(HBĐT) - On the morning of August 15, the Central Organizing Committee held a national online conference to contribute ideas to the draft supplement and amendment of Regulation No. 04-QDi/TW of the Secretariat on the functions, tasks, powers, and organizational structure of specialized agencies assisting the Provincial Party Committee and City Party Committee. Comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Organizing Committee chaired the conference. Attending at the provincial bridge were comrade Bui Thi Minh, member of the Standing Committee, Head of the Provincial Party Committee's Organizing Committee and delegates.

Regulation No. 04-QDi/TW was issued by the Secretariat on July 25, 2018 to specify Resolution No. 18-NQ/TW, dated October 25, 2017 of the Party Central Committee (12th tenure) on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently. The advisory and support agencies of the Provincial Party Committee and the City Party Committee have helped the Provincial Party Committee Standing Committee and the Standing Committee of the Provincial Party Committee and the City Party Committee to effectively lead and direct the implementation of the Resolutions of the 12th and 13th National Party Congresses, the Resolutions of the Party Congresses of the Provincial Party Committees and City Party Committees for the 2015-2020 and 2020-2025 terms. The implementation process has achieved many important results in the work of Party building and building an increasingly strong political system; socio-economic recovery and development; ensuring national defense and security; and constantly improving people's lives.
However, in the implementation process, there have also been limitations and shortcomings that are not suitable for reality, such as: The implementation of unifying the Party Committee office to serve all advisory and support agencies of the Provincial Party Committee has many shortcomings, which have been promptly adjusted by the Politburo in Conclusion No. 50-KL/TW, dated February 28, 2023. The total number of deputy heads of advisory and support agencies of the Provincial Party Committee is not more than 15 people, on average each agency has 2.5 deputies; the number of deputy heads at the department level is limited, but the workload has increased a lot, while there are no official regulations on job positions in the entire political system to be able to correctly and sufficiently calculate the number of people working in reality, thereby creating pressure on the team of cadres and civil servants in performing their duties....
At the conference, delegates discussed and contributed opinions to the draft of new regulations on the functions, tasks, powers, and organizational structure of specialized agencies assisting the Provincial and Municipal Party Committees. Most opinions focused on the proposal to add more functions, tasks, and powers to the Propaganda Department and the Internal Affairs Department to comply with current regulations; propose to change the names of the departments of the Provincial Party Committee's Inspection Committee; propose to adjust the number of deputy heads of specialized agencies assisting the Provincial and Municipal Party Committees...
Concluding the conference, the Deputy Head of the Standing Committee of the Central Organizing Committee acknowledged and highly appreciated the opinions of the localities, and assigned the Editorial Team to continue researching and absorbing to complete the draft of the new regulations, and soon submit them to the Secretariat for consideration and decision.
