On the morning of April 13, in Hanoi, the Central Theoretical Council coordinated with the Editorial Board of the Communist Magazine and the Party Committee of the Central Enterprises Bloc to co-organize the scientific workshop "The role of the state economy in building an independent, self-reliant economy and deep and wide international integration".
In his opening speech at the workshop, Alternate member of the Party Central Committee, Secretary of the Party Committee of the Central Enterprises Bloc Nguyen Long Hai stated: Building an independent, self-reliant and internationally integrated economy has been a consistent viewpoint of our Party and State since the implementation of the Doi Moi process in 1986. In the process of building an independent, self-reliant and internationally integrated economy, through the Congresses, our Party has determined that the state economy holds a key position and an important role in the country's socio-economic development process, creating a basic foundation for the development of all sectors, fields, economic sectors and types of enterprises in the national economy.
Mr. Nguyen Long Hai emphasized: The state economy plays a leading role in developing a socialist-oriented market economy, which is suitable for our country's conditions and is an important criterion to ensure socialist orientation, because: the leading role of the state economy clearly demonstrates the nature and characteristics of a socialist-oriented market economy. The leading role of the state economy comes from the interests of the country and the people in the transition period to socialism; the state economy plays a leading role, guiding and leading other forms of ownership in developing special fields such as those requiring a lot of investment capital, having high scientific content, and some newly formed special fields; the state economy plays a leading role to ensure the development of the country's competitiveness.
Regarding national security, the state economy plays a role in holding especially important sectors related to national defense and security (production and repair of weapons and specialized equipment for national defense and security, etc.). At the same time, it participates in occupying a number of essential and important positions to proactively orient society and act as a counterweight in developing international economic integration; in terms of society, the state economy plays an important role in shouldering social functions and roles.
With its role, over the years, the state economy has contributed significantly to the overall achievements in building an independent, self-reliant and deeply internationally integrated economy in Vietnam. This is reflected in: maintaining independence and self-reliance in determining policies, guidelines and strategies for the country's economic development; a stable economic development, high competitiveness in terms of both the scale of the economy as well as the competition of enterprises and national products; maintaining major balances, focusing on ensuring economic security. Enhancing the resilience of the economy to negative impacts from external fluctuations; the Vietnamese economy increasingly multilateralizes and diversifies international economic relations, avoiding dependence on one market or one partner.
At the Workshop, experts and scientists focused on discussing the role of the state economy in general and in building an independent, self-reliant economy and deep, broad international integration in particular, especially in the current context; clarifying the current status of the role of the state economy in building an independent, self-reliant economy and deep, broad international integration in Vietnam today, especially on the basis of practical activities of state-owned corporations and groups; assessing the advantages, limitations and causes, based on the requirements of the new context; proposing solutions and recommendations for the state economy to perform this role well, ensuring a leading role in the national economy...
Scientists believe that the current new context both domestically and internationally is posing many opportunities and challenges for the state economic sector. This sector needs to continue to affirm its position and promote its leading role in building an independent and self-reliant economy, while effectively integrating into the global economy. According to the development trend, the state economy, especially state-owned enterprises, will reduce the scale, proportion and scope of operations in the economy but focus on the most important and leading fields in key industries, industries with pioneering and technological breakthroughs that create spillover effects and high added value, contributing a lot to the budget.
The presentations at the Workshop contributed to clarifying the role of the state economy in building an independent, self-reliant economy with deep and wide international integration; at the same time, assessing the achievements, limitations, and issues in ensuring this role of this economic sector, thereby proposing recommendations and solutions to build and develop a strong state economic sector, ensuring its leading role in building an independent, self-reliant economy with deep and wide international integration in Vietnam.
