The Chairman of the People's Committee of Ho Chi Minh City has assigned the Department of Agriculture and Environment to take the lead, in coordination with relevant departments and agencies and the People's Committees of wards, communes, and special zones, in reviewing, compiling, and assessing all vacant land areas in Ho Chi Minh City.
The land areas include land directly managed by the state that is unused or underutilized; land belonging to investment projects that have received approval in principle, land allocation, or land lease but are slow to implement, temporarily suspended, or currently vacant.
Therefore, we propose to the Ho Chi Minh City People's Committee a plan to handle projects that are slow to be implemented or slow to put the land into use, in order to take timely action and avoid waste.
Following the above directive, the Ho Chi Minh City Department of Agriculture and Environment requests the Department of Finance to compile and report to the Ho Chi Minh City People's Committee based on the appendix listing projects that have received investment approval and decisions on land allocation, land lease, land use change, land use right transfer, and land use right recognition, but are slow to implement or temporarily suspended.

Local authorities are also required to submit reports to the Department of Agriculture and Environment on projects that are slow to be implemented or temporarily suspended, projects that are slow to put land into use, and public land areas managed by the People's Committees of wards, communes, and special zones that are currently vacant.
These land plots and projects are proposed to be temporarily used for urban beautification, the development of temporary parks, gardens, and community spaces.
The Department of Construction stated that it agrees with the opinion of the Department of Agriculture and Environment on utilizing vacant land that has not yet been developed to temporarily create green spaces, parks, flower gardens, and community living spaces in the locality.
However, investment in maintenance must ensure that it does not change the land use purpose, does not affect the project implementation progress according to the plan of the land management unit. At the same time, it should not create additional legal procedures regarding land, and these areas must have sufficient funds for maintenance.
According to the Department of Construction, most of these land plots are currently small in size and managed by local authorities. Therefore, the Department suggests that the People's Committees of wards, communes, and special zones should choose appropriate solutions, forms, and funding sources depending on the characteristics and conditions of each land plot, such as community activity spaces, flower gardens, and tree planting.
