Continue to accelerate the disbursement of capital for National Target Programs

BTO-This is one of the directions of Vice Chairman of the Provincial People's Committee Nguyen Hong Hai at the online conference of the Steering Committee for National Target Programs (NTPs), period 2021 - 2025; listening to reports on the implementation and disbursement of items and projects of NTPs; the disbursement of career capital; the development of capital plans for 2024 taking place on the morning of October 6.

The conference was attended by Vice Chairman of the Provincial People's Committee Nguyen Minh and leaders of relevant departments and branches of the province. Districts, towns and cities attended the meeting via online television system.

The Department of Planning and Investment said that in 2023, the central budget allocated to the province to implement the National Target Programs is 365,661 billion VND, of which the capital to implement the National Target Program on New Rural Construction is 168,627 billion VND; the National Target Program on Sustainable Poverty Reduction is 53,731 billion VND and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas is 143,253 billion VND.

By the end of September 2023, the province had disbursed VND 38,769 million, reaching 10.6% of the capital plan. Of which, the disbursement of capital for the National Target Program on New Rural Construction was VND 19,343 billion, reaching 11.47% of the plan; the National Target Program on Sustainable Poverty Reduction disbursed VND 741 million, reaching 1.38% of the plan; the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas disbursed VND 18,685 million, reaching 13.04% of the plan...

According to the assessment of the Department of Planning and Investment, by September 2023, departments and branches were determined to implement assigned tasks, basically deployed the system of documents directing and implementing the National Target Programs for the period of 2021-2025, the disbursement results were higher than August 2023. However, the implementation of National Target Programs in the province in the past time has been slower than required, and disbursement is still low. There are many causes for the above limitations, including the lack of close coordination between the departments and branches assigned to host the program with related departments, branches and localities, not being proactive, not fully promoting the sense of responsibility in reviewing the work assigned by the Provincial People's Committee; encountering difficulties but being slow to advise on timely solutions; the preparation of project documents at the commune level is still slow...

After listening to the opinions of the delegates attending the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai criticized the departments, branches and localities that were assigned capital to implement the National Target Programs but had slow disbursement progress. At the same time, he requested that in the coming time, the departments, branches and localities must speed up the disbursement progress of the National Target Programs to ensure that by December 31, 2023, 100% of the capital plan for 2022 will be disbursed and transferred to 2023, and over 95% of the capital plan for 2023 will be disbursed.

Regarding the capital plan to implement the National Target Programs in 2024, the Vice Chairman of the Provincial People's Committee requested relevant departments, branches and localities to register capital sources before October 15, 2023.
