamlet, Xuan Dong commune, Cho Gao district, landslides are also very serious. According to records, there are currently many landslides along the dike road along this area. In some locations, landslides have taken away almost the entire road. In many sections, the frog's jaw has eaten deep into the dike.

According to the actual survey of the authorities, the total length of the landslide in the Vam Ky Hon area is currently about 1.12 km. In the coming time, if there is no solution, it will directly affect about 110 households, indirectly affect 586 other households and 215 hectares of agricultural land in Tan Hoa hamlet, Xuan Dong commune.

The Tien River bank in Tan Phong Islet (Tan Phong Commune, Cai Lay District) also experienced landslides, especially in Tan Thien Hamlet. The most serious of these is the section on the northern bank of the Tien River (adjacent to Tan Phong anti-erosion embankment, section 4). In addition, the Tan Phong Islet section on the southern bank from Cai Be - Tan Phong ferry to the area near Nam On Tourist Site is also experiencing alarming landslides.

Through actual survey, the total length of landslides in Tan Thien hamlet, Tan Phong commune is about 1.25 km. If there are no preventive measures, it will continue to seriously affect and directly endanger about 191 households, indirectly affect 3,561 households and 398.56 hectares of agricultural land with high economic value such as: durian, longan, jackfruit, rambutan...

Faced with the urgent situation of landslides, the People's Committee of Tien Giang province has proposed that the central government support capital sources to implement two urgent resettlement projects in dangerous natural disaster areas, which need to be implemented immediately in 2024 to resettle residents in Xuan Dong commune (Cho Gao district) and Tan Phong commune (Cai Lay district).

Specifically, the Emergency Resettlement Project for the Disaster Area of ​​Tan Hoa Hamlet, Xuan Dong Commune (Cho Gao District) consists of 4 sections, with a total length of 1.128 km. The Emergency Resettlement Project for the Disaster Area of ​​Tan Thien Hamlet, Tan Phong Commune (Cai Lay District) consists of 2 sections, with a total length of 900 m.

Along with the riverbank erosion treatment projects, Tien Giang is also proposing that the central government allocate capital to invest in the Go Cong Coastal Erosion Project (from Rach Bun Bridge to Den Do). The project is about 6.8 km long with a total investment of about 336 billion VND.

Currently, this area no longer has protective forests, so waves directly hit the dike body. Therefore, this area is in dire need of investment in a wave-reducing dike line to prevent landslides combined with accretion and creating a beach to restore protective forests.

STRENGTHENING SOLUTIONS TO PREVENT AND CONTROL LANDSCAPES

According to the People's Committee of Tien Giang province, to prevent and combat landslides, the non-structural solution that the province has proposed is to require localities to regularly propagate and educate the community to raise awareness and responsibility in landslide prevention. At the same time, plant water hyacinth, wave-breaking trees, and grass on river banks, canals, and ditches to limit landslides; inspect and thoroughly handle cases of violations of the protection scope of irrigation works.

Regarding construction solutions, for small and medium-sized landslides, when landslides occur, the locality will proactively inspect, review, classify, and prioritize according to the level of landslides for handling. For large-scale landslides, the provincial budget is not sufficient to ensure the balance for remediation, the Provincial People's Committee will propose to the central ministries and branches to submit to the Prime Minister for financial support for the province to remediate.

In the period of 2016 - 2024, with the support of central budget, the province invested in the construction of 27 projects to prevent riverbank and coastal erosion with a total length of 27.3 km, total cost of 1,303 billion VND. Of which, the central government supported 1,194 billion VND; the provincial budget matched 109 billion VND.

In the long term, the province will review and plan residential areas along rivers and sea dikes at risk of landslides; establish investment projects for protective enclosures for residents, fruit trees, and rice in the western districts according to approved plans.

At the same time, plan ship routes and regulate the maximum speed of ships on some main traffic routes to limit landslides; regulate the scope of canal digging and dike building; plan rural infrastructure; advise people not to build houses and infrastructure works too close to the riverbank...
